E2. All insulating materials shall be installed in compliance with the flame spread rating and smoke density requirements of Sections §2602 and §707 of the Title 24, Part 2. E3 All exterior joints and openings in the building envelope that are observable sources of air leakage shall be caulked, gasketed, weather-stripped or otherwise sealed. E4 Site constructed doors, windows and skylights shall be caulked between the unit and the building, and shall be weather-stripped (except for unframed glass doors and fire doors). E5 Manufactured doors and windows shall have air infiltration rates certified by the manufacturer per §116 of the Energy Efficiency Standards. E6 Manufactured fenestration products must be labeled for U -value according to NFRC procedures. E7 The opaque portions of framed demising walls in nonresidential buildings shall have insulation with an installed R -value of no less than R-11 between framing members. Mechanical Mandatory Measures EQUIPMENT CERTIFICATION M1 Any appliance that is subject to the Appliance Efficiency Standards must be certified by the Energy Commission. M3 Air handling duct systems shall be constructed, installed, sealed, and insulated as provided in Chapter 10 of the Uniform Mechanical Code. CONTROLS M4 Each space conditioning system shall be installed with an automatic time switch with an accessible manual override that allows operation of the system during off -hours for up to 4 hours. The time switch shall be capable of programming different schedules for weekdays and weekends, and has program backup capabilities that prevent the loss of the device's program and time setting for at least 10 hours if power is interrupted. M7 Each space conditioning system shall be installed with controls that restart and temporarily operate the system as required to maintain a setback heating and/or setback cooling thermostat setpoint. M10 Each space conditioning zone shall be controlled by an individual thermostatic control that responds to temperature within the zone. Where used to control heating, the control shall be adjustable down to 55°F or lower. For cooling, the control shall be adjustable up to 85°F or higher. Where used to control both heating and cooling, the control shall be capable of providing a dead band of at least 5°F within which the supply of heating and cooling is shut off or reduced to a minimum. VENTILATION M13 Controls shall be provided to allow outside air dampers or devices to be operated at the ventilation rates specified. M14 Outdoor air supply and exhaust equipment shall be installed with gravity or automatic dampers. M17 Outside Air Certification: The system shall provide the minimum outside air as shown on the mechanical drawings, and shall be measured and certified by the installing licensed C-20 mechanical contractor. I. � T ` WATER HEATING SYSTEMS M19 The following service water heating systems and equipment may be installed only if the manufacturer has certified that the equipment meets or exceeds all applicable efficiency requirements listed in §113 of the Energy Efficiency Standards: Oil -fired storage types > 105,000 Btu/hr; Oil -fired non -storage types > 210,000 Btu/hr; Gas-fired non - storage types > 200,000 Btu/hr. M20 Unfired service water heater storage tanks and backup tanks for solar water heating systems shall have either: external insulation with an installed R -value of at least R-12; internal and external insulation with a combined R -value of at least R-16; or sufficient insulation so that the heat loss of the tank surface based on an 80°F water -air temperature difference shall be less than 6.5 Btu/hr-sf. M21 If a circulating hot water system is installed, it shall have a control capable of automatically turning off the circulating pump(s) when hot water is not required. M22 Lavatories in public restrooms shall be equipped with flow rate controls as specified in §113(b)3. of the Energy Efficiency Standards. M23 Lavatories in restrooms of public facilities shall be equipped with controls to limit the outlet temperature to 110°F. Lighting Mandatory Measures Ll Each room is equipped with a separate manual switch or occupancy sensor device. All manual switches are located so that personnel can see the controlled area when operating the switches. L2 All rooms greater than 100 square feet and with more than 1.2 watts per square foot of lighting load shall be controlled with bi-level switching for uniform reduction of lighting within the room. L3 All rooms that are greater than 250 square feet and have windows and skylights that allow for the effective use of daylight in the area shall have 50% of the lamps in each daylit area controlled by a separate switch. L4 All fluorescent fixtures shall be certified by the manufacturer and listed in the Directory of Certified Luminaries and Ballasts. L5 All one and three lamp fluorescent fixtures are tandem wired with two (2) lamp ballasts where required by §132 of the Energy Efficiency Standards. L6 All automatic control devices specified are certified and installed as directed by the manufacturer. L7 Display lighting is separately switched on circuits that are 20 amps or less. L8 The building lighting shut-off control system consists of an automatic time switch with a manual accessible override switch in sight of the lights, for each floor or each 5,000 square foot zone. L9 Exterior mounted fixtures served from inside the building are controlled with a directional photocell control.
