Dear Ms. Mignogna and the Selection Committee:
Southstar Engineering & Consulting, Inc. (Southstar) is bringing a team to the City of La Quinta to once again deliver success as we did with the Complete Streets Project. This professional team recently provided construction
management and inspection services for the construction of major structures,
including the I-10/Jefferson interchange for the County of Riverside and the I-15/Cajalco interchange for the City of Corona, and offers this proposal to deliver the much-needed Dune Palms Road Bridge. Our team members also constructed the I-15/Los Alamos overcrossing for the City of Murrieta and encourage you to reach out to Bob Moehling, public works director, and ask
him how smoothly that bridge project went and how much he enjoyed working
with Southstar.
Delivering this bridge project on time and within budget will provide an all-weather access bridge spanning the Coachella Valley Storm Water Channel at Dune Palms Road, alleviating health and safety concerns for the public, and improving the quality of life for nearby residents and constituents by
eliminating the frequent closures that are experienced due to water and debris
flow during storm events. The goal for this project is to use the experience and expertise from these recently constructed structures projects to safely build a high-quality bridge within budget and open traffic on Dune Palms Road as quickly as possible.
For over 15 years, Southstar has built a successful track record of
delivering bridges, interchanges, roadway improvements, and State
highway system improvement projects, mostly in Caltrans District 8.
Depth of Experience | Southstar has worked with a variety of agencies in Southern California including: Caltrans District 8, RCTD, RCTC, the Cities of La Quinta, Corona, Riverside, Moreno Valley, Murrieta, Palm Springs, Palm Desert, Ontario, and Fontana to name a few. In March 2020, when the Southstar team
completed the I-15/Cajalco Road interchange improvements Project for the
City of Corona, we won the ACEC 2021 Award.
Southstar is obligated by any and all RFP addenda. This proposal shall remain valid for ninety (90) days from the proposal due date. The information contained within this proposal is true and correct.
The Southstar Team of Subconsultants | The Southstar team is
rounded out with top-level subconsultants who have successfully
delivered similar projects separately and as a team. This project is important to the City of La Quinta, and we have chosen experienced and well qualified firms to join our team. Southstar staff members have worked with or in conjunction with these firms on many different large transportation projects. They are

Our team is led by Project Manager Jason Bennecke, who brings 30 years of Caltrans and local roadway design and construction management experience. In addition to successfully managing the La Quinta Complete Streets Project, he has been a project manager on over 16 different freeway interchange projects in Southern California, all of which had one or more major bridge structures. He has shown an unwavering commitment to innovation to minimize construction
schedules and bring projects on under budget, all while maximizing communications with the public. Amr Abuelhassan
was the Resident Engineer on the La Quinta Complete Streets Project, and he also brings over 30 years of Caltrans and
local roadway experience, but as a veteran resident engineer who delivered the I-15 / Cajalco Interchange and the I-10 / Jefferson project in Indio.
Our team brings experience delivering complex transportation structures projects to the area. We have pooled our impressive resources to determine project issues that will require our expert level of services to deliver the project on
schedule and within budget.
Also inside this proposal you will find a detailed breakdown of Southstar’s unique approach to constructing large,
complex bridge projects such as this. Section D describes the key scope tasks including schedule control to our document management system to how we will support the City during the bid process to quality control (including the Quality Control Plan), how to properly handle and track CCOs, RFIs, WSWDs, submittals, schedule monitoring, and cost monitoring just to name a few.

Our proposed public outreach manager, Ms. Vanessa Barrientos (bilingual), has worked on dozens of similar projects, including La Quinta Complete Streets, the Presidents Plaza project, and both phases of San Pablo Improvements for the city of Palm Desert, all with great success. Ms. Barrientos is experienced is working with Coachella residents and will ensure you and the City of La Quinta will communicate with the public at an optimal level.

