The 2021 event marked a return of the event after 2020 COVID cancellation, and resulted in a huge success netting the City record profits for the event and re- establishing itself as the largest 4th of July event on the west coast. Fee Schedule / Budget Based on the project approach outlined herein, Soundskilz is proposing a “revenue share” model for producing the events, whereby Soundskilz will absorb 100% the upfront costs of event production, marketing and operations, in return for a revenue sharing formula with the City of La Quinta. The general financial terms offered by Soundskilz are as follows: Soundskilz to be responsible for the following at its own expense: • negotiate and book all talent and pay all talent fees • provide all staging/lighting/sound/production gear and services • handle all onsite event management & staffing including box office, stage/tech crew, security, vendor management, accounting and merchandise sales • handle advance ticketing with a modern ticket platform provider • plan and execute all marketing & advertising for the events through PR, social, paid & earned media channels (in collaboration with La Quinta marketing team for creative and message continuity) • soliciting sponsorships for the events • solicit and manage select vendors (retail, food trucks, beverage) to operate at the events and where applicable, secure required licenses to operate (liquor license, etc) City of La Quinta to be responsible for the following at its own expense: • provide the chosen event site and municipal parking lots (if applicable) in ready-to-occupy condition at no cost • provide access to city power and water (if available) for production needs at no cost • provide support in securing all required permits for the events • provide City police and fire oversight and staffing for public safety (as an addition to the hired event security) • provide City sanitation services for post-event cleanup • co-market the events through City-owned media/channels/assets in collaboration with Soundskilz marketing teams • make available to Soundskilz all reasonable City assets available for sponsorship and media opportunities to be marketed by Soundskilz Revenue Sharing Formula • For all ticket sales, parking fees, vendor booth space rental and cash sponsorships: o Soundskilz entitled to keep 85% of revenue / LQ to receive 15% o Sponsorship rev share is calculated after any required sponsor-related expenses are deducted; barter and in-kind donations are not factored for any revenue sharing • For all F&B sales: o LQ to receive 10% of gross sales (after taxes) o NOTE: Soundskilz will secure liquor license and operate as the host beverage caterer in conjunction with a local non-profit; non-profit to receive a revenue share amount TBD based on final contract terms 39444 Calle Portillo Temecula, CA 92592 www.soundskilz.com The above is our initial proposal for revenue sharing, considering the amount of upfront expense/risk that Soundskilz will absorb in relation to the event. Based on information provided by the City and our experience in designing successful events of similar scope/scale, Soundskilz estimates its upfront minimum budget spend to be approximately $40,000 per event. Soundskilz remains open to negotiating any/all individual financial terms based on the final contributions of the City of La Quinta to the event, historical precedent and the City’s goals/objectives. 4. Complementary Services As our proposal includes Soundskilz handling the entire range of services required for the event at no upfront cost to the City, we do not see the need to propose complementary services at this time. Project Organization SCOPE OF WORK Soundskilz has thoroughly reviewed the RFP and all information provided by the City of La Quinta. Soundskilz can certify that we are fully capable of meeting all the requirements in the scope without hesitation or concern. Overall, the scope of work to be provided by Soundskilz shall focus on positively promoting the identity of La Quinta through its two vibrant cultural festivals, while continuing to honor the cornerstones of each event’s legacy and key elements, and look ahead to expanding the reach and exposure of the events to attract YOY growth of attendees, commercial partners and financial success. APPROACH Implementation Plan Across both festivals, our initial approach/implementation plan shall be organized around the following key milestones and execution steps: 1. Conduct a review of prior years executions with the City, to determine successful best practices and identify areas where new/additional resources and creative approaches should be deployed to increase revenue, exposure, City brand/presence/involvement and overall event ROI – including earned media coverage. 2. Thoroughly analyze each festival’s specific plan with City staff, departments and stakeholders to develop an internal scope of work, budget framework and fulfillment requirements for each festival. We will also use this exercise to identify overlaps with festivals-specific needs to maximize efficiency (for example, seeking discounts from vendors who can provide the same services across both festivals). 3. In collaboration with the City, establish guidelines and timelines and set up appropriate licensing protocols for vendors to ensure compliance across all participants and activities. 