THE LRP SHALL ENSURE THAT THIS SWPPP IS DEVELOPED AND AMENDED OR REVISED BY A QSD. THIS SWPPP IS DESIGNED TO ADDRESS THE
FOLLOWING OBJECTIVES:
1. ALL POLLUTANTS AND THEIR SOURCES, INCLUDING SOURCES OF SEDIMENT ASSOCIATED WITH CONSTRUCTION, CONSTRUCTION SITE
EROSION AND ALL OTHER ACTIVITIES ASSOCIATED WITH CONSTRUCTION ACTIVITY ARE CONTROLLED;
2. WHERE NOT OTHERWISE REQUIRED TO BE UNDER A REGIONAL WATER BOARD PERMIT, ALL NON-STORM WATER DISCHARGES ARE
IDENTIFIED AND EITHER ELIMINATED, CONTROLLED OR TREATED;
3. SITE BMPs ARE EFFECTIVE AND RESULT IN THE REDUCTION OR ELIMINATION OF POLLUTANTS IN STORM WATER DISCHARGES AND
AUTHORIZED NON-STORM WATER DISCHARGES FROM CONSTRUCTION ACTIVITY TO THE BAT/BCT STANDARD;
4. CALCULATIONS AND DESIGN DETAILS AS WELL AS BMP CONTROLS FOR SITE RUN-ON ARE COMPLETE AND CORRECT;
5. STABILIZATION BMPs INSTALLED TO REDUCE OR ELIMINATE POLLUTANTS AFTER CONSTRUCTION IS COMPLETED.
THE LRP IS REQUIRED TO MAINTAIN A PAPER OR ELECTRONIC COPY OF ALL REQUIRED RECORDS FOR THREE YEARS FROM THE DATE
GENERATED OR DATE SUBMITTED, WHICHEVER IS LAST. THESE RECORDS MUST BE MADE AVAILABLE AT THE CONSTRUCTION SITE DURING
WORKING HOURS AND SHALL BE MADE AVAILABLE UPON REQUEST BY A STATE OR MUNICIPAL INSPECTOR UNTIL CONSTRUCTION IS
COMPLETED.
ALL INSPECTION, MAINTENANCE, REPAIR AND GENERAL IMPLEMENTATION ACTIVITIES OF THIS STORM WATER POLLUTION PREVENTION PLAN
(SWPPP) SHALL BE PERFORMED OR SUPERVISED BY A QUALIFIED SWPPP PRACTITIONER (QSP) REPRESENTING THE DISCHARGER.
THE QUALIFIED SWPPP PRACTITIONER MAY DELEGATE ANY OR ALL OF THESE ACTIVITIES TO AN EMPLOYEE PROPERLY TRAINED TO PERFORM THE
ENCLOSED TASKS, BUT SHALL PROVIDED SUFFICIENT DOCUMENTATION OF TRAINING AND ENSURE ADEQUATE DEPLOYMENT.
REPORTABLE DISCHARGES OR OTHER VIOLATIONS OF THE GENERAL PERMIT SHALL BE PROPERLY DOCUMENTED.
AN ANNUAL REPORT SHALL BE PREPARED, CERTIFIED AND ELECTRONICALLY SUBMITTED IN ACCORDANCE WITH THE REPORTING
REQUIREMENTS NO LATER THAN SEPTEMBER 1 OF EACH YEAR.
THE SWPPP SHALL BE AMENDED OR MODIFIED BY A QUALIFIED SWPPP DEVELOPER (QSD) TO REFLECT ANY CHANGES IN CONSTRUCTION OR
OPERATIONS WHICH MAY AFFECT THE DISCHARGE OF POLLUTANTS FROM THE CONSTRUCTION SITE TO SURFACE WATERS, GROUNDWATER(S),
OR A MINICIPAL STORM SEWER SYSTEM (MS4). REFER TO THE SWPPP AMENDMENT LOG ON SHEET 4.
CHANGES TO PERMIT COVERAGE SHALL BE PROPERLY DOCUMENTED AND FILED WHEN A PORTION OF THE PROJECT IS COMPLETE AND/OR
CONDITIONS FOR TERMINATION COVERAGE HAVE BEEN MET; WHEN OWNERSHIP OF A PORTION OF THE PROJECT IS SOLD TO A DIFFERENT
ENTITY; OR WHEN NEW ACREAGE IS ADDED TO THE PROJECT.
TERMINATION OF COVERAGE UNDER THE GENERAL PERMIT SHALL BE ATTAINED THROUGH A NOTICE OF TERMINATION (NOT) SUBMITTED
ELECTRNICALLY VIA SMARTS.
THIS SWPPP HAS BEEN PREPARED ASSUMING THE PROJECT QSP'S UNDERSTANDING OF THE APPLICABLE CONSTRUCTION GENERAL PERMIT
REGULATIONS. ANY INSTRUCTIONS, MEASURES OR REFERENCES FOUND IN THIS DOCUMENT THAT ARE NOT SUFFICIENTLY SELF-EXPLANATORY TO

ACRES, LOCATED SOUTH OF AVENUE 58 AND APPROXIMATELY 0.50 MILES WEST OF MADISON
STREET IN THE CITY OF LA QUINTA, COUNTY OF RIVERSIDE. THE PROJECT IS LOCATED WITHIN THE
WHITEWATER RIVER REGION AND APPROXIMATELY 7.4 MILES UPSTREAM OF THE COACHELLA
VALLEY STORMWATER CHANNEL.