Mr. Bennecke is a 30-year veteran civil engineer, roadway designer, and construction and project manager. As a full-time Project Manager at Caltrans District 8 from 2008-2014, he was responsible for successfully delivering and maintaining a project portfolio worth over $500 million, mostly interchange reconstruction and grade separation projects in various stages of PA/ED, PS&E, and construction, all with large bridge structures. Mr. Abuelhassan has over 30 years of experience in project management, construction management, and civil
engineering. His extensive construction management and administration experience and knowledge provides a solid
foundation for the delivery of projects from inception to completion of construction. Mr. Abuelhassan’s experience
includes working with the City of La Quinta and for Caltrans District 8 delivering projects on various routes within the District as a Project Manager and Resident Engineer. Included both Phases (I & II) of the one-mile segment of San Pablo Avenue from Highway 111 to Magnesia Falls. The projects reduced the existing number of lanes through a
road diet, which introduced improved bikeway facilities along
the corridor, enhanced pedestrian accommodations, new
landscaping, beautification of existing community gardens, on-street parking, and three (3) roundabouts.
I-10 / Jefferson Street Interchange
| Indio, California – Lead
Agency: County of Riverside
In spring of 2015, the Coachella Valley Corridor launched
the construction phase of this $50 Million project. Scope of
work consisted of the demolition of the existing Jefferson Street overcrossing and the northbound Indio Boulevard overcrossing. The existing bridges were replaced with a new six-lane overcrossing with bicycle lanes on each side and a sidewalk on the northbound side of Jefferson Street. Southstar provided Assistant RE, Roadway and Structures
Inspection, QSD/QSP SWPPP Compliance, Caltrans Oversight coordination activities and Caltrans Construction Manual
Compliance Verification. Other responsibilities included the preparation of monthly progress pay estimates in the range of $2 million each, with all necessary supporting documentation to ensure proper audit compliance and Federal reimbursement to Riverside County Transportation Department. Southstar provided field staff support, field conflict resolution and field safety review during the implementation of this four-stage complex construction project.
I-15 / Cajalco Interchange | Corona,
California – Lead Agency: City of Corona
The City of Corona, in partnership with the California
Department of Transportation (Caltrans), District 8, was
reconstructing the interchange located on I-15 at Cajalco Road
from Temescal Canyon Road to Bedford Canyon Road. The $50 million investment included the widening of Cajalco Road from a two-lane bridge to a six-lane overcrossing bridge on a new alignment north of the existing bridge. In addition, the
bridge included a striped median, outside shoulders and a
sidewalk on the southern side.
The existing northbound and southbound ramp intersections were reconfigured and all existing ramps have been realigned. The existing northbound on-ramp was modified to serve the westbound Cajalco Road traffic, and a northbound loop on-ramp has been constructed to serve the eastbound Cajalco Road traffic. The improvements will increase the capacity of the bridge and ramps in order to reduce congestion and accommodate projected growth in the area.
Southstar provided Construction Management and Inspection Services throughout the duration of the project.
I-15 / Los Alamos Road Overcrossing

The Los Alamos Road Overcrossing Bridge Replacement project replaced the existing two lane bridge overcrossing I-15 with a four-lane structure at a higher elevation profile over the freeway. The project was built in two stages with
three standalone structures that connected with two deck
closure pours. Major components of this project included the relocation of area utilities to inside the bridge structure, the widening of Los Alamos Road within the project boundaries, drainage/structures improvements in the project area, and coordination of construction activities to minimize impact to local residents and businesses.

I-15 La Mesa/Nisqualli Road
Interchange Project | Victorville,
California - Lead Agency: SANBAG
The City of Victorville, San Bernardino Associated Governments (SANBAG), and Caltrans constructed a new interchange on Interstate 15 between Bear Valley Road and
Palmdale Road (State Route 18) joining La Mesa Road and
Nisqualli Road in the City of Victorville. This project connected the two roads to I-15 with a full-service interchange. La
Mesa Road/Nisqualli Road now consists of three through lanes in each direction, along with additional turn lanes at the freeway ramp connections and intersections with two realigned frontage roads. The bridge structures included both driven and CIDH piles, pre-stress CIP concrete box girder bridge, slope paving, retaining walls and sound walls. The project included utility relocations, flood control improvements, traffic and signal and ramp metering, grading, drainage
modifications, signing and striping, traffic handling, and replacement planting. Project flow involved realignment of
frontage roads and utility relocation, as well as the completion of new drainage facilities around the Federal-government-
protected Oro Grande Wash. Prep work was followed by construction of new bridges, ramps and roadways. Completion of the bridge structures was complex. The bridge over the I-15 Freeway resulted in several full freeway closures and the other interchange bridge, located over the Oro Grande Wash, required significant coordination with the State Water Resources Control Board.
SR-138 Project | Hesperia, California
– Lead Agency: Caltrans District 8
This Caltrans project realigned the existing roadway,
constructed outside shoulders and three wildlife crossings,
Double Drain Creek, Miners Shack Creek and Hog Ranch Creek on SR-138 near Hesperia from approximately 2 miles east of I-15 to 0.1 mile west of Post Office Road. The existing roadway had many non-standard conditions. This project improved operational efficiency, and upgraded existing lanes and shoulders to current standards. All three wildlife crossings are cast in place concrete box girder bridges. Double Drain is a four-span structure, Miners Shack Creek is a
two-span structure and Hog Ranch Creek is a simple span structure. These three bridges were constructed on fill (waste
slab). Approximately one million cubic yards of roadway excavation s needed for the realignment and numerous drainage structures.
I-215 Widening – South Riverside County |
Murrieta, California – Lead Agency: RCTC
In December 2010, the Riverside County Transportation Commission (RCTC) awarded a $15 million construction contract for the widening of six miles of I-215 between
Murrieta Hot Springs Road and Scott Road. Highway widening
tasks started in April 2011 and the project was completed
18 months later, ahead of schedule. As prime consultant, Southstar successfully led the construction management team to deliver this important project. The project added one lane in each direction to create three northbound and three southbound lanes to six miles of freeway. Lanes were
constructed along the freeway median to minimize project impact to the community and motorists. In addition, the
project provided for the widening of the Keller Road Undercrossing, adding a median barrier, repairing existing pavement
and adjusted the grade for improved drainage. Prior to bid solicitation, Southstar reviewed the design plans and provided suggestions to improve project staging that reduced the construction duration by four months.

