Page 1 of 3 HISTORIC PRESERVATION COMMISSION TO: HONORABLE CHAIRMAN AND MEMBERS OF THE HISTORIC PRESERVATION COMMISSION FROM: GABRIEL PEREZ, PLANNING MANAGER DATE: NOVEMBER 23, 2015 SUBJECT: REVIEW OF DRAFT ANNUAL 2015/2016 WORK PROGRAM As part of the Certified Local Government (CLG) annual reporting, staff has prepared the following Draft 2015/2016 Annual Work Program for Commission review and approval. The program will be attached with the annual reporting information sent to the State Office of Historic Preservation (SHPO). Due to the limited activity seen by the HPC over the 2014/15 period, this program is essentially unchanged from the 2014/15 work program, and consequently, staff proposes that it be carried forward through the 2015/16 reporting period. The Work Program review includes the tentative HPC Calendar for the upcoming 2015/16 Work Program period (Attachment 1). CORE OBJECTIVES Core objectives of the Historic Preservation Commission are:  To serve in an advisory capacity to the City Council on identifying matters pertaining to historic resources;  To coordinate with staff on review and approval of archaeological, cultural and paleontological resources of the City of La Quinta;  To consider new Archaeological and Paleontological reports;  To review and protect archaeologically-sensitive sites; and  Assist the City in the promotion of public education about the City’s history and its historic resources. MEETING ACTIVITY Over the 2014/15 reporting period the Commission held a total of 5 regularly scheduled BI 1 Page 2 of 3 meetings and one special meeting. 2015/2016 WORK PROGRAM PROJECTS Historic Sites Brochure Objective: Annually review and revise, as necessary, to keep up-to-date on the City’s historic sites and re-order an additional printing of brochures in order to maintain an adequate supply for public distribution. Digitized Historic Surveys and Interactive Database and Map Objective: Review and revise, as necessary, to keep up-to-date on the City’s historic properties. Enhanced Website Objective: Continue to monitor and update the City’s new historic webpages and explore additional webpage content, including dedicated pages to specific historic properties. Local Training and Educational Opportunities Objective: Research and suggest any training, education, opportunities and make available to staff and Commissioners. Training and education may include the use of California Preservation Foundation webinars and other related opportunities. Explore opportunities to receive input and educational sessions involving local tribes in relation to compliance with SB 18 and AB 52. Historic Context Statement Objective: Research and request assistance from State of California to revise and update current Draft Historic Context Statement. Curation Objective: Identify and inventory curated artifacts and information locations and explore opportunities to address deficient conditions and establish appropriate curation procedures. Mitigation and Monitoring Objective: Follow-up and report on sites which require annual monitoring of historic, cultural, archaeological and paleontological mitigation measures to ensure their proper application to the new projects and when appropriate to bring them back to the Commission for review. In addition, continue to monitor active development projects, and develop system to insure a more comprehensive Page 3 of 3 inventory and review of past and current project mitigation and monitoring compliance. VII. In addition to the minimum CLG requirements, OHP is interested in a Summary of Local Preservation Programs A. What are the most critical preservation planning issues? The most critical preservation issue continues to be preservation of thematic districts within the community; one being the Historic Cove District, and another being the Historic La Quinta Hotel. The digitization of the City’s two historic surveys has been a tremendous help in educating the public and in preventing alteration of the City’s current historic resources. The digitization tool has helped make other City departments aware of the need to interact with the Planning Division when alterations to (or the demolition of) historic resources are requested. B. What is the single accomplishment of your local government this year that has done the most to further preservation in your community? Continued distribution of the City’s Historic Walking/Driving Tour Brochure and continued maintenance of the City’s enhanced Historic Preservation webpages. C.