TRACT MAP NO. 31249 WAS RECORDED ON OCTOBER 12TH, 2006. THE PROJECT OBTAINED
GRADING AND HYDROLOGY DESIGN APPROVALS, LEADING TO INITIAL SITE ACTIVITIES

THE PRACTITIONER OR CONTRACTOR SHALL CONDUCT AN INVENTORY OF PRODUCTS USED AND/OR EXPECTED TO BE USED AND THE END PRODUCTS
THAT ARE PRODUCED AND/OR ARE EXPECTED TO BE PRODUCED. THIS DOES NOT INCLUDE MATERIALS AND EQUIPMENT THAT ARE DESIGNED TO BE
OUTDOORS AND EXPOSED TO ENVIRONMENTAL CONDITIONS (I.E. POLES, EQUIPMENT PADS, CABINETS, CONDUCTORS, INSULATORS, BRICKS, ETC.)
2.0 WASTE MANAGEMENT
A.PREVENT DISPOSAL OF ANY RINSE OR WASH WATERS OR MATERIALS ON IMPERVIOUS OR PERVIOUS SITE SURFACES OR INTO THE STORM DRAIN
SYSTEM.
B.ENSURE THE CONTAINMENT OF SANITATION FACILITIES (E.G., PORTABLE TOILETS) TO PREVENT DISCHARGES OF POLLUTANTS TO THE STORM WATER
DRAINAGE SYSTEM OR RECEIVING WATER.
C.CLEAN OR REPLACE SANITATION FACILITIES AND INSPECT THEM REGULARLY FOR LEAKS AND SPILLS.
D.COVER WASTE DISPOSAL CONTAINERS AT THE END OF EVERY BUSINESS DAY AND DURING A RAIN EVENT.
E.PREVENT DISCHARGES FROM WASTE DISPOSAL CONTAINERS TO THE STORM WATER DRAINAGE SYSTEM OR RECEIVING WATER.
F.CONTAIN AND SECURELY PROTECT STOCKPILED WASTE MATERIAL FROM WIND AND RAIN AT ALL TIMES UNLESS ACTIVELY BEING USED.
G.IMPLEMENT PROCEDURES TO EFFECTIVELY ADDRESS HAZARDOUS AND NONHAZARDOUS SPILLS.
3.0 SPILL RESPONSE MEASURES
THE SWPPP PRACTITIONER SHOULD DEVELOP A SPILL RESPONSE AND IMPLEMENTATION PROCESS PRIOR TO COMMENCEMENT OF CONSTRUCTION
ACTIVITIES. THE PROCEDURE SHOULD INCLUDE, BUT IS NOT LIMITED TO, THE FOLLOWING MEASURES:
A.APPROPRIATE SPILL RESPONSE PERSONNEL SHALL BE ASSIGNED AND TRAINED.
B.EQUIPMENT AND MATERIALS FOR CLEANUP OF SPILLS SHALL BE AVAILABLE ON SITE.
C.SPILLS AND LEAKS SHALL BE CLEANED UP IMMEDIATELY AND DISPOSED OF PROPERLY.
D.CONCRETE AND OTHER WASHOUT AREAS SHALL BE CONTAINED TO MAINTAIN ADDITIONAL POLLUTANTS AND PREVENT THE DISCHARGE INTO THE
UNDERLYING SOIL OR ONTO THE SURROUNDING AREAS.
4.0 LANDSCAPE MATERIALS
A.CONTAIN STOCKPILED MATERIALS SUCH AS MULCHES AND TOPSOIL WHEN THEY ARE NOT ACTIVELY BEING USED.
B.CONTAIN FERTILIZERS AND OTHER LANDSCAPE MATERIALS WHEN THEY ARE NOT ACTIVELY BEING USED.
C.DISCONTINUE THE APPLICATION OF ANY ERODIBLE LANDSCAPE MATERIAL WITHIN 2 DAYS BEFORE A FORECASTED 50% RAIN EVENT OR DURING
PERIODS OF PRECIPITATION. NOTE: SEE GLOSSARY FOR THE DEFINITION OF A QUALIFYING RAIN EVENT.
D.APPLY ERODIBLE LANDSCAPE MATERIAL AT QUANTITIES AND APPLICATION RATES ACCORDING TO MANUFACTURER RECOMMENDATIONS OR
BASED ON WRITTEN SPECIFICATIONS BY KNOWLEDGEABLE AND EXPERIENCED FIELD PERSONNEL.
E.STACK ERODIBLE LANDSCAPE MATERIAL ON PALLETS AND COVER OR STORE SUCH MATERIALS WHEN NOT BEING USED OR APPLIED.
5.0 ASSESSMENT OF POTENTIAL SOURCES OF POLLUTION
THE SWPPP PRACTITIONER SHALL CONDUCT AN ASSESSMENT AND CREATE A LIST OF POTENTIAL POLLUTANT SOURCES AND IDENTIFY ANY AREAS OF
THE SITE WHERE ADDITIONAL BMPS ARE NECESSARY TO REDUCE OR PREVENT POLLUTANTS IN STORM WATER DISCHARGES AND AUTHORIZED
NON-STORM WATER DISCHARGES. THIS POTENTIAL POLLUTANT LIST SHALL BE KEPT WITH THE SWPPP AND SHALL IDENTIFY ALL NON-VISIBLE POLLUTANTS
WHICH ARE KNOWN, OR SHOULD BE KNOWN, TO OCCUR ON THE CONSTRUCTION SITE.
