Pursuant to Executive Orders N-25-20, N-29-20, N-33-20, N-35-20, and N-60-20
executed by the Governor of California, in response to the state of emergency
relating to novel coronavirus disease 2019 (COVID-19) and enabling

AGENDA TITLE: INTERVIEW AND APPOINT RESIDENTS TO SERVE ON VARIOUS
CITY COMMISSIONS AND OUTSIDE AGENCIES’ BOARDS AND COMMISSIONS
RECOMMENDATION
Make appointments to fill existing and upcoming vacancies on City commissions
and outside agencies’ boards and commissions.
EXECUTIVE SUMMARY
The City has established several commissions, which require public
participation and membership.
The City has designated positions on outside agencies’ boards and
commissions, to which the City appoints a resident representative, to
participate and represent the City, and report back to City Council.
Council and Housing Authority (Authority) will interview and appoint
applicants to the vacancies by ballot after a random drawing to determine
order (Attachment 2).
FISCAL IMPACT
The following Council/Authority-approved amounts (per member, per meeting
attended) are included in the 2021/22 Budget:
Community Services Commission $ 75
Finance Advisory Commission $ 75
Housing Commission $ 50
Planning Commission $100
BACKGROUND/ANALYSIS
The Council/Authority established boards, commissions, and committees to
facilitate broader participation in City governance, to solicit a broad range of
opinions on City issues, and to introduce citizens to the municipal government
process.

Council also appoints a resident representative to serve on a number of outside
agencies’ boards, commissions, and committees, to attend the meetings,
represent the City, and report back to Council.
The City advertised the upcoming vacancies on the City website, social media, the
Gem and the Desert Sun newspaper.
Applications are accepted throughout the year and applications are held as
pending until a recruitment is conducted. Pending applicants as well as applicants
from prior recruitments who were not appointed, were notified of existing and
upcoming annual vacancies.
All existing Commission members whose terms will expire this year were also
notified and invited to reapply.
One member has served the maximum length of terms and years allowed under
Section 2.06.030 of the La Quinta Municipal Code (LQMC), subsection E, which
states that “After serving two (2) consecutive three (3)-year terms, or a total of
six (6) consecutive years, on a specific board or commission, that member shall
rotate out of that board or commission and shall not be considered for
reappointment to that specific board or commission until one (1) year has
elapsed.” Subsection H also states that “Any term for a board, commission, or
committee may be extended by action of the city council…”
Council/Authority may elect to appoint members to a lesser than 3-year term by a
random drawing, pursuant to their authority per the LQMC, to create a different
staggering of member terms for some or all of the City’s commissions.
Due to the dissolution of redevelopment agencies by the state in 2012 and the
ongoing economic recession caused by the housing market at that time,
affordable housing activity and projects were minimal between 2012 and 2016.
This inactivity caused lack of residents’ interest to serve on the Housing
Commission (HC) which resulted in 2 long-term vacancies, which were filled in
2017. This resulted in the following HC members term rotation 4:1. The Authority
may elect to appoint 2 candidates to a 1-year term, in order to achieve a more
balanced term staggering (2:2:1).
In an effort to streamline the development review process, the City disbanded its
3-member Architectural and Landscaping Review Board in 2016; and
simultaneously expanded the Planning Commission (PC) membership from 5 to 7
to maintain having design professionals involved in project review. The additional
2 PC members are required to have a strong background in architecture or
landscape architecture. This resulted in the following PC members term rotation
4:3. Council may elect to appoint 2 candidates to a 1-year term to achieve a more
balanced term staggering (2:2:3).

Following the passing of Measure G, imposing a 1% transactions and use tax, by
the La Quinta voters in the November 2016 election, Council established the
Financial Advisory Commission (FAC) in April 2017 in order to fulfill the citizen
oversight duties set forth in the measure. At that time, the former Investment
Advisory Commission was converted into the FAC, and the membership was
expanded from 5 to 7. This resulted in the following FAC members term rotation
4:1:2. Council may elect to achieve a more balanced term staggering by: 1)
appointing 1 candidate to a 1-year term for a (3:2:2) term member rotation; or
2) reduce the FAC’s membership from 7 to 5 members for a (2:1:2) member
rotation, pursuant to LQMC Section 2.70.020, which states “The FAC shall initially
consist of seven (7) members appointed by, and serving at the will of the city
council. The city council may increase or decrease the number of members from
time to time but in no event shall the membership exceed nine (9) members or be
less than five (5) members.”
The Community Services Commission (CSC) has the following term rotation 3:2.
Council may elect to appoint 1 candidate to a 1-year term to achieve a more
balanced term staggering of (2:1:2).

To LA Quinta City Council:
Regrettably I am unable to attend tomorrow's meeting, due to
traveling for a family emergency.
I have spent the last two plus years on the Housing Commision which I greatly enjoyed as it made me feel a part of our
wonderful community.
I love living in LA Quinta as most people know, and to be of help with low income housing projects is a source of pride to
me. I am especially interested in getting more help and housing for the veterans in our community, as well as single
parents.
I hope to be considered for a continued position on the commision and regret I cannot address you in person.

Dear city clerk,
I'm currently on the telephone line ‐ and No one will allow me to speak on Items? This has happen before ‐ and appears
to be allowed to happen.
1) the Coachella Valley Mosquito and Vector Control District current appointed trustee (D. Hassett) has performed a
very disappointing display of serving the Public in the role of protecting public health. The year of 2020 Mr. Hassett
allowed the general public to suffer from West Nile virus due to his direct involvement of not overseeing the CVMVCD
administration lack of public services..
He also has or will have been in that position for 6 years which is violation of City code Sec. 2.06.030
Please protect public health and disallow Mr. hassett from damaging the Coachella Valley health from setting on the
CVMVCD Board of Trustees and the Citys Planning Commission.
Due to not being able to participate in public testimony which was the cause of the City of La Quinta. Please add this
email in to the public record f9r the City Council meeting of June 23, 2021.
