We thank you for the opportunity to present our experience, understanding and team for the next steps in creating a truly
exceptional Arts and Cultural Campus for the City of La Quinta. Our team has come together with a united approach of
building on experience and looking to the future to realize the true potential of connecting the museum to the greater cultural
context of La Quinta.
To accomplish this work, we have assembled a team with skills in urban planning, architecture, landscape architecture, civil,
structural, mechanical, and electrical engineering. We have worked extensively together on other projects with all members of
team, including with our landscape architect in La Quinta.
Around the same time the City of La Quinta was incorporated M.W. Steele Group was established in San Diego California as
a multi-disciplinary architecture and planning firm. We have been incorporated in California for 38 years with a track record of
delivering successful projects for both private clients and municipalities throughout the state. Two of which were for the City of
La Quinta, the La Quinta Library in 2004 and the La Quinta Museum addition in 2008.
We believe we are the best qualified team because of our combined experience, size, and history with this site. The MW Steele
Group has a long history of architecture and planning work as a mid-sized firm. We maintain a highly qualified and experienced
team including project management, design, and technical skills. We have unique experience with projects that relate to the
La Quinta Cultural Campus. This long-term experience dating back to the founding of the firm in 1983 includes considerable
work in the community both managing public engagement and participating as a citizen or community leader. This range
of experience and points of view has given our team unique communication and community relation skills. For example, we

La Quinta Museum | La Quinta, CA | Design and CA
services were provided for the museum that underwent
an expansion and reopened in May 2018. The original
museum consisted of a 1920’s era 1-story, Spanish style
structure. This structure connected to the new La Quinta
Museum through a private landscaped courtyard with
custom tile and paving patterns.
La Quinta Library | La Quinta, CA | Design of a new library
for the City of La Quinta. Functional and spatial program
for the library was accomplished in a series of meetings
and workshops with both groups, as well as interactive
workshops with the community to solicit their input and
priorities.

As our Managing Principal, Michael Paluso is an integral
part of the team playing a key role in providing technical
oversight, and managing complex projects of varying sizes.
He is talented, committed to the work we do and has a
natural ability to fill an important mentor role to many of our
junior staff.
Mr. Paluso’s passion for architecture was framed within
the idea that one could leave a positive, longstanding
impact through the built environment. His belief system
consequently has been shaped by a key lesson he has
learned throughout his 10+ year career; honesty in materiality
within architecture allows the structure to inform the final
design.
Mr. Paluso manages complex projects of varying sizes,
scopes, and building types from the initial design through
construction. Highly organized and detail oriented, Mr.
Paluso’s extensive knowledge base allows for him to develop
creative solutions to complex architectural problems. His
commitment to the firm and subsequently every project
he is assigned to shines through in each facet of his work
including his sustainability efforts.
With a strong desire to improve the built environment and an
emphasis to make the projects he works on sustainable, Mr.
Paluso is proud to have been part of the team on the Melvin
Garb Hillel Student Center Certified LEED Gold project,
most recently the Glickman Hillel Center at UCSD. With this
ethos, Mr. Paluso also volunteers on his church parishes’

Elizabeth Ocampo Vivero is a passionate urban planner with
experience in community planning, land use, and urban
design. Elizabeth holds a Bachelor of Science degree in
Architecture from Universidad Autonoma de Baja California,
and a Master of City Planning degree from San Diego State
University, San Diego, California.
Elizabeth’s interest in urban planning originated from a desire
to support a built environment that is context-sensitive to
its surroundings and the people who live and work in them.
Elizabeth is the Director of Planning and Urban Design at
M.W. Steele Group, a local planning and architecture firm
based in Barrio Logan. In her present role at M.W. Steele
Group she leads the planning practice of the firm, and
manages a series of projects, including a multi-family re-
development project, and a specific plan amendment in San
Diego.
Prior to joining M.W. Steele Group, Elizabeth worked
as a Senior Planner for the City of San Diego Planning
Department. During her seven years at the City, she was the
planner to various communities, including North Park, Barrio
Logan, San Ysidro, College Area, City Heights, and Otay Mesa
- Nestor. Elizabeth has participated in multiple phases of the
community plan update process, and she contributed to
the adoption of award-winning community plans, including
Old Town San Diego, Midway - Pacific Highway, and North
Park. While at the City of San Diego, she also managed active
transportation planning grant-funded planning efforts, such
as the San Ysidro Wayfinding Signs project, and the Mission
Boulevard Public Spaces and Active Transportation plan.

