Vacation Rental Compliance (Gosselin) - STVR Program Compliance & EnhancementRFP — LQ STVR Program — Proposal Submittal .12 Vacation Rental Compliance, LLC September 1, 2021 1. Cover Letter September 1, 2021 City of La Quinta Attn: Monica Radeva, City Clerk 78495 Calle Tampico La Quinta, California 92253 Subject: RFP — LQ STVR Program — Proposal Submitted Vacation Rental Compliance, LLC, (VRC) is pleased to submit our response for services to the City of La Quinta's RFP for Short -Term Vacation Rental (STVR) Program Development, Compliance, and Assistance with STVR Process Streamlining and Software Enhancement Options. Vacation Rental Compliance is a California -based company, based in Rancho Mirage, California; and is wholly owned by Cindy Gosselin, President and CEO. VCR has been in business for over nine (9) years, and was incorporated in California on January 26, 2012. Our Tax Identification number is: 45-4573257. Our company was developed with a sole focus to work with local municipalities for the development and implementation of short-term vacation rental programs that identify operating guidelines for vacation rentals. The mission of our business is to work with cities and counties to develop sustainable, Short -Term Vacation Rental Programs that result in compliance and increased revenues; while protecting the rights - and preserving the integrity of the communities we serve. VRC has had the opportunity to work with, and in most cases, initiate Short -Term Vacation Rental Programs with seven (7) of the nine (9) cities within the Coachella Valley. Our company is also currently (and for the last five years) on contract with Riverside County, maintaining compliance with Ordinance 927. References of California government entities we have had contracts with is included in the following Section 2. VRC has a strong theory of operation with the City of La Quinta's Short-term Vacation Rental Compliance Program. We assisted your City with the initial development and implementation of the Short -Term Vacation Rental Program in October 2012. After completion of that initial contract, our company also worked closely with Tommi Sanchez in Design and Development in 2020, to assist the City in communicating with current registered owners/operators to bring their properties in compliance with the new rules and regulations passed by the City in their revised/updated Short -Term Vacation Rental Ordinance. Like the City, we are familiar with the volatile market conditions, circumstances, and challenges of the Short -Term Vacation Rental industry; and have adapted our programs and services to effectively service our government entities with management, compliance and enforcement of their requirements and regulations. In fact, a key benefit of contracting with VRC as identified by many of our clients, is our ability to operate and communicate with rental owners/operators outside of government business hours. Vacation Rental Compliance would once again, value the opportunity to work with the City of La Quinta to provide the services as required within this proposal. I, Cindy Gosselin, President and CEO will be the Project Manager and responsible for performance if any agreement results from this RFP and my resume is attached for your review. It is my statement that all information and pricing provided within my proposal is valid for a least ninety (90) days; and my performance for the City is free of any conflict of interest.