AT A MINIMUM, THE ASSESSMENT SHALL CONTAIN THE FOLLOWING:
A.THE QUANTITY, PHYSICAL CHARACTERISTICS (E.G., LIQUID, POWDER, SOLID), AND LOCATIONS OF EACH POTENTIAL POLLUTANT SOURCE
HANDLED, PRODUCED, STORED, RECYCLED, OR DISPOSED OF AT THE SITE.
B.THE DEGREE TO WHICH POLLUTANTS ASSOCIATED WITH THOSE MATERIALS MAY BE EXPOSED TO AND MOBILIZED BY CONTACT WITH STORM
WATER.
C.THE DIRECT AND INDIRECT PATHWAYS THAT POLLUTANTS MAY BE EXPOSED TO STORM WATER OR AUTHORIZED NON-STORM WATER DISCHARGES.
THIS SHALL INCLUDE AN ASSESSMENT OF PAST SPILLS OR LEAKS, NON-STORM WATER DISCHARGES, AND DISCHARGES FROM ADJOINING AREAS.
D.ENSURE RETENTION OF SAMPLING, VISUAL OBSERVATION, AND INSPECTION RECORDS.
E.ENSURE EFFECTIVENESS OF EXISTING BMPS TO REDUCE OR PREVENT POLLUTANTS IN STORM WATER DISCHARGES AND AUTHORIZED NON-STORM
WATER DISCHARGES.
F.THE SWPPP PRACTITIONER SHALL IMPLEMENT GOOD HOUSEKEEPING MEASURES ON THE CONSTRUCTION SITE TO CONTROL THE AIR DEPOSITION
OF SITE MATERIALS AND FROM SITE OPERATIONS. SUCH PARTICULATES CAN INCLUDE, BUT ARE NOT LIMITED TO, SEDIMENT, NUTRIENTS, TRASH,
METALS, BACTERIA, OIL AND GREASE AND ORGANICS.
6.0 NON-STORM WATER MANAGEMENT
A.THE PRACTITIONER SHALL IMPLEMENT MEASURES TO CONTROL NON-STORM WATER DISCHARGES DURING CONSTRUCTION.
B.THE PRACTITIONER SHALL ENSURE THAT VEHICLES ARE WASHED IN SUCH A MANNER AS TO PREVENT NON-STORM WATER DISCHARGES TO
SURFACE WATERS OR MS4 DRAINAGE SYSTEMS
C.THE PRACTITIONER SHALL ENSURE THAT STREETS ARE CLEANED IN SUCH A MANNER AS TO PREVENT UNAUTHORIZED NON-STORM WATER
DISCHARGES FROM REACHING SURFACE WATERS OR MS4 DRAINAGE SYSTEMS.
7.0 EROSION, SEDIMENT AND RUNOFF CONTROLS
A.THE SWPPP PRACTITIONER SHALL IMPLEMENT EFFECTIVE WIND EROSION CONTROL AS OUTLINED IN THE PROJECT SPECIFIC DUST CONTROL PLAN.
B.THE SWPPP PRACTITIONER SHALL PROVIDE EFFECTIVE SOIL COVER FOR INACTIVE AREAS AND ALL FINISHED SLOPES, OPEN SPACE, UTILITY
BACKFILL, AND COMPLETED LOTS.
C.THE SWPPP PRACTITIONER SHALL LIMIT THE USE OF PLASTIC MATERIALS WHEN MORE SUSTAINABLE, ENVIRONMENTALLY FRIENDLY ALTERNATIVES
EXIST. WHERE PLASTIC MATERIALS ARE DEEMED NECESSARY, THE DISCHARGER SHALL CONSIDER THE USE OF PLASTIC MATERIALS RESISTANT TO
SOLAR DEGRADATION.
D.IF A SEDIMENT BASIN IS USED, IT SHOULD BE DESIGNED ACCORDING TO THE METHOD PROVIDED IN THE CALIFORNIA STORMWATER QUALITY
ASSOCIATION (CASQA) CONSTRUCTION BMP GUIDANCE HANDBOOK (SECTION 3: SE-2).
3.0 NON-STORM WATER DISCHARGE MONITORING REQUIREMENTS
VISUAL MONITORING REQUIREMENTS:
A.THE SWPPP PRACTITIONER SHALL VISUALLY OBSERVE (INSPECT) EACH DRAINAGE AREA FOR THE PRESENCE OF (OR INDICATIONS OF PRIOR)
UNAUTHORIZED AND AUTHORIZED NON-STORM WATER DISCHARGES AND THEIR SOURCES.
B.THE SWPPP PRACTITIONER SHALL CONDUCT ONE VISUAL OBSERVATION (INSPECTION) QUARTERLY IN EACH OF THE FOLLOWING PERIODS:
JANUARY-MARCH, APRIL-JUNE, JULY-SEPTEMBER, AND OCTOBER-DECEMBER. VISUAL OBSERVATION (INSPECTIONS) ARE ONLY REQUIRED
DURING DAYLIGHT HOURS (SUNRISE TO SUNSET).