Steve leads and oversees many of M.W. Steele Group’s most
complex and challenging projects. With more than 30 years
in practice, he has experience in a wide range of project
types from large scale mixed-use urban to small intimate
boutiques. Throughout this experience he has developed
an understanding of the challenges involved in all phases
of project development. As a Design Principal in the office,
Steve provides design leadership throughout the evolution
our work from initial concept design through construction.
With a primary focus on the creative process, he has
developed an insightful and meaningful approach to
architecture throughout his career. He plays an active role
in the generation and testing of design alternatives inspired
by client goals with a sensitivity to the context and the
community at large. In a firm committed to a collaborative
effort, Steve’s communication skills and hands on approach

Trupti joined the M.W. Steele Group Design Team in 2016
focusing on the multi-family residential projects for the firm
- and whatever challenging, complex and intricate projects
we can throw at her. Not only does she bring a great sense
of sarcasm to our firm she also has solid previous project
management experience within residential, educational and
commercial sectors. She is adept at managing projects from
initial design concept through completion, making her a
great fit for M.W. Steele Group.
Trupti’s passion for community and for her trade is centered
on teaching and creating architecture. After receiving her
Masters Degree of Architecture from the Newschool of
Architecture and Design, she began her career working
closely with local high school administrators in developing
an architectural design program. Concurrently, she taught
graphic design and integrated new technology and software
to promote cutting edge industrial design standards at the Art
Institute of California, San Diego.

Clairemont Mesa Community Plan – M.W. Steele Group is working to assist the City of San Diego Planning
Department as a consultant related to the Clairemont Mesa Community Plan Update. The team was
tasked to illustrate potential redevelopment of commercially zoned properties. We used an urban design
framework , re-designing existing large surface parking areas with a pedestrian-oriented focus and enhanced
infrastructure. M.W. Steele Group provides services related to the production of the community plan
document being published by the City for public review and final hearings, by addressing and incorporating
input from the community outreach process, staff, stakeholders, and decision makers.
Work began in Spring 2018 and is planned to conclude in Spring 2022.

The assigned work outcomes consist of concepts to represent potential re-development of opportunity sites
within the Clairemont Mesa community considered for additional residential development, and completion
of the community plan document to be published by the City of Diego for purposes of public review and final

Working with a Re-Use Planning Committee and City of San Diego staff,
M.W. Steele Group developed a Specific Plan, a Re-Use Plan, and Urban
Design Guidelines for the adaptive Base Re-Use of the Naval Training
Center, also known as Liberty Station. The plan balanced preservation and
adaptive re-use of existing historic structures, with an increase in density
and a combination of residential, office, educational and recreational uses.
Urban Design Guidelines were developed to direct the redevelopment and
ensure new construction met the intent of the overall vision. The base re-use
re-imagined the public spaces connecting the former Naval Training Center
buildings to create a sense of place, pride, and support.
The Naval Base Closure and Realignment Act of 1990 created an
opportunity to transform the former San Diego Naval Training Center’s
550 acres of rich history and incredible architecture into a thriving new
community. NTC Liberty Station now includes residences for 350 families,
over 125 acres of parks and open spaces, a boat channel, shopping,
restaurants, hotels, schools and a 28 acre arts and culture district.

Oceanside Library Courtyard
Courtyard Modification
Client/Developer: City of Oceanside
Location: Oceanside, CA
The project consists of developing conceptual design options & cost estimates
for the Library’s existing outdoor courtyard through communication and outreach
with the library’s community steering committee. The renovation will be redefining
the existing courtyard and tailoring it to contemporary use to provide a more
usable space for the Oceanside and library community. An outdoor stage, lighting,
wayfinding, signage design, shade sails, creating an entry from the main plaza,
providing informal and formal seating, and a new landscape palette are just some
items we are considering the design of the space. The project began construction in
early 2022, and it is currently going through design development.

