Dear Mr. Simon,
On October 22, 2019, the City of La Quinta received applications for a General Plan Amendment,
Zone Change, Specific Plan Amendment and Tentative Tract Map for the Wave project, also
referred to as Andalusia West. The case numbers assigned to the project are provided above,
including a Master Project assignment of MP2019-0004. On November 12, 2019, the City issued
a letter to you, indicating that the application was incomplete. On June 15, 2020 you provided
the City with a second submittal, which was reviewed for completeness, and found incomplete
on July 7, 2020. On July 7, 2020, you submitted the revised WQMP. The City Engineer has
reviewed the document, and the City has now found your application complete.
The second step in the application process is the distribution of your application to the
appropriate City departments and other reviewing agencies for project review and comment.
This distribution has now occurred and the review of your project for design and State and local
code consistency is underway. In addition, and in advance of determining the application
complete, staff initiated review of your first draft Specific Plan and Initial Study. The Specific
Plan review will be completed shortly, and the Initial Study review is ongoing. Both will be
provided to you for revisions and corrections shortly. When you submit second drafts of these
documents, an additional review and comment period will be necessary. Other corrections may
be necessary based on intra- and inter-departmental review of other application components,
and items may be required upon review of the project submittals identified above. Once the
department and agency review is completed, your application will move to the third and final
step in the application process and be scheduled for public hearings.