C.THE SWPPP PRACTITIONER SHALL ENSURE THAT VISUAL OBSERVATIONS (INSPECTIONS) DOCUMENT THE PRESENCE OR EVIDENCE OF ANY
NON-STORM WATER DISCHARGE (AUTHORIZED OR UNAUTHORIZED), POLLUTANT CHARACTERISTICS (FLOATING AND SUSPENDED MATERIAL,
SHEEN, DISCOLORATION, TURBIDITY, ODOR, ETC.), AND SOURCE. THE RISK LEVEL 1 SWPPP PRACTITIONER SHALL MAINTAIN ON-SITE RECORDS
INDICATING THE PERSONNEL PERFORMING THE VISUAL OBSERVATION (INSPECTIONS), THE DATES AND APPROXIMATE TIME EACH DRAINAGE
AREA AND NON-STORM WATER DISCHARGE WAS OBSERVED, AND THE RESPONSE TAKEN TO ELIMINATE UNAUTHORIZED NON-STORM WATER
DISCHARGES AND TO REDUCE OR PREVENT POLLUTANTS FROM CONTACTING NON-STORM WATER DISCHARGES.
4.0 NON-VISIBLE POLLUTANT MONITORING REQUIREMENTS
A.THE SWPPP PRACTITIONER SHALL COLLECT ONE OR MORE SAMPLES DURING ANY BREACH, MALFUNCTION, LEAKAGE, OR SPILL OBSERVED
DURING A VISUAL INSPECTION WHICH COULD RESULT IN THE DISCHARGE OF POLLUTANTS TO SURFACE WATERS THAT WOULD NOT BE VISUALLY
DETECTABLE IN STORM WATER.
B.THE SWPPP PRACTITIONER SHALL ENSURE THAT WATER SAMPLES ARE LARGE ENOUGH TO CHARACTERIZE THE SITE CONDITIONS.
C.THE SWPPP PRACTITIONER SHALL COLLECT SAMPLES AT ALL DISCHARGE LOCATIONS THAT CAN BE SAFELY ACCESSED.
D.THE SWPPP PRACTITIONER SHALL COLLECT SAMPLES DURING THE FIRST TWO HOURS OF DISCHARGE FROM RAIN EVENTS THAT OCCUR DURING
BUSINESS HOURS AND WHICH GENERATE RUNOFF.
E.THE SWPPP PRACTITIONER SHALL ANALYZE SAMPLES FOR ALL NON-VISIBLE POLLUTANT PARAMETERS (IF APPLICABLE) - PARAMETERS
INDICATING THE PRESENCE OF POLLUTANTS IDENTIFIED IN THE POLLUTANT SOURCE ASSESSMENT REQUIRED (THE RISK LEVEL 1 SWPPP
PRACTITIONER SHALL MODIFY THEIR CSMPS TO ADDRESS THESE ADDITIONAL PARAMETERS IN ACCORDANCE WITH ANY UPDATED SWPPP
POLLUTANT SOURCE ASSESSMENT).
F.THE SWPPP PRACTITIONER SHALL COLLECT A SAMPLE OF STORM WATER THAT HAS NOT COME IN CONTACT WITH THE DISTURBED SOIL OR THE
MATERIALS STORED OR USED ON-SITE (UNCONTAMINATED SAMPLE) FOR COMPARISON WITH THE DISCHARGE SAMPLE.
G.THE SWPPP PRACTITIONER SHALL COMPARE THE UNCONTAMINATED SAMPLE TO THE SAMPLES OF DISCHARGE USING FIELD ANALYSIS OR
THROUGH LABORATORY ANALYSIS.
H.THE SWPPP PRACTITIONER SHALL KEEP ALL FIELD /OR ANALYTICAL DATA IN THE SWPPP DOCUMENT.
RISK LEVEL 1 DISCHARGERS JUSTIFYING AN ALTERNATIVE PROJECT RISK SHALL REPORT A SOIL PARTICLE SIZE ANALYSIS USED TO DETERMINE THE RUSLE
K-FACTOR. ASTM D-422 (STANDARD TEST METHOD FOR PARTICLE-SIZE ANALYSIS OF SOILS), AS REVISED, SHALL BE USED TO DETERMINE THE
PERCENTAGES OF SAND, VERY FINE SAND, SILT, AND CLAY ON THE SITE.
THE SWPPP PRACTITIONER SHALL RETAIN RECORDS OF ALL STORM WATER MONITORING INFORMATION AND COPIES OF ALL REPORTS (INCLUDING
ANNUAL REPORTS) FOR A PERIOD OF AT LEAST THREE YEARS. RISK LEVEL 1 DISCHARGERS SHALL RETAIN ALL RECORDS ON-SITE WHILE
CONSTRUCTION IS ONGOING. THESE RECORDS INCLUDE:
·THE DATE, PLACE, TIME OF FACILITY INSPECTIONS, SAMPLING, VISUAL OBSERVATION (INSPECTIONS), AND/OR MEASUREMENTS, INCLUDING
PRECIPITATION.
·THE INDIVIDUAL(S) WHO PERFORMED THE FACILITY INSPECTIONS, SAMPLING, VISUAL OBSERVATION (INSPECTIONS), AND OR MEASUREMENTS.
·THE DATE AND APPROXIMATE TIME OF ANALYSES.
