SUBJECT: MINOR ADJUSTMENT 2021-0003 PGA CORAL MOUNTAIN
Dear Mr. Jones:
The Design and Development Department has reviewed your Minor Adjustment
application (MA 2021-0003), pursuant to Section 9.210.040 of the City of La Quinta
Zoning Code.
REQUEST:
Grant up to a 10% adjustment to decrease front yard and rear yard setbacks from
20’-0” to 18’-0” to provide staggering for the remaining (41) homes located in the
community of PGA Coral Mountain MBA2021-0003 (SDP2006-863). Additionally, to
decrease the side yard setback, for Z Model Plan Types, that contain a/c condensing
units from 5’-0” to 4’-6” to reduce the minimum required clearance, per attached
exhibits. The total number of adjustments shall not exceed more than (3)
adjustments per lot.
DECISION:
Approval is granted for the requested adjustment based on the following findings
and subject to the conditions of approval listed below:
1. Minor Adjustment 2021-0003 is consistent with the La Quinta General Plan, in
that the proposal does not alter the approved land use for the property or
affect land use on surrounding similar properties.
2. Minor Adjustment 2021-0003 is consistent with the intent of the La Quinta
Zoning Code in that the requested adjustments will be conditioned to comply
with all other development standards as required under the Zoning Code.
3. Processing and approval of Minor Adjustment 2021-0003 is in compliance with
the California Environmental Quality Act. The adjustment requested falls
under CEQA Guidelines Section 15305(a) as a “Minor Alterations to Land” -
Class 5 Categorical Exemption.
4. Approval of Minor Adjustment 2021-0003 is not detrimental to the public
health, safety and general welfare, nor injurious or incompatible with other
properties and land use in the vicinity. The adjustment has no impact on
health or safety issues and will not affect physical land use characteristics in
the vicinity. The adjustment will be compatible with the architectural styles
of the existing surrounding single-family homes.
CONDITIONS OF APPROVAL:
1. A building permit shall be obtained prior to construction. The proposed
construction shall comply with all other development standards as required
under the La Quinta Zoning Code.
2. No more than three (3) minor adjustments shall be approved for each
individual lot.
3. Structures shall not be erected within the public right-of-way.
Please be advised that the City only approves three Minor Adjustments per lot,
regardless of the percentage of the development standard adjusted. This approval
relates only to the minor adjustment referenced herein and does not imply any
entitlement or approval of a building permit for any structures shown on the plans
on file. All other development standards of the La Quinta Zoning Code are applicable
and shall be adhered to in preparing plans for building plan check. If you have any

Thank you for your comments as outlined in the letter dated March 19, 2021. We have provided
additional documents and addressed each comment as outlined below.
We have also added a Minor Adjustment Application to our submittal. This is to provide us with
the option to vary setbacks by 10%. The purpose of this is to give us the ability to stagger the
homes more where it makes sense to do so.
1. City Comment: Provide a detailed Master Plot Plan/Site Plan that identifies each floor plan,
setbacks, and architectural style.
Response: Please note that we are not asking for a revision to the terms of the Planned
Development. The applicant is the same developer and we are continuing with the same
setbacks. See Sheets D100, DM100, J100, JM100, Z100. These sheets show 5 typical site
plans with the setbacks. We have also submitted Sheet A003 “Overall Site Plan” which is a
color-coded site plan that shows the variety in the streetscape as well as undulation in the fronts
of the homes along the street. This sheet includes both existing (approved) house footprints,
and proposed house footprints. As you can see, the undulation in the fronts of the homes and
the variety in the streetscape is consistent with the existing homes. As the project develops, we
will submit each phase with each house on a Precise Grading Plan showing that it is within
setbacks.
2. City Comment: Signed Agreement or Authorization Letter from Owner.
Response: An authorization letter has been included authorizing PVG Architects to act on the
Owner’s behalf in regard to preparing and submitting documents to the City for the Coral
Mountain PGA West project.

With the approval of the minor adjustments to vary the setback by 10% on three of the four
sides; we request one side to be adjusted on the Z plan. The alteration will be made to the non-
garage side wall from a 5’-0” to 4’-6” clear from the condensing unit to the wall which is a 10%
reduction.