La Quinta Museum
Courtyard Modification
Client/Developer: City of La Quinta
Location: La Quinta, CA
The La Quinta Museum, located near La Quinta’s Old Town, features artifacts and
specimens from La Quinta’s history. The museum underwent a $2.5m expansion
which reopened in May 2008. M.W. Steele Group provided architecture services
that included design through construction administration. The original museum
consisted of a 1920’s era 1-story, 953 sf Spanish style
structure. This structure connects to the new La Quinta Museum through a private
landscaped courtyard with custom tile and paving patterns.
The new Museum structure compliments the existing structure with its Spanish
design. It features heavy timber trusses, a rotunda, a courtyard fountain, and
balconies overlooking the courtyard and adjacent park. Additional details include
meeting spaces, presentation rooms, archive areas, classrooms, museum store,
and display areas. It also included refurbished stain-glass windows from the Desert
Club, a resort popular in the 1940’s and 1950’s, and other preserved artifacts such
as wrought iron gates and decorative light fixtures.
Of special note: renowned mural artist Andre Blanché has been commissioned to
provide a 32’ wide mural in the main meeting room that will depict the history of the
area from when the Cahuilla Indians occupied the land through the development
of today’s golf-course resorts.

La Quinta Public Library
New Public Library
Client/Developer: City of La Quinta
Location: La Quinta, CA
Size: 20,000 SF
M.W. Steele Group was commissioned to design a new library for the City of La
Quinta, located within their master planned civic center park. The building is sited to
complement the location of both the City Hall and the adjacent Senior Center. Two
axes form circulation galleries through the library; one linking the street entry and
parking lot entry through a central control point; the other providing a strong visual
connection to the park and City Hall.
M.W. Steele Group worked with the City and the Library staff to generate a functional
and spatial program for the library both in the 10,000 sf first phase, and the eventual
20,000 sf library. This was accomplished in a series of meetings and workshops with
both groups, as well as interactive workshops with the community to solicit their input
and priorities.
The desert climate presented special challenges and opportunities. Secure shaded
outdoor reading patios were developed to take advantage of the pleasant winter
climate and provide views of the park and mountains beyond.

Coronado Library Expansion
Historic Preservation & Addition
Client/Developer: City of Coronado
Location: Coronado, CA
Size: 37,000 SF
The City of Coronado commissioned M.W. Steele Group to design a major
expansion to the existing central library. The project included an extensive
renovation of the historic 1909 original library building and its later 1974
addition.
The result was a 15,500 sf expansion and a complete functional
reorganization of the existing 21,500 sf building complex. This includes
provisions for new computer systems and work stations, an expanded
children’s library, enlarged staff and technical service functions, and a
completely new general collection and reading area.
Of special note: the project included the restoration and installation of two
historical murals painted by famous Mexican artist Alfredo Ramos Martinez
in the late 1930’s. El Dia del Mercado is displayed in the new lobby above
the circulation desk, and Canasta de Flores hangs in the principal seating
area.

miscellaneous specialty sub-consultants and advisors.
Below is a description of the work MW Steele Group has completed with the proposed sub-consultants. Fees for each sub-
consultant are provided within the cost proposal document. A fee allowance for other specialty consultants is also provided.
MW Steele Group and MLA have partnered successfully on multiple projects, with the common
goal of creating spaces for people to enjoy and thrive. Our teams’ ability to creatively design spaces
for civic and cultural uses is shown in our collaborative work on the City of La Quinta Museum and
City of Oceanside Library Courtyard. Our next collaboration will be on the City of Santee Arts and
Entertainment District Master Plan, pending City Council Approval.

MW Steele Group and H&W have been working on many renovation projects over the last 5 years.
Many of these renovations are for senior living facilities and historic buildings in downtown San
Diego. With renovations and additions it is important to understand the existing conditions; H&W is
able to do just this. Their in-depth analysis allows them to understand, and recommend proper cost-
efficient MEP systems for this facility.
MW Steele Group and KPFF has worked together for many years. Our work goes back to as
far as our work on the La Quinta Library where KPFF was the engineer of record. The structural
services provided by KPFF’s team are carried out in a professional, and time-effective manner. Their
understanding of clients’ budgets and their availability to help solve problems on the construction
site has made them MW Steele Group’s go-to structural engineer. KPFF is currently the structural
engineers for our project with the Expansion of Coronado Library’s Community Room, and the UCSD
Hillel Student Center.
MW Steele Group and Atlas have been working together for many years. Projects like, Wesley
Palms Retirement Living, Residences at East Hills, and Frederika Manor Renovation, have consisted
of Atlas’ involvement in many different civil engineering services. All of these projects have been
large, complex, and ongoing. Most recently, MW Steele Group and Atlas Civil Design have been
working together on the Oceanside Library Courtyard Modification. Their tasks to ensure grading
and drainage is current with code and ADA standards, has been an important item during the re-
imagining of the outdoor space.
MW Steele Group and barrie + co have been working together over the past year. We were
introduced to through The City of Coronado on our work of the Coronado Library Community
Room Expansion. With the wealth of knowledge throughout the past 40 years, barrie + co have
been trusted with providing cost estimating services to MW Steele Group’s Front Porch Senior
living projects, and have been included on our design team for proposal sent out over the past year.
Working in the affordable housing work, both barrie + co and MW Steele understand the need for
cost efficient designs based on funding budgets put into place.