·THE INDIVIDUAL(S) WHO PERFORMED THE ANALYSES.
·A SUMMARY OF ALL ANALYTICAL RESULTS FROM THE LAST THREE YEARS, THE METHOD DETECTION LIMITS AND REPORTING UNITS, AND THE
ANALYTICAL TECHNIQUES OR METHODS USED.
·RAIN GAUGE READINGS FROM SITE INSPECTIONS.
·QUALITY ASSURANCE/QUALITY CONTROL RECORDS AND RESULTS.
·NON-STORM WATER DISCHARGE INSPECTIONS AND VISUAL OBSERVATION (INSPECTIONS) AND STORM WATER DISCHARGE VISUAL OBSERVATION

·VISUAL OBSERVATION AND SAMPLE COLLECTION EXCEPTION RECORDS.
·THE RECORDS OF ANY CORRECTIVE ACTIONS AND FOLLOW-UP ACTIVITIES THAT RESULTED FROM ANALYTICAL RESULTS, VISUAL OBSERVATION
(INSPECTIONS), OR INSPECTIONS.
HAZARDOUS MATERIAL AND WASTE MANAGEMENT
THE PRACTITIONER MUST ENSURE THE PREVENTION AND REDUCTION OF DISCHARGE OF POLLUTANTS TO STORMWATER FROM HAZARDOUS WASTE
THROUGH PROPER MATERIAL USE, WASTE DISPOSAL, AND TRAINING OF EMPLOYEES AND SUB-CONTRACTORS.
HAZARDOUS WASTE MANAGEMENT PRACTICES MUST BE IMPLEMENTED ON CONSTRUCTION PROJECTS THAT GENERATE WASTE FROM THE USE OF:
·PETROLEUM PRODUCTS
·CONCRETE CURING COMPOUNDS
·PALLIATIVES
·SEPTIC WASTES
·STAINS
·WOOD PRESERVATIVES
·ASPHALT PRODUCTS
·PESTICIDES
·ACIDES
·PAINTS
·SOLVENTS
·ROOFING TAR
·ANY MATERIALS DEEMED HAZARDOUS WASTE IN CALIFORNIA, TITLE 22 DIVISION 4.5, OR LISTED IN 40 CFR PARTS 110, 117, 261, OR 302.
·IN ADDITION, ANY WASTES RESULTING FROM CONSTRUCTION MUST BE DISPOSED OF IN ACCORDANCE WITH FEDERAL, STATE, AND LOCAL
REGULATIONS.
8.0 INSPECTION, MAINTENANCE, AND REPAIR
A.THE SWPPP PRACTITIONER SHALL PERFORM WEEKLY INSPECTIONS AND OBSERVATIONS, AND AT LEAST ONCE EACH 24-HOUR PERIOD DURING
EXTENDED STORM EVENTS, TO IDENTIFY AND RECORD BMPS THAT NEED MAINTENANCE TO OPERATE EFFECTIVELY, THAT HAVE FAILED, OR THAT
COULD FAIL TO OPERATE AS INTENDED. INSPECTORS SHALL BE THE QSP OR BE TRAINED BY THE QSP.
B.THE SWPPP PRACTITIONER SHALL ENSURE THAT INACTIVE AREAS ARE PROPERLY STABILIZED OR COVERED.
C.UPON IDENTIFYING FAILURES OR OTHER SHORTCOMINGS, THE PRACTITIONER SHALL BEGIN IMPLEMENTING REPAIRS OR DESIGN CHANGES TO
BMPS WITHIN 72 HOURS OF IDENTIFICATION AND COMPLETE THE CHANGES AS SOON AS POSSIBLE.
D.FOR EACH INSPECTION REQUIRED, THE SWPPP PRACTITIONER SHALL COMPLETE AN INSPECTION CHECKLIST, USING A FORM PROVIDED BY THE
STATE WATER BOARD OR REGIONAL WATER BOARD OR IN AN ALTERNATIVE FORMAT.
E.THE SWPPP PRACTITIONER SHALL ENSURE THAT CHECKLISTS SHALL REMAIN ONSITE WITH THE SWPPP AND AT A MINIMUM, SHALL INCLUDE:
·INSPECTION DATE AND DATE THE INSPECTION REPORT WAS WRITTEN.
·WEATHER INFORMATION, INCLUDING PRESENCE OR ABSENCE OF PRECIPITATION, ESTIMATE OF BEGINNING OF QUALIFYING STORM EVENT,
DURATION OF EVENT, TIME ELAPSED SINCE LAST STORM, AND APPROXIMATE AMOUNT OF RAINFALL IN INCHES.
·SITE INFORMATION, INCLUDING STAGE OF CONSTRUCTION, ACTIVITIES
COMPLETED, AND APPROXIMATE AREA OF THE SITE EXPOSED.
A DESCRIPTION OF ANY BMPS EVALUATED AND ANY DEFICIENCIES NOTED.
·IF THE CONSTRUCTION SITE IS SAFELY ACCESSIBLE DURING INCLEMENT WEATHER, LIST THE OBSERVATIONS OF ALL BMPS: EROSION CONTROLS,
SEDIMENT CONTROLS, CHEMICAL AND WASTE CONTROLS, AND NON-STORM WATER CONTROLS. OTHERWISE, LIST THE RESULTS OF VISUAL
INSPECTIONS AT ALL RELEVANT OUTFALLS, DISCHARGE POINTS, DOWNSTREAM LOCATIONS AND ANY PROJECTED MAINTENANCE ACTIVITIES.
·REPORT THE PRESENCE OF NOTICEABLE ODORS OR OF ANY VISIBLE SHEEN ON THE SURFACE OF ANY DISCHARGES.
·ANY CORRECTIVE ACTIONS REQUIRED, INCLUDING ANY NECESSARY CHANGES TO THE SWPPP AND THE ASSOCIATED IMPLEMENTATION DATES.
·PHOTOGRAPHS TAKEN DURING THE INSPECTION, IF ANY.
·INSPECTOR'S NAME, TITLE, AND SIGNATURE.
MONITORING FOR NON-VISIBLE POLLUTANTS
THE SWPPP PRACTITIONER MUST LIST ALL NON-VISIBLE POLLUTANTS THAT ARE KNOWN OR SHOULD BE KNOWN TO OCCUR ON THE CONSTRUCTION

·TO DEMONSTRATE THAT THE SITE IS IN COMPLIANCE WITH THE DISCHARGE PROHIBITIONS
·TO DETERMINE WHETHER NON-VISIBLE POLLUTANTS ARE PRESENT AT THE CONSTRUCTION SITE AND ARE CAUSING OR CONTRIBUTING TO
EXCEEDANCES OF WATER QUALITY OBJECTIVES
·TO DETERMINE WHETHER IMMEDIATE CORRECTIVE ACTIONS, ADDITIONAL BEST MANAGEMENT PRACTICE (BMP) IMPLEMENTATION, OR SWPPP
REVISIONS ARE NECESSARY TO REDUCE POLLUTANTS IN STORM WATER DISCHARGES AND AUTHORIZED NON-STORM WATER DISCHARGES
·TO DETERMINE WHETHER BMPS INCLUDED IN THE SWPPP ARE EFFECTIVE IN PREVENTING OR REDUCING POLLUTANTS IN STORM WATER
DISCHARGES AND AUTHORIZED NON-STORM WATER DISCHARGES
THE CSMP SHALL INCLUDE ALL MONITORING PROCEDURES AND INSTRUCTIONS, LOCATION MAPS, FORMS, AND CHECKLISTS AS REQUIRED IN THIS
SWPPP AND IN ATTACHMENT C OF THE CONSTRUCTION GENERAL PERMIT. THE CSMP SHALL BE DEVELOPED PRIOR TO THE COMMENCEMENT OF
CONSTRUCTION ACTIVITIES, AND REVISED AS NECESSARY TO REFLECT PROJECT REVISIONS.
WHEN A CHANGE OF OWNERSHIP OCCURS FOR ALL OR ANY PORTION OF THE CONSTRUCTION SITE PRIOR TO COMPLETION OR FINAL STABILIZATION,
THE NEW DISCHARGER SHALL COMPLY WITH THESE REQUIREMENTS AS OF THE DATE THE OWNERSHIP CHANGE OCCURS.
1.0 VISUAL MONITORING FOR QUALIFYING RAIN EVENTS
A LIKELY PRECIPITATION EVENT IS ANY WEATHER PATTERN THAT IS FORECAST TO HAVE A 50% OR GREATER PROBABILITY OF PRODUCING
PRECIPITATION IN THE PROJECT AREA. A QUALIFYING RAIN EVENT IS ANY EVENT THAT PRODUCES 0.5 INCHES OR MORE PRECIPITATION WITH A 48
HOUR OR GREATER PERIOD BETWEEN RAIN EVENTS. <HTTP://WWW.SRH.NOAA.GOV/FORECAST>
A.THE SWPPP PRACTITIONER SHALL CONDUCT A PRE-STORM EVENT (BASELINE) VISUAL INSPECTION OF THE SITE.

RAIN EVENT VISUAL OBSERVATIONS (INSPECTIONS) TO (1) IDENTIFY WHETHER BMPS WERE ADEQUATELY DESIGNED, IMPLEMENTED, AND
EFFECTIVE, AND (2) IDENTIFY ADDITIONAL BMPS AND REVISE THE SWPPP ACCORDINGLY.
I.THE SWPPP PRACTITIONER SHALL MAINTAIN ON-SITE RECORDS OF ALL VISUAL OBSERVATIONS (INSPECTIONS), PERSONNEL PERFORMING THE
OBSERVATIONS, OBSERVATION DATES, WEATHER CONDITIONS, LOCATIONS OBSERVED, AND CORRECTIVE ACTIONS TAKEN IN RESPONSE TO

REQUIRED CHANGES
IF, DURING THE PERIOD OF THIS PLAN, CONDITIONS CHANGE WHICH CAUSE THIS PLAN TO BE INEFFECTIVE IN MEETING THE
BASIC OBJECTIVES, THE PLAN SHALL BE APPROPRIATELY AMENDED AND ALL RESPONSIBLE PARTIES SHALL BE GIVEN A COPY

VEHICLES AND MACHINERY FOR THEIR INDIVIDUAL OPERATIONS, OR FOR MINOR FLEET MAINTENANCE.
2). OTHER CHEMICALS AND CHEMICAL COMPOUNDS SPILLED EITHER DURING CONSTRUCTION OR WHICH HAD BEEN
PREVIOUSLY SPILLED OR DUMPED AT THE SITE.
