We look forward to the opportunity to work alongside you to continue the City of La Quinta’s ongoing effort in building an environment and infrastructure that supports culture and the arts. RIOS is a Los Angeles-based interdisciplinary design studio with nationwide experience in architecture, landscape architecture, and urban design. We have deep expertise in creating cherished gathering places for community and culture to flourish, including at our most recently completed Palm Springs Downtown Park. Centered in our design approach is the drive to create inclusive access to cultural and performance venues—places that celebrate ever-evolving artistic visions, invite community participation, provide respite, and bring people together. We believe this approach connects strongly with the mission of the new La Quinta Cultural Campus. Design efforts are journeys of adventure, discovery, and introspection for all participants, and it is critical that these processes are designed with the utmost levels of collaboration, transparency, and open, honest dialogue. As such, we regard our clients as full partners in this creative process. RIOS will lead the consultant team, providing urban design, architecture and landscape architecture design services. We have assembled an exemplary team of experts to address the specific and unique challenges and opportunities of this project, and provide you with a high level of service. The Altum Group, based in nearby Palm Desert, will provide civil engineering and surveying services, as well as lead our public outreach strategy. AEA and The ONDA Group will lead our cultural and archive building programming and planning work. Holmes is a leader in progressive structural design. P2S has 30 years of experience developing sustainable MEP engineering solutions for a range of municipalities and public agencies. ARUP has extensive experience bringing A/V solutions, as well as digital and sustainability planning to cultural and performance venues. eSquared has extensive experience designing lighting strategies for art sculptures, landscapes and gardens, hospitality projects, as well as a collection of residences in La Quinta, Palm Springs, and Palm Desert. We are also pleased to have members of the Torres Martinez Desert Cahuilla Indians Cultural Committee, as well as their archaeologist, join our team to consult on the Cahuilla Garden. MGAC and Earth Systems will round out our team to provide cost estimating and geotechnical services respectively. RIOS is requesting that “first-class” be struck from the last sentence of the Scope of Services. If City would like to replace rather than strike, we suggest “reputable” take the place. 3.1 Time of Essence. RIOS is requesting that this section 3.1 be struck in its entirety. 6.1. Indemnification. RIOS is requesting that “defend”, “agents”, and “volunteers” be struck from paragraph 6.1 regarding indemnified parties. Our insurer asks that owners and clients should be able to identify by name any entity that is within the contractual chain and to whom the clients deem it necessary for the policyholder to indemnify and provide addi- tional insured status. Therefore, we recommend that the parties to a contract, indemnity, and those requesting additional insured status should be specific. As such, “agents” and “volunteers” are not readily discernable parties and therefore are not insurable. Further, we request that the following language be added to the end of the paragraph: “The Contracting Party’s obligations to indemnify and hold the City and the City’s officers and employees harmless does not include a duty to defend.” Exhibit F. Indemnification. RIOS is requesting that Exhibit F be amended to reflect the concerns stated regarding the insurability of certain indemnity provisions above. In addition to the removal of the duty to defend and “agents” from indemnified parties, RIOS is requesting that “without limitation” is struck from paragraph F.1.a. If City would like to replace rather than strike, we suggest a limit of liability based on the equitable share of risk and reward for the fee size of the project. This Master Plan proposes an integration of the entire garden into a holistic vision with the goals of enhancing the presence of history and the botanical collection, improving environmental resilience, and enriching the guest experience. City of Pasadena Leon White, Principal Planner Design and Historic Preservation Department 626. 744. 7346 lwhite@cityofpasadena.net Project: 101 South Marengo Located within the heart of historic Old Pasadena, RIOS reimagined the 5-story office building inside and out to attract tenants with improvements to the exterior façade and the addition of a new internal courtyard. Originally designed by the acclaimed American modernist Edward Durell Stone in 1974, the redesign preserves the character of the authentic travertine with visually striking moments while uncovering opportunities that allow for natural light and fresh air. Cameron Stewart Senior Project Designer, Architecture | RIOS Cameron’s passion for solving puzzles and resolving the formal, spatial, and experiential qualities of a design come to light in his work on projects like the Hollywood Bowl Box Office and Mid Gate and Lynn Wyatt Square for the Performing Arts in Houston, TX. Cameron joined RIOS in 2014 after honing his skills in Palm Springs, CA as a lead project designer working on commercial, civic, and educational projects. He enjoys wearing multiple hats within the office, where there are always opportunities to explore projects of varying types, scales, and experiences. Nate Cormier ASLA, PLA, LEED AP Managing Studio Director, Landscape | RIOS His interest in landscape design as a form of storytelling drew him to Los Angeles after two decades of practice in Seattle and a Masters in Landscape Architecture from Harvard University’s Graduate School of Design. Nate’s projects, including downtown central parks in Houston, Seattle, Los Angeles, and Palm Springs, unearth stories of place as catalysts for authentic urban life. Nate teaches and lectures on landscape design at universities and conferences around the country and his current research interest centers around thermal comfort in places that experience extreme heat. Jason Shinoda ASLA, PLA Senior Project Designer, Landscape | RIOS Jason has a refined ability to understand and find innovative, elegant design solutions to complex and challenging issues. The Music Center is located at the heart of the civic center along the North/South Grand Avenue “cultural corridor.” As such, the Plaza is part of a greater plan to provide an enhanced pedestrian environment to connect significant institutions and create a more welcoming environment for the community and visitors to the Music Center campus along Grand Avenue. This Master Plan takes the unique ingredients which make up Descanso, and considers the strategic planning and funding necessary toward realizing the future of the gardens. The Master Plan is intended to guide the garden’s evolution over the next 15 years. Synthesizing the contending opportunities that emerged from a thorough Needs Assessment, the