epace consulting, llc - STVR Program Compliance & EnhancementEric Pace epace consulting, llc 107 Brushy St Austin TX 78702 September 1, 2021 City of La Quinta Attn: Monika Radeva, City Clerk 78495 Calle Tampico La Quinta, CA 92253 Re: RFP – LQ STVR Program Future Development, Compliance,Process Streamlining, and Software Enhancement Options Dear Ms. Radeva & City Staff: I’m excited to for the opportunity to support the City’s efforts to align Short-Ter m Vacation Rental (STVR) program tools and optimize compliance across hosting platforms, users, and vendors. The challenges the City aims to address were central aspect of my previous roles, including platfor m compliance operations at Expedia Group and Partner Operations at NoiseAware. Additionally, I had the pleasure of working with City Staff during the recent noise monitoring program and hope to have the opportunity to continue to support the City in evaluating implementation options. Based on my experience, a holistic approach to each of the three tasks will best ser ve the City: (a)Evaluate existing capabilities and requirements for an optimal STVR per mitting and compliance program, inclusive of noise monitoring; (b)Identify and clearly define gaps created by hosting platfor ms and existing ser vices/vendors; (c)Neg otiate with platfor ms and work with existing vendors to close the gaps within a reasonable timeline; (d)Use each of the above to frame the final RFP, with holistic integration as a core requirement. The attached proposal shares additional details, but please let me know if you need any additional infor mation as you consider options. Also, please note that all information and pricing is valid for 90 days, and will be perfor med without any conflict of interest. I’m excited for the opportunity to help the City simplify and accelerate STVR compliance and look forward to the opportunity to partner. Thank you for your consideration, Eric R. Pace 1 Background, Qualifications, and Experience The following sections respond to, and provide additional infor mation relating to backg round, qualifications, and experience. (f) Proof of Theor y of Operation of the City’s cur rentsystem. The Short-Ter m Vacation Rental (STVR) industr y has seen dramatic growth over the past decade. As cities and communities have worked to quickly evolve regulatory frameworks, private industry has gradually developed solutions that enable reasonable, effective oversight. Yet, the vast majority of these capabilities have been developed in silos rather than part of a cohesive – or even complimentar y – municipal ser vice ecosystem. These disparate solutions and approaches were by far most challenging aspect of my previous roles, including managing platfor m compliance operations at Expedia Group. (g) If the fir m is a subsidiar y of a parent company, identify the parent company. EPC is not a subsidiar y company. 2 CO-FOUNDER & BUSINESS MANAGER Created business plan and secured funding Recruited and managed a staff of 30 editors Estate & Property Law Journal | Lubbock, TX | 2008 TOMAHAWK CRUISE MISSILE SUPERVISOR Led war-time operations during Operation Iraqi Freedom; promoted six ranks in under four years Supervised 10 technicians and operators on the Tomahawk Weapon Control System; guided team to achieve goals and objectives U.S. Navy | USS Higgins, San Diego, CA | 1997 - 2003 SR.