3). ASPHALT PAVING MATERIALS BEING STORED OR AWAITING TRANSFER.
4). CONSTRUCTION DEBRIS AND TRASH GENERATED DURING THE COURSE OF CONSTRUCTION OF THE PROJECT.
POLLUTION CONTROL PRACTICES
MINIMIZING CONTACT--THE DEVELOPER, THE CONTRACTOR AND HIS SUBCONTRACTORS SHALL ATTEMPT TO MINIMIZE
CONTACT OF CONSTRUCTION MATERIALS, EQUIPMENT, AND VEHICLES WITH STORM WATER. THIS INCLUDES BUT IS NOT
LIMITED TO NOT STORING SUCH ITEMS IN DESIGNED DRAINAGE SWALES OR DRAINAGE AREAS, THE OVERCOVERING OF
SUCH MATERIALS THAT MAY BE ERODED DURING STORM EVENTS, AND THE PROHIBITION OF THE STORAGE OF CHEMICALS
OR PETROCHEMICAL PRODUCTS OTHER THAN IN SECURED CONTAINERS DESIGNED TO WITHSTAND IMPACTS BY FLOODING
OF UP TO 100 YEAR STORM EVENTS.
CONSTRUCTION (GRADING) LOADING, UNLOADING, ACCESS AREAS--THE DEVELOPER, THE CONTRACTOR AND HIS
SUBCONTRACTORS SHALL IDENTIFY AREAS WITHIN EACH AREA OF CONSTRUCTION THAT CAN BE USED FOR LOADING AND
UNLOADING WHICH WILL MINIMIZE THE CHANCES OF DISCHARGE OF POLLUTANTS FROM THE SITE. THESE AREAS SHALL BE
DENOTED ON THE SITE PLAN INCLUDED IN THE SWPPP. ANY CHANGES TO THESE AREAS MUST BE APPROVED BY THE
INSPECTOR IF HE FINDS THE CHANGE NECESSARY AND ALSO CONSISTENT WITH THE OBJECTIVES OF THE SWPPP.
PRECONSTRUCTION PRACTICES--PRIOR TO COMMENCEMENT OF CONSTRUCTION/GRADING FOR EACH AREA, THE
DEVELOPER, CONTRACTOR, AND INSPECTOR SHALL MEET TO REVIEW THE SPECIFIC CONDITIONS THAT AFFECT THAT AREA.
IF ADDITIONAL CONTROL METHODS ARE NEEDED THE PLAN MAY BE AMENDED AS SET FORTH IN SECTION 5.0.
EQUIPMENT STORAGE, CLEANING, AND MAINTENANCE--EQUIPMENT, INCLUDING VEHICLES, MAY BE STORED (PARKED) ON
THE CONSTRUCTION SITE AS LONG AS IT IS IN GOOD REPAIR. CLEANING OF VEHICLES IS LIMITED TO THE USE OF WATER. NO
SOLVENTS MAY BE APPLIED EXTERNALLY TO ANY EQUIPMENT, INCLUDING VEHICLES ON THE SITE. MINOR MAINTENANCE
MAY BE CONDUCTED BUT NO OVERHAULING IS ALLOWABLE UNLESS APPROVED BY THE INSPECTOR INCLUDING A SPECIFIC
PLAN FOR CONTAINMENT AND DISPOSAL OF ANY PETROCHEMICAL, OR OTHER CHEMICALS OR BYPRODUCTS INCLUDING
EFFECTED SOILS RESULTING FROM THE MAINTENANCE WORK.
ON-SITE STORAGE AND DISPOSAL OF CONSTRUCTION MATERIALS--CONSTRUCTION MATERIALS SHALL BE STORED IN A MANNER
CONSISTENT WITH NORMAL CONSTRUCTION PRACTICES AND THIS PLAN PRIOR TO THEIR DEPLOYMENT. MATERIALS AWAITING
REMOVAL FROM THE SITE SHALL BE CONTAINED WITHIN DUMPSTERS, OR IN AGGREGATED PILES/AREAS AND SHALL BE REMOVED
FROM THE SITE IN NO MORE THAN 15 WORKING DAYS. ANY MATERIALS THAT ARE KNOWN TO CONTAIN ANY OF THE
POLLUTANTS CITED IN SECTION 6.0 OF THIS PLAN SHALL BE SEGREGATED FROM OTHER MATERIALS.
FILL MATERIALS--ALL FILL MATERIALS SHALL COME FROM SOILS EXCAVATED ON THE SITE UNLESS APPROVED BY THE INSPECTOR.
ANY IMPORTED FILL MATERIALS SHALL BE INSPECTED BY THE INSPECTOR PRIOR TO PLACEMENT ON THE SITE. IT SHALL BE THE
CONTRACTOR'S RESPONSIBILITY TO INSURE THAT SUCH IMPORTED MATERIAL IS FREE OF POLLUTION.
EROSION AND SEDIMENT CONTROL
THE CONTROL PRACTICES START WITH PRECONSTRUCTION PREPARATION OF THE SITE, CONTINUE THROUGH THE CONSTRUCTION
PERIOD, AND END WITH PROJECT CLEANUP AND COMPLETION.