SYRUSA is providing Structure Representative and Quality Manager Services on this $673 million project includes widening an 11-mile stretch of high-volume, high-speed, multi-

SYRUSA provided Assistant Structure Representative for this $35 million project that replaced the right and left bridges located along Interstate 40 crossing over Haller Wash, Rojo Wash, and Clipper Valley Wash Bridges. Project included demolition and reconstruction of six bridges. Construction
of the new bridges was divided into two stages and required
a total of eight temporary detours. Haller Wash Bridge was replaced by PC/PS Bulb Tee Girders, and Rojo and Clipper Valley were replaced by PC/PS and PT Box Girders. East bound bridges (right bridges) were replaced first while traffic was detoured onto west bound during the first stage. The traffic was then shifted onto the east bound while the west bound bridges were being replaced. All the detour roads and temporary access roads were removed and restored back to its original state.
Cenda Ditch Bridge Replacement

Cenda Ditch Bridge Replacement and widening over Wheaton Wash on this portion of I-15 SB included construction of new PS/CIP Box Girder Bridge constructed in two stages where the first stage removed a portion of the existing bridge and
completed stage one, traffic was then shifted to stage one and
remaining portion of the existing bridge was removed. Then
stage two was completed. Thereafter, the two stages were connected, and traffic was moved to completed bridge. New fiber concrete was used for the first time on this project to minimize the deck cracks. Deck construction was completed successfully with zero cracks.
SYRUSA provided Structure Representative, Assistant Structure Representative, and Structure Inspector. SYRUSA’s
personnel monitored daily construction activities, monitored grades, and completed daily field survey. SYRUSA reviewed
and authorized shop drawings, falsework plans and calculations, trenching and shoring plans, helped design team with
prestressing shop drawings.
The team was successful in keeping traffic moving along this very busy stretch of I-15 at Mountain Pass, working under severe weather conditions from 120-degree heat during summer months to 27-degree freeze conditions during winter in this environmentally sensitive area. High water table was encountered at 5’ deep from ground level, which required daily
water pumping to keep work going.
This $11 million project was completed on time, on budget, and with no safety violations.

Overview
The City of La Quinta needs to replace the existing low water crossing of Dune Palms Road over the Coachella Valley Storm Water Channel with an all-weather bridge. During severe storms, the existing crossing is covered and damaged by
water and debris flows within the channel, requiring the City to close the road to the public. To address the community’s
concerns and provide safe passage for vehicles and multi-modal users, a new bridge will be constructed to ensure all-weather access for the community, as well as reliable access for emergency vehicles and improved traffic circulation for the area.
Structures
The proposed 480-foot-long, 86-foot-wide bridge will include sidewalk, bike/cart paths, and two lanes in each direction with a raised median. The bridge is to be constructed over bents supported by 60-inch diameter CIDH piles with a length of 110 feet. Both abutments are constructed over 24-inch diameter CIDH piles with a length of 51.25 feet. The bridge will be constructed one half at a time, with a bypass road constructed (and later removed) to facilitate bridle construction. To
complete construction, the following will be required:

The Southstar Team will perform a complete review of the bridge plans –
bringing our expertise as both designers and construction managers to the City. This review will be thorough and evaluate each sheet for completeness, constructability, consistency, and conformance with the street plans and design standards. Review of all supporting documentation, including review of the Foundation Report and street plans to ensure consistency with the design
drawings will be completed.
The Southstar Team has demonstrated the effectiveness of our QA processes on numerous successful projects, including I-15/Cajalco Road in Corona and I-10/Jefferson in Indio. The effectiveness of these processes is based on the proven construction management manuals issued and practiced by Caltrans, including the Construction Manual and Bridge Records and Procedures Manual,
Volumes 1 and 2. These practices serve to make early identification and consideration of
all possible impacts of each operation.
Project submittals are carefully reviewed to assure that contingencies are avoided, minimized, or mitigated. Contingency plans are required to address unexpected occurrences that are too common in construction projects. Careful review of project submittals cannot delay the approval of time-sensitive operations. The contractor is directed to submit early action submittals early and prioritize them according to the construction schedule. Early