MW Steele Group’s experience with designing both civic buildings, as well as our vast experience in urban and master
planning, makes our firm well qualified to address the many factors of this assignment. As a multi-facetted design firm, we are
uniquely situated to provide a cohesive experience from the macro-level of site design to the micro-level of signage design and
will seamlessly handle key tasks of:
• Working within the Village Build-out Plan Area guidelines and with all aspects of the community fabric, including
communicating with the Planning Department to determine the best ways to implement the goals stated in the plan for the
project at hand.
• Taking into consideration both immediate and long-term needs of the Museum and the greater community with regards to
the climate and the cultural heritage of the Cahuilla people.
• Integrate all the elements of the plan using open space, always providing connectivity through pleasing pedestrian
linkages. One of the techniques to achieve this is known as incorporating “compaction and continuity”. Simply put, this
concept is also known as “fine grain” development. Creating both large and small scale shaded places to gather, with
site planning that supports the pedestrian experience and arranging uses to stimulate one’s curiosity and interest so that
walking is fun and rewarding.
• Use bold design ideas, clear venues, and innovation as the result of the plan and its actuality. The goal of these ideas
and concepts will be to create a place for families and visitors of La Quinta to “make a day of it”. Fostering a connection
between the greater arts community that would help attract and maintain activity throughout the day, including users of all
ages.
Project planning and methodology are most important. Our process includes involving key persons in the design process to
help envision a space that will be programmed for not only the museum and the City of La Quinta, but also the community.
Our proposed methodology acknowledges the involvement of key persons who form the Project Development Team for the
project. In previous civic design experiences, this typically includes leaders of community organizations that will be using the
proposed outdoor spaces, Museum staff, and city staff. We will work with you and the Project Development Team throughout
the entire process to develop appropriate design concepts for the city and allow them to be the voice of the project when
it is presented in front of the City Council. The development team format enriches the design process and helps create a
supportive constituency.
MW Steele Group promotes design through process at all stages. Our experience with both planning and architecture provides
a consideration of design at all scales, especially when approached with projects within a master plan and preliminary design
phases, like the one for this project. Discussion of proper locations of programming, buildings, and site elements will provide a
framework to achieve the desired end result.
Our skillful project team that will be able to take on this project from beginning to end.
Managing Principal, Michael Paluso, will be leading this project. As project lead, Michael’s duties include project startup, project
design, project management, internal and external coordination efforts with all parties, construction administration efforts, and
all day-to-day communication with the client and general contractors. He demonstrates high levels of creativity, accountability,
respect, and thoughtfulness throughout the project.
Consideration of a distinct access for the existing Museum as well as the interrelated circulation between the Museum,
Lumberyard, and Arts promenade to the greater art’s community. Ensure the Museum has its own identity by situating
the program on the site to create a destination for those who cross the Cultural Crosswalk from Art Alley. At the same time
respecting the historic and cultural heritage of the architectural context.
Taking advantage of site features when designing indoor/outdoor gathering spaces is key when developing a community
centered library. An understanding of the program and event that are taking place within, and around the La Quinta Museum
allows us to design the outdoor spaces to be used to their fullest potential.

Task 1 Master Planning
Creating a viable Cultural Campus plan for La Quinta begins with the Master planning process. Following the
steps below, the design team will deliver an illustrated report that documents the process and final Master Plan.
This document will detail the vision that will guide the balance of the process. As part of the Master Planning
process, our team will:
• Formulate and conduct visioning exercises including, but not limited to, data collection and
analysis, workshops, public surveys, etc., as part of the development of the goals and plan.
• Based upon the visioning exercises, prepare photo simulations (Concept 3D sketches) and plan
that show the desirable goals.