PRECONSTRUCTION/PREGRADING--EACH SITE SHALL BE THOROUGHLY WATERED PRIOR TO COMMENCEMENT OF GRADING
AND CONSTRUCTION ACTIVITIES.
CONSTRUCTION/GRADING--EACH AREA UNDER CONSTRUCTION SHALL BE MAINTAINED IN A MANNER TO MINIMIZE WIND AND
WATER EROSION FROM THE DISTURBED PORTIONS OF THE SITE. THE CONTRACTOR SHALL EMPLOY THE USE OF WATERING, SAND
BAG BARRIERS, CHEMICAL SOIL STABILIZATION, WIND SCREENS AND FENCING AND RETENTION BASINS AS SHOWN ON THE
SWPPP EXHIBIT. THE LONGER A DISTURBED PORTION OF THE SITE IS LIKELY TO BE LEFT EXPOSED AND OUT OF THE PATH OF
ONGOING WORK ACTIVITIES, THE MORE PERMANENT THE STABILIZATION TECHNIQUE THAT SHALL BE EMPLOYED. FOR ALL
VEHICULAR TRIPS TO AND FROM THE SITE CARRYING SOILS, TIRE WASHING AND LOAD COVERING SHALL BE EMPLOYED. ALL
STABILIZATION BMP'S (BEST MANAGEMENT PRACTICES) SHALL BE MONITORED AND REPAIRED OR REPLACED IF NEEDED.
POST-CONSTRUCTION/GRADING-ALL REQUIRED LANDSCAPING SHALL BE INSTALLED BY PROJECT COMPLETION. IF THE PLANTING
IS COMPLICATED BY THE WEATHER, INABILITY TO ACQUIRE PARTICULAR MATERIALS, BY EXTREME SLOPES, OR DUE TO WINDY
CONDITIONS, SOIL STABILIZERS SHALL BE USED TO MINIMIZE THE EROSION. ALL LANDSCAPED AREAS WILL BE IRRIGATED BY

WASTE MANAGEMENT AND DISPOSAL
ALL WASTES, INCLUDING EQUIPMENT MAINTENANCE WASTE, DISPOSED AT THE SITE OR REMOVED FROM THE SITE FOR DISPOSAL
SHALL BE DISPOSED OF IN COMPLIANCE WITH APPLICABLE FEDERAL, STATE, AND/OR AGENCY LAWS AND ORDINANCES AND
SHALL BE IN COMPLIANCE WITH THIS PLAN.
MAINTENANCE, INSPECTION AND REPAIR
THE DEVELOPER IS RESPONSIBLE FOR THE MAINTENANCE OF ALL PERMANENT INSTALLATIONS NECESSARY FOR THE EFFECTIVE
COMPLIANCE WITH THIS PLAN. ANY DEFECTS DISCOVERED SHALL BE CORRECTED AS QUICKLY AS POSSIBLE.
TRAINING
THE DEVELOPER AND THE CONTRACTOR SHALL REVIEW THE REQUIREMENTS FOR MONITORING AND REPORTING SET FORTH IN
SECTION 15.0 AND SHALL DETERMINE THE PERSONNEL TO BE RESPONSIBLE.

PUBLIC ACCESS
THIS REPORT SHALL BE AVAILABLE FOR REVIEW BY MEMBERS OF THE PUBLIC, OR BY AFFECTED PUBLIC AGENCIES UPON REQUEST.
MONITORING PROGRAM AND REPORTING REQUIREMENTS
GENERAL-OWNER WILL CONDUCT, OR CAUSE TO HAVE CONDUCTED, SITE INSPECTIONS BOTH BEFORE AND AFTER A MAJOR
STORM EVENT AND AT 24-HOUR INTERVALS DURING EXTENDED RAIN EVENTS TO IDENTIFY THE POINTS OF STORM WATER RUNOFF
FROM THE SITE AND TO EVALUATE WHETHER THE PRACTICES SET FORTH IN THIS PLAN HAVE BEEN ADEQUATE TO PREVENT THE
SIGNIFICANT DISCHARGE OF POLLUTANT LOADINGS IDENTIFIED IN THIS SWPPP. A RECORD OF THESE INSPECTIONS, INCLUDING
THE DATE OF THE INSPECTION(S), ANY OBSERVATIONS, AND THE INDIVIDUAL(S) PERFORMING THE INSPECTIONS, SHALL BE
MAINTAINED. IN ADDITION, OWNER SHALL ANNUALLY CERTIFY THAT THE CONSTRUCTION ACTIVITIES ARE IN COMPLIANCE WITH
THESE PROVISIONS. ADDITIONALLY, REGULARLY SCHEDULED INSPECTIONS SHALL TAKE PLACE WEEKLY DURING THE RAINY
SEASON AND EVERY 2 WEEKS DURING THE NON-RAINY SEASON.
NONCOMPLIANCE NOTIFICATIONS MUST BE SUBMITTED TO THE REGIONAL BOARD WITHIN 30 DAYS OF IDENTIFICATION OF
NONCOMPLIANCE. NOTIFICATIONS SHALL IDENTIFY THE TYPE(S) OF NONCOMPLIANCE, DESCRIBE THE ACTIONS NECESSARY TO
ACHIEVE COMPLIANCE AND INCLUDE A TIME SCHEDULE, SUBJECT TO MODIFICATIONS BY THE REGIONAL BOARD, INDICATING