Approved submittals become a standard to be included with project plans and specifications that the contractor will be expected to meet in the construction of the project. MSE Shop Drawings will be enforced by ZTC at the fabrication location. Southstar and SYRUSA inspectors will be on site daily to review contractor activity and assure that plans, standards, and approved shop drawings are followed. Daily activities are documented with photos and written narrative
to record the daily work produced, manpower, equipment, and materials used, as well as any challenged encountered. If
challenges cannot be readily resolved in the field, they will be elevated to the Structures Representative Jose Corona and
Resident Engineer Amr Abuelhassan to be resolved with timely and accurate documentation.
Key Issues
The map below identifies the key issues that our team has identified for this project. The firms that we have engaged are
experts within their fields and will provide proven solutions and oversight in working with the chosen construction team to deliver a safe and high-quality project.
One of the key issues for this project is the CIDH piles in the channel, which present risk of cave-ins, water table fluctuations, water level in the channel based on the time of year, and 788 square miles of drainage area tributary to the Coachella Valley Stormwater Channel.
These challenges will be handled by our highly qualified team, which has successfully completed this type of work on
multiple, similar projects in the Inland Empire: Lytle Creek Channel to the West on I-215; Lytle Creek/210 in Rialto; I-40 near Needles; Cenda Ditch Bridge; Wheaton Wash Bridge; Santa Ana River/60 in Riverside; Santa Ana/215/10 in San Bernardino; and River Road Bridge Replacement. Timing of the CIDH pile operation is key; construction using slurry displacement or oscillator casing methods requires additional time to complete these extra measures to assure quality is achieved.
The superstructure falsework presents another challenge for this project. The foundation type for the superstructure
depends on the time of year as the water fluctuates in the Channel. The falsework will be supported on piles during the rainy season or when the water level is high to transfer the loads to the competent layer below the surface. This work will be reviewed and discussed with the contractor in detail during the shop drawing submittals for the falsework. The Southstar team is also prepared to work with the City to include requirements for the falsework in the special provisions so that the contractor is prepared to address this issue and shift the risk from the City to the contractor.
1. Falsework – constructed over conventional footings will result in excessive settlement during the rainy season. We
will have the contractor construct the falsework over temporary driven pipe or timber piles.2. Superstructure Construction – field survey and grades present risk. We will proactively monitory the grades in Stage and account for falsework settlements and superstructure deflection. The grades in Stage will be adjusted to account for settlement not accounted for to match Stage and assure the bridge surface is constructed per the plans. 3. Superstructure Construction – concrete placement during high winds or extreme heat is a challenge. We will
monitor the weather forecast and suggest night work operations and/or chillers to keep the concrete cool during
placement and discourage placement during high wind events. 4. Joint Seal Assembly Installation – installed in two segments due to staging, which could result in bumps on the bridge surface. We will work closely with the contractor to assure the differential is prevented. This requires an accurate profilograph of the bridge, approach slabs, and adjacent 50-feet for the approach and departure. This is followed by grinding the surface for the joint prior to installation.
5. CIDH Pile Construction – 60-inch and 24-inch CIDH piles up to 11 feet in length require pre-construction and keen
QA during construction. Slurry method or oscillator method should be used for construction.

Our team will review the permit conditions and approvals and incorporate them into the overall project schedule and
compliance tracker. Mr. Abuelhassan will review these conditions as part of a construction feasibility review to ensure
awareness of the environmental requirements. We will conduct or coordinate the necessary pre-construction surveys and submittals, biological, cultural, and paleontological monitoring (as needed), weekly site inspection, and submit monitoring reports through pre-construction and construction.
Drone Footage
Using a state-of-the-art drone with a 20Mp camera, our FAA Section 107-certified pilot will fly the project area monthly and create an interactive 3D model of the workspace. From this model, he will generate a 2D orthophoto to scale, which can be printed or used as a scaled background image inside MicroStation. This technology improves communication and reduces risks for potential schedule delays and cost overruns. These images are also helpful for public outreach to
communicate with the local community, where we add labels to the various construction tasks underway and post the

Document Management System
Southstar follows a Caltrans compliant standardized filing and document control system. The team will document all communications with the contractor in correspondence and daily diaries. The team will receive all correspondence, prepare and transmit responses and coordinate with applicable parties as required. All project filing will be in compliance with the Caltrans Local Assistance Procedures Manual, Caltrans Construction Manual and with any City filing
system requirements.