4. Deploy online/digital tools for collaboration across Soundskilz team and all City staff/event stakeholders and integrate back end and front end content resources on official event sites and social channels to streamline event functions and maximize data capture value/opportunity – including all participant applications, information guides/FAQ’s, ticketing functions, vendor management, insurance and release paperwork, virtual help desk, social media integrations and more. 5. Review all revenue sources of the events and propose revenue maximization strategies, including revised F&B programs, expanded sponsorship and onsite advertising, digital streaming rights exploitation, etc. Coordinate with City to ensure all appropriate City assets are cleared for usage (light poles, OOH locations, etc) and permit process is vetted and known for each specific use case. 6. After completion of internal scope/fulfillment analysis, develop service-specific RFPs and 39444 Calle Portillo Temecula, CA 92592 www.soundskilz.com conduct competitive bid processes for best-in-class vendors, with an eye towards prioritizing local merchants and service providers to keep the spending within the local community, as well as observing any La Quinta-preferred HUB policies. 7. Develop and submit a comprehensive budget plan for both events and maintain ongoing budget analysis, provide regular reports to the City and make adjustments as necessary. 8. Develop a new and expanded integrated marketing, PR and sponsorship campaign for each event to grow their reach, commercial opportunities and media coverage. Special emphasis will be placed on digital media and technologies, influencer relationships (particularly local/regional talent) and strategic relationships with key brand partners. 9. Manage the ongoing planning and fulfillment of the event requirements up through the actual event dates and post-event recap period. 10. Provide the City with a full post-event review, best practices report, media/PR recap with clips/content/statistics and recommendations for future years and best practices. Staffing Plan Based on our prior event experience, we estimate an onsite team of at least 15 Soundskilz staff to manage each event, plus additional day-of event staff, volunteers and professional service provider staff (sanitation, security). The final staffing plan and headcount will depend on a number of variables, including the format/structure of the alcohol service at each event, number of vendors and food trucks, performance lineups and more. Our team will be led by department heads who have extensive experience. Essential deliverables for the 2022 editions of the events include, but are not limited to: • A 2022 awareness campaign mounted locally/regionally to reassure the community and stakeholders that the 2022 events will be back, bigger and better than ever but operated with maximum public safety at front of mind. • Complete redesign and overhaul of the current websites and social media channels for both events 39444 Calle Portillo Temecula, CA 92592 www.soundskilz.com o Special emphasis on creating a robust Facebook/Instagram integration for each, highlighting the best photo and video content from years past. o Paid online media campaign targeting local, regional and national eyeballs to attract authentic, segment-targeted audiences and B2B engagement. o Develop a content schedule for each event which will include highlighting content from years prior, news announcements about the 2022 editions, engaging story content relevant to each event’s cultural context, polls and contests to help shape new and creative concepts/contributions to the events and more • Development of professional sponsorship marketing materials suitable for attracting high level brands and media partners to each event. Materials will include pitch decks with professional layout and graphic design, high quality imagery and (if available) press clips highlighting the historic legacy and value proposition of each event. Soundskilz in-house sponsorship team will circulate the sponsorship materials to hundreds of appropriate corporate and media targets to secure the best and most relevant partnerships for each event. • A professionally managed PR campaign to begin approximately 90 days prior to each event, which will service the needs of each including: press releases, media alerts, securing coverage in all levels of media (both genre-specific and broad consumer/lifestyle), print/TV/radio/online outlets and outreach, media prep for key City officials and stakeholders to participate in interviews, arranging onsite coverage including live TV and streaming, long-lead story placements to highlight history and traditions of the events, hype pieces about the performing talent and more. • Post-event, full media recaps and reports will be assembled including all press clips, coverage metrics, estimated Earned Media Value report and all photo/video assets to be archived in a central cloud storage for all stakeholders to access in the future • A post-event “sizzle reel” will be cut in both short- and long-form segments to be utilized for future marketing and promotional/historical needs by the City • All PR and communications efforts will be coordinated with the appropriate La Quinta departments and personnel to ensure consistency of message and to maximize net value for all stakeholders. This conduct extends to our vendors and subcontractors, all of whom are given comprehensive pre-production guidelines and all necessary permit materials that must be completed before they commence activation on a Soundskilz job or event site. We expect to work closely with all La Quinta staff and departments to highlight all necessary permits and required code compliance months in advance of the events and will use our technology-based event platforms to provide constant monitoring of required filings, permits and approvals through every step of the production process. In addition, we will work with the La Quinta and Riverside County Health Departments to ensure COVID mitigation and safety plans are in place, compliant with all directives and mandates in force at the time of the events. Volunteer Groups & Charity Experience As listed above in our relevant work/client experience, the Soundskilz team has extensive experience working with volunteer groups and nonprofits, NGOs and other similar organizations.
