Dear Ms. Radeva & City Staff:
I’m excited to for the opportunity to support the City’s efforts to align Short-Ter m Vacation Rental
(STVR) program tools and optimize compliance across hosting platforms, users, and vendors. The
challenges the City aims to address were central aspect of my previous roles, including platfor m
compliance operations at Expedia Group and Partner Operations at NoiseAware.
Additionally, I had the pleasure of working with City Staff during the recent noise monitoring
program and hope to have the opportunity to continue to support the City in evaluating
implementation options.
Based on my experience, a holistic approach to each of the three tasks will best ser ve the City:
(a)Evaluate existing capabilities and requirements for an optimal STVR per mitting and
compliance program, inclusive of noise monitoring;
(b)Identify and clearly define gaps created by hosting platfor ms and existing ser vices/vendors;
(c)Neg otiate with platfor ms and work with existing vendors to close the gaps within a
reasonable timeline;
(d)Use each of the above to frame the final RFP, with holistic integration as a core requirement.

As cities and communities have worked to quickly evolve regulatory frameworks, private industry has

Section 3. Complete Fee Schedule
Proposed consultant fee schedule
●$49,000 fixed fee for ser vices through December 31,2021, inclusive of expenses and up to
two onsite visits to La Quinta; or
●$150/hour, plus incurred expenses including any travel.

Additional follow-on ser vices available to support at same rates offered in Section 3:
●STVR program vendor management ser vices (Post-RFP)
●Noise Monitoring Program Execution and Management
Section 5. Staffing & Project Organization
All consulting work will be perfor med directly by Eric Pace unless otherwise specified or requested.
To accomplish each of the three tasks, a holistic approach will best ser ve the City accomplished if
organized as follows:
(a)Work closely with Staff to evaluate existing capabilities and requirements for an optimal
STVR per mitting and compliance prog ram, inclusive of noise monitoring;
(b)Identify and clearly define gaps created by hosting platfor ms and existing ser vices/vendors;