Constructability Review
If requested by the City, the Southstar team of experienced construction inspectors and managers will perform a detailed Constructability Review of the project plans, specifications, and bid list. We are looking for anything that will improve the quality of the bid package to the contractors. Typical issues found are inconsistencies with project quantities, staging issues, specifications that do not match the bid list, and anything out of the ordinary for industry standards. In addition,
the review involves the review of existing geotechnical reports and maps, proposed project schedule and number
of contract days, site drainage adequacy, ADA compliance, permits and environmental commitments requirements,
constructability, and bid-ability, bid schedule and engineer’s estimate and traffic control. The detailed review will also include possible consolidation of construction stages to allow for early completion of the project.
Pre-Construction Coordination
Our goal is to complete the project in a safe, high quality, cost effective and time efficient manner. Southstar’s approach takes into consideration the traveling public, local, and surrounding residents, surrounding businesses, all stakeholders and the environment to ensure full satisfaction with the final product. Meeting the project’s goal starts with providing the most qualified construction management team members. Our team members have worked and successfully delivered similar size projects with similar aspects and components and are capable of being productive on day one. Early and
effective communication with project stakeholders, local residents, local businesses, utility owners and other affected
local agencies is another essential component for meeting the project’s goal.
We will develop a customized quality assurance plan (QAP), specific to meet the needs and requirements of this project and the Caltrans Construction Cooperative Agreement and we will ensure that uniform quality assurance procedures are adhered to. The plan will include procedures and designated responsibilities for project start-up, project organization, review of plans and specifications, constructability reviews, bid solicitation and award assistance, pre-construction
meeting, document control, labor compliance, schedule reviews, safety, inspection procedures, materials testing,
surveys, independent assurance testing and project close out.

Contract Bidding Support
During this phase, Southstar will assist City Staff with the overall solicitation of bids, bidder’s questions, conduct pre-bid conference, bids review and recommendation of award, including detailed coordination of responses to bidders’ questions, review and discussions with applicable stakeholders and/or designer and preparation of necessary addenda to the project documents, as needed. As directed by the City, our team will perform bid analysis by reviewing all bids
submitted for completeness, balance, and responsiveness and if directed, will prepare a recommendation of award letter
to the City.

Communication And Correspondence
The Office Engineer, in coordination with the Resident Engineer, is the focal point for proper and accurate project documentation on all construction projects. Mr. Abuelhassan will be supervising Mr. Hannawi, PE, our team’s proposed Assistant RE/Office Engineer. Mr. Hannawi will be performing the office engineering responsibilities in addition to
potential construction inspection activities if the need arises for additional inspection staff. Mr. Abuelhassan will be
applying his decades of experience in the construction of transportation projects to achieve proper and accurate documentation of all project activities.
Quality Control
Quality work is performed by our inspectors by making sure that they are fully trained and prepared for their assigned
tasks. Prior to start of construction, Mr. Abuelhassan will coordinate with our team’s Quality Control Manager, Mr. Daniel Ciacchella, PE, the preparation a Project Specific Quality Control Plan where standards of quality are thoroughly discussed, including the expectations of Resident Engineer and requirements of the specifications, plans, and Caltrans Construction Manual. Once finalized, every team member will be required to review and sign the Quality Control Plan and
Mr. Abuelhassan will ensure that all team members strictly adhere to quality requirements.
Proper inspection will yield expected quality of materials and workmanship along with the proper testing of the
materials. Our methods start with hiring and selecting excellent staff for construction inspection, continue through a comprehensive training program that can get inspectors up to speed on any work assignment and conclude with our quality maintenance processes.
Our team’s assigned Quality Control Manager independently reviews the documents in our project files to make sure
that we are accurately documenting the work and have all of the quality processes in place including test results, daily
reports and back up for estimates and monthly progress payments to the contractor. We will verify that all materials
have been inspected or released prior to incorporation and that all testing frequencies are met for the variety of materials used. We will perform independent checks of quantities for estimates to make sure proper payments are made and cross check the materials certifications or releases match the quantities placed and eventually paid for. In the following tabulation, a summary of the quality control program as envisioned by our team is presented.