plan proposes many simple upgrades and enhancements, but also proposes several new and aspirational projects that will re-frame and re-contextualize beloved existing features such as the Lake, the Rose Garden and the Camellia Collection. Each off-season, improvements are made that contribute to the overall experience of this historic outdoor performance venue. The most recent example, completed in time for the 2017 season, is the new Box Office Plaza, which takes inspiration from the Bowl’s iconic forms to inspire visitors and invite them into retail experiences that provide financial support for the cultural institution. The original box office was completed by architect Welton Beckett in the 1950s. During the 1990s, the Box Office was expanded to accommodate space for modernized amenities including the Hollywood Bowl store, concessions, concierge, and information. Location Los Angeles, CA Services Provided by RIOS Urban Planning Architecture Interior Design Landscape Architecture Palm Springs Downtown Park The Downtown Park, a 2-acre public open space, is the heart of the city’s ambitious re-development and revitalization of Downtown Palm Springs. Palm Springs Downtown Park offers a shady oasis for residents and visitors near the Palm Springs Art Museum and the vibrant retail hub along Palm Canyon Drive. Sited on the grounds of the historic Desert Inn, the first sanatorium resort in palm Springs, the design draws on Palm Springs’ legacy as a destination for health, nature, and pleasure seekers. Drawing inspiration from local natural features such as the endemic Washingtonia filifera oasis in Palm Canyon and waterfalls and the striated canyon walls in nearby Tahquitz Canyon, the park features an extensive, dense palm grove with ample shaded areas and seating, two picnicking eco-lawns and amphitheater seating for community events, shade structures inspired by palm fronds, and a grotto-like interactive water feature for play and cooling ambient temperatures. The team worked closely with the Architect during the design development phase of the project to reach a successful design. In addition, the siting of the new archives building brings the notion of cultural research and education front and center to the expanded Campus, while providing the opportunity to landmark a new connection from the existing Museum to the park space beyond. Connected + Legible Hub Enhancing access to and from the Campus will be crucial to its success. In our endeavor to take down physical and perceived barriers, we start first with the pedestrian experience. Is there an opportunity to create a shared slow street—a Cahuilla Cultural Loop—encircling the whole of La Quinta Community Park? How can the Art Promenade bring definition to the Museum entrance as well as culminate in a Cultural Campus gateway at the northeast corner of the site, opening itself to off-campus art opportunities? How can we enhance streets, sidewalks and alleys to make vibrant and inviting connections to Old Town La Quinta, the Wellness Center and Library, and the Civic Center? Connectivity and legibility interventions include complete streets enhancements that allow motorized and non-motorized modes to co-exist, while bringing safety and joy to the pedestrian experience. Coupled with enhanced signage, wayfinding, and experiential graphics, these improvements extend an invite cue to passersby, provide connections to the rest of the city and encourage people to spend more time in the commercial core. Ethnobotanical Stage We are deeply inspired by the cultural landscape and unique ecology within which La Quinta sits. This area serves as a fascinating example of living in the desert. Precolonial, indigenous habitation patterns indicate a culture of botanical experimentation and the use of vegetation not only for sustenance, but for medicine, shelter and climate comfort. The Cultural Campus has the ability to harness these multilayered readings of the southern California deserts, especially within the Cahuilla’s lands. As the Cahuilla homeland is the entire Coachella Valley and desert cities are increasing, local Cahuilla tribes struggle to protect, preserve and reconnect with their traditional cultural places. The Cahuilla Garden can preserve, present and teach these biodiverse and sustainable practices. As La Quinta confronts the stresses of climate change, these green spaces also provide vital ecosystem services in mitigating the urban heat island effect and preserving access to the outdoors. The Cultural Campus should be endlessly changing, interactive, and fun! Project Understanding and Approach The city of La Quinta is an artistic oasis, priding itself in its dedication to art in public places and accessible cultural attractions. The Cultural Campus offers the physical platform to fuse together and springboard the region’s diverse voices, traditions, and artistic practices. At this pivotal time for La Quinta and its cultural growth, we believe in the transformative power of place and the active engagement of people with one another through the thoughtful, playful intersection of art, architecture, landscape, and storytelling. This project must calibrate built and botanical form for microclimate, water capture, enhanced biodiversity, and habitat. This adventurous engagement with local conditions is fundamental to achieving an authentic destination for visitors to the region through the medium of architecture and landscape. We’ve brought together a diverse and highly creative team of problem solvers, urbanists, engineers, museum planners, landscape designers and architects who all thrive on placemaking. While our previous experience gives us insight and direction that inform a vision for the project, our approach is to remain open to the serendipity of the collective design process as we explore a place and engage with its stakeholders. Looking ahead to the possibility of contributing to the Cultural Campus framework, we are struck by three interwoven opportunities. Magnetic + Flexible Epicenter There is a moment here to create a consolidated set of spaces to reinforce La Quinta’s diverse cultural and artistic communities. Our goal will be to set the stage for exhibits, activities and events that attract daily life and serve the entire region with an entrance and jumping-off point into diverse cultural offerings. Successful design not only creates a sense of place and recreation, but also promotes social interaction. At the La Quinta Cultural Campus, we will work to develop meaningful shared public open spaces that foster opportunities for gathering, play and interaction to promote interpersonal connections. Seating gardens, pavilions, education and play hubs, and picnic areas provide places for families and friends to come together or new acquaintances to find a place to get to know each other. A selection of these spaces must be able to transform into larger gathering lawns and plazas to support community scale events, holidays and festivals that reinforce community. Another key opportunity is to make the Cultural Campus an engaging destination for people to enjoy the art and gardens in new ways each time they visit.
