DISCUSS AND APPROVE THE FISCAL YEAR 2021-22 PROPOSED HOUSING AUTHORITY BUDGET Interim Finance Director Martinez provided an overview of the 2021-22 proposed Housing Authority Budget for approval. Staff discussed the Fiscal Budget for FY 2021-22, shared that an overview was provided to Housing Commission May 5th and to Housing Authority June 1st, with no further recommendations or adjustments given from either meeting; Revenue Projections showed an overall decrease of 48% in revenues across Fund 241, Fund 243, and Fund 249; Expense Projects show overall decrease in Fund 241, Fund 243, and Fund 249; and Housing Fund Balance does not anticipate any major changes. Staff provided Commission with the Final Budget adoption City Council meeting date of Tuesday, June 15, 2021. MOTION – A motion was made and seconded by Commissioners McDonough/Pacheco to approve the recommendation to approve Fiscal Year 2021-22 proposed Housing Authority Budget. EXECUTIVE SUMMARY x The September 8 ,2021 meeting is the first regularly scheduled meeting of Housing Commission (HC) for 2021/22. x Pursuant to La Quinta Code 2.06.050, the HC shall choose a member to serve as Chairperson and a member to serve as Vice Chairperson for the fiscal year. FISCAL IMPACT - None BACKGROUND/ANALYSIS In accordance with La Quinta Code 2.06.050, “unless otherwise provided by law, ordinance or resolution of the city council, each board, commission and committee shall choose one of its members as Chairperson and one as Vice Chairperson at its first meeting held after June 30th of each fiscal year.” Pursuant to this section, staff has placed this item on the agenda for appointment of a Chairperson and a Vice Chairperson. EXECUTIVE SUMMARY x The Housing Commission (Commission) was established in 2009 to review and make recommendations on matters under the preview of the Housing Authority (Authority). x The Commission meets quarterly in the months of September, December, March, and June, unless an emergency or special meeting is warranted. x Commission priorities for 2021/22 are looking at: next opportunities for affordable housing, Cove rental properties, homeless funding, and review of the City’s Regional Housing Needs Assessment (RHNA) numbers. FISCAL IMPACT- None BACKGROUND/ANALYSIS The Commission was established in 2009 to review and make recommendations on matters within the preview of the Authority; except on emergency matters which the Authority, by resolution, excludes from its review. The Commission is comprised of five members appointed by the Authority (three non-tenant and two tenant seats, with one over the age of 62). The Commission meets quarterly, unless an emergency or special meeting is necessary; the fiscal year 2021/22 regular meeting dates are: • September 8, 2021 • March 9, 2022 • December 8, 2021 • June 8, 2022 Annually, the City Council holds two Special Joint Meetings with the City's Boards and Commissions, which are usually held in January and July. The Commission will be notified when these special meetings are scheduled.