Throughout the work, the Quality Control/Assurance Manager, Mr. Daniel
Ciacchella, PE will frequently review project records to ensure that the CM
team and field office operations are operating in accordance with the project
contract, policy, and procedures. Further this audit will ensure our QCP will
pass a Caltrans federal audit and confirm the contractor is performing the
work in strict accordance with the contract documents. Southstar’s RE/SR will
discuss all issues as they occur with the City and implement the QAM audit

Project Changes and Construction Change Order Management
Contract Change Orders (CCOs) can be requested by the contractor after the discovery of a field conflict or can be initiated by the City for a change of scope. The team will determine the merit, scope, estimated cost and schedule impacts
to the project as a result of potential contract change orders requested by the contractor, and provide recommendations
to the City. The team will also negotiate change orders as directed by the City in case there is addition or change in scope
by the City or Caltrans. All change orders will be monitored and logged in the CCO Log that will be created and updated by Mr. Hannawi under the supervision of Mr. Abuelhassan.
Monthly Construction Progress Reports
The Southstar team will provide the City with project status reports on a weekly and monthly basis and as requested by the City. The weekly reports will provide a summary of the activities completed the previous week, ongoing activities for the current week and scheduled activities for the following week. This report will also include any field conflicts and issues that may have arisen during the week. The monthly reports will describe the status of the project’s budget,
schedule, submittals, change orders, claims in process and current and anticipated work progress. Earned Value reports
will be available to the City if requested.
Schedule Monitoring
The Southstar Team will review and approve the Contractor’s Critical Path Method (CPM) schedule. Southstar is fully
able to use Primavera P6 and Microsoft Project software to review, monitor, and analyze the contractor’s schedule.
Updates to the schedule will be reviewed monthly against the project baseline schedule, progress will be verified and
any potential issues causing delay to the project will be identified and mitigated.
Schedule control starts with the contractor’s submission of a baseline schedule, approval of this schedule and then the subsequent timely schedule updates. Once these are approved, they will be checked against actual activities in the field and any discrepancies noted. The contractor must have a narrative for any changes between monthly updates and we
will scrutinize these. We will also ask the contractor to provide a two to four week look-ahead schedule that will allow for
weekly planning of inspections, materials testing and plans for off-site inspections if needed. All of these activities will be
discussed in our weekly meeting with the contractor.

Our field team will monitor the contractor’s operations, noting any deviation from the planned work so that the Resident Engineer will be able to determine any potential schedule impacts and have the opportunity to mitigate any impacts and costs. Catching issues early and maintaining a strong partnering relationship with the Contractor can make the difference in keeping a project within schedule and within budget. Inspectors will be responsible for monitoring the
quantities of materials placed and will incorporate that with the monthly estimate, noting the progress of the work
and percent complete for each item that they are responsible for. This information will assist the RE in determining the
progress of the project. Additional reports are available to determine the earned value progress of the project, a truer sense of progress than just dollars versus time. All the information as it is compiled and becomes available will be shared with the City Project Manager and will be included in the monthly Progress Report provided to the City.
Cost Monitoring
The team will monitor and manage the initiation, preparation, review, and justifications for project cost reduction proposals submitted by the contractor, design engineer, City, or Southstar to affect the most desirable benefit to the project. Any proposal will be thoroughly reviewed by the team and discussed with the City for potential implementation after establishment of merit.
CONSTRUCTION SUPPORT
With federal funds used on this project and Caltrans Local Assistance overseeing expenditures, hyper-accurate
budgeting and accounting is required. Southstar will use the same Progress Payment spreadsheet provided to us on
the La Quinta Complete Streets projects, which tracks the approved billable rates for each approved member of the CM team (including subs), hours worked each month, monthly progress payment amounts, total invoiced to date, percent complete and amount remaining for each staff member on the team. If any proposed staffing changes to the original approved budget are required, they must be requested to and authorized by the City prior to making the change. The
Caltrans Local Assistance forms will be used for this process. It is of extreme importance that every penny of CM funds be properly tracked using the LAPM forms and procedures, as it is assumed this project will be audited by Caltrans.
CONSTRUCTION CAPITAL (CONTRACTOR)
According to the RFP, this project includes multiple funding sources including federal, local and CV Link funds. This is shown in the Engineer’s Estimate as Base Bids 1, 2 and 3. To ensure proper reimbursement of project funds to the City, Southstar is prepared to segregate the project expenses by funding source including construction capital, construction management and specialty services as provided on the various funding components on the Project. We recently successfully implemented a similar process on the SR-60/Archibald Interchange Project for SBCTA where multiple funding sources (including federal funds) were allocated to different project components and ensured proper reimbursement from City of Ontario to SBCTA. The Southstar Team is prepared and ready to provide the highest levels of effort to guarantee the City passing any type of audit and ensuring proper reimbursement of all project expenditures.
Catching issues early and resolving them will be every team member’s responsibility, particularly the inspectors in the field. This proactive mindset will assist in keeping the project within budget and schedule because problems are not hidden, and impacts can be anticipated in advance.
Each month we prepare progress payments for all work completed by the contractor for review by the Resident
Engineer and the City Project Manager. Each progress payment is linked to the previous payment, and we verify that the Contractor only receives payment for pay items or change order extra work bills that the contractor is entitled to. Likewise, we will review certified payrolls, DBE reports and EEO records as applicable to ensure labor compliance. We also review progress reports, lien waivers, inventory of materials-on-hand, quantity surveys and monthly schedule updates. Retention and other applicable deductions are reviewed to verify they are properly recorded on each progress
pay estimate. All bid items over/under runs will be closely monitored and shared with the City before any item
approaches the 25% increase/decrease mark.
Effective change order administration is imperative for controlling cost and schedule on a construction project. The goal is to provide timely direction to the contractor while assuring that the costs of changes are fair and reasonable to both the contractor and the City. Issues may arise that have the potential for leading to claims. We minimize and avoid potential disputes by staying involved with the project and listening to the concerns of all project stakeholders.
Our intent is to meet with the contractor and resolve issues without delay and at the lowest possible level. We also
recognize the importance of maintaining proper documentation pertaining to any dispute. If a dispute develops into a claim, we will review the dispute or claim, determine additional analysis to be performed, decide on merit, and provide recommendations to the City. We have a history of resolving issues prior to completion of the project and we are skilled at examining issues along with related specifications and maintaining detailed project documentation which mitigates potential claims from the Contractor. All relevant information as it is compiled and becomes available will be shared with
the City Project Manager and will be included in the monthly Progress Report provided to the City.

