City of La Quinta COMMUNITY SERVICES COMMISSION: May 5, 2020 STAFF REPORT AGENDA TITLE: SELECT AND RECOMMEND A MURAL CONCEPT FOR THE EVENT SITE RESTROOM FACILITY RECOMMENDATION Select and recommend to Council a mural concept for the Event Site restroom facility. EXECUTIVE SUMMARY • Nate Frizzell was selected as the artist to paint a mural at the Event Site. • The mural concepts were developed using community feedback and will serve as a cultural asset. • Nate Frizzell created 3 mural concepts. • The addition of a mural at the Event Site was identified as a part of the Community Services Commission (Commission) art opportunities initiative, and artist Nate Frizzel is on the Commission approved pre- qualified artist list. FISCAL IMPACT The total cost for the mural is $15,000 and funds are available in the Art in Public Places Art Purchase budget (Account No. 270-0000-74800). BACKGROUND/ANALYSIS Nate Frizzell (Artist) was selected as the artist to develop a mural concept for the restroom facility at the March 8, 2021 Community Services Commission meeting. As part of that process, Staff published a survey to capture community feedback that the Artist would use when developing the mural concept. The survey was open from February 15, 2021 through March 7, 2021, included six questions, and 46 responses were captured. Staff organized the responses and shared the feedback with the Artist (Attachment 1). The Artist utilized the feedback to develop three mural concepts (attachment 2). Once the Commission identifies a preferred mural concept, the mural concepts will be presented to Council. BUSINESS SESSION ITEM NO. 1 The mural will cost $15,000 and funds are available in the Art in Public Places Art Purchase budget (Account No. 270-0000-74800). If approved, the Artist is scheduled to begin painting the mural in June and will take about a month to complete. ALTERNATIVES The Commission may elect not to recommend any mural concepts and ask the Artist to submit new concepts.