Progress/Coordination Meetings
During the construction phase, Mr. Abuelhassan will coordinate meetings with the City, design engineer, and all
stakeholders leading up to the pre-construction meeting. Agendas will be prepared and distributed as well as meeting
minutes. Mr. Abuelhassan will conduct weekly progress meetings with the contractor to address the status of the
project and project issues. The team will prepare and distribute agendas, minutes, and an issues log. The meeting will be attended by representatives from the City, Contractor, Caltrans, utility owners, and other stakeholders as applicable. Some attendants will not be required to attend every meeting and will only be invited when their respective input is required. During these meetings, the status of submittals, RFIs, CCOs, and project issues will be reviewed and updated.
Safety
Nothing is more important than the safety of the construction team and the public. The team will ensure conformity to all safety provisions in the OSHA Construction and Safety Manual. A project specific safety plan will be prepared prior to start of construction and every team member will be required to read, sign and implement the Project Safety Plan. In
addition, weekly tailgate safety meetings will be held for the project team and topics relevant to ongoing and upcoming
construction activities will be covered at those meetings.
Drainage
Proper on-site drainage is critical for the safety of the public and the constructed facilities. It is very important to
maintain working drainage facilities during construction to prevent flooding of the project site and to construct the new
facilities with the ultimate conditions in mind. The project proposes to construct new drainage systems with various pipe sizes and materials and drainage structures. Mr.
Smith is well-versed in the construction of drainage facilities and systems in accordance with the Caltrans Standard Plans and the Green Book.
Electrical Inspection
In November 2012, Governor Brown issued a Directive that directs Caltrans to establish a policy and procedure to certify all projects on State Highway System meet the current ADA requirements. Our team members are currently working on several projects that are under this new policy. DESI inspectors are familiar with the ADA requirements
specifically in relationship to electrical elements such traffic signal poles, light poles, push-button systems, temporary
pedestrian route, permanent pedestrian facilities and the new Caltrans project buy-off policies. DESI team members have experience in verifying grades and performing quality assurance inspection of the curb ramps to ensure compliance and requirements. DESI staff have completed all required training for the temporary ADA pedestrian route, as needed.
Environmental Coordination & Biological Monitoring
Preparation for the construction phase will involve a variety of tasks requiring close coordination between the Construction Management Team, Environmental Compliance Manager (ECM), Project Archaeologist, and Project Paleontologist. The ICF team has a proven track record in managing large multidisciplinary projects and will bring that experience and a proven project management system to the project. Coordinating with the CM team will require a
thorough understanding of potential issues that can affect project schedules, and the ability to develop creative solutions.
ICF’s ECM and cultural team lead, Mr. Vargas, have worked on many construction compliance projects, and are
extremely familiar with the biology and archaeology of the region and strategies and methods for successfully managing compliance monitoring projects. Both Mr. Haley and Mr. Vargas have coordinated with CM teams to develop strategies for dealing with biological constraints and unanticipated discoveries, safety issues, and other circumstances that arise during monitoring fieldwork.
PRE-CONSTRUCTION PHASEMr. Haley and Mr. Vargas will review all compliance requirements in the ECR and will ensure all relevant documentation
is provided to the RE for inclusion in the compliance file, such as approved work plans, monitoring logs, monthly
monitoring reports, and final monitoring reports. We will prepare a cultural resources monitoring plan and paleontological monitoring plan to inform and guide archaeologists and paleontologists on monitoring processes and procedures throughout the construction phase of the project. An overall WEAP training will be prepared that includes biological, cultural, and paleontological requirements. We will review design plans and provide the RE with recommendations on potential biological, archaeological, and paleontological constraints in the field. We will also work
with the Contractor to determine the construction monitoring schedule and schedule the timing of the pre-construction
burrowing owl, nesting bird, and rare plant surveys as well as the ESA fence installation.

CONSTRUCTION PHASE
The ICF team will work with the CM team to ensure that all monitoring staff are qualified and that all applicable safety training is completed and in good standing. Mr. Vargas will administer the cultural resources portion of the WEAP training to all field personnel and a biological monitor will administer the biological resources portion. Timely and accurate communication between field staff, the biological/cultural/paleontological resource specialist, the ECM, and the CM team is critical to successful completion.
Mr. Haley and Mr. Vargas will be responsible for compliance with the overall biological, cultural, and paleontological
measures, as presented in the ECR. Mr. Vargas will work closely with the ECM to review the weekly project construction schedule and coordinate scheduling for archaeological, paleontological, and Native American monitors to ensure the appropriate level of effort is achieved each week during construction. Mr. Haley and Mr. Vargas will identify the appropriate level of monitoring effort, any unforeseen issues and identify actions to resolve those issues. Mr. Vargas will provide all relevant cultural and paleontological resources documentation and record-keeping to the ECM, and will
provide detailed information for monthly progress reports, including milestones completed, any issues encountered and
their resolution, and anticipated future actions. Mr. Haley will provide regular updates to the RE in order to keep the ECR up to date.
POST CONSTRUCTION PHASEUpon conclusion of ground-disturbing activities, Biological, Cultural, and Paleontological Resources Monitoring Reports will be prepared to document the methods and results of the construction monitoring and any additional studies such as unanticipated finds recovery and analysis. The reports will describe any newly identified resources and the procedures
implemented to evaluate and treat the finds.
From SouthstarMr. Abuelhassan will study and implement the Environmental Commitment Record (ECR) for the Project. All pre, during
and post-construction requirements will be closely adhered to and implemented. The proposed Environmental sub-
consultant, ICF, prepared the initial ECR and will be on-board to ensure full compliance of each and every item listed.
Neighborhood Communication/Public Information
Our proposed bilingual public outreach representative, Ms. Barrientos is passionate about construction and educating
the communities during construction. Throughout the life of the project, as she did with the La Quinta Complete Streets
project, she will take the time to get to know community to engage and gain support. The public outreach plan (Plan) will be a living document, adjusting as the construction schedule progress thus serving as the primary resource to successfully keep the public informed about the project. Experience in the Cities of La Quinta, Palm Desert, Highway 111 traveling community, School communities, mobile estate communities, and the desert community.

In the construction world, each stage or phase impacts the entire project or a focused area. Ms. Barrientos is an expert in identifying the potential impacts
by reading, understanding staging plans and traffic control plans. She partners and works alongside the technical team
and the contractor to find solutions that minimize impacts to the community.
Submittal Management & Review
The Southstar team will review project submittals, such as the Storm Water Pollution Prevention Plan (SWPPP), asphalt
and concrete mix designs, excavation plans, falsework plans, shoring plans, shop drawings, material suppliers, material
sites, etc. The team will also approve or recommend approval of, subject to delegation of authority from the City, other documents requiring review and approval.
RFI Management & Review
The Southstar team will respond to Contractor’s Requests for Information (RFIs) or forward them to the design engineers as deemed necessary. A weekly tracking report listing new, resolved, and outstanding RFIs will be prepared by the team and submitted to the City and will be discussed at the weekly progress meeting with the contractor. Follow up on all outstanding RFIs will be conducted by Mr. Abuelhassan to resolve issues efficiently. Mr. Hannawi will create and maintain and RFI Log that will track any RFI from inception to closure.
Review Certified Payrolls
The Southstar team will verify compliance with Federal and State labor laws by reviewing contractor’s certified payroll records and performing worker interviews. Labor compliance is an important part of the construction manager’s effort
to protect the wages, benefits, and employment rights of staff on the project.
SWPPP
This project is certified as a Risk Level I. Mr. Abuelhassan is a registered QSD and Mr. Smith is a registered QSP. They will be responsible for verifying water pollution control regulations, erosion and sedimentation processes, BMP installation
and maintenance, dewatering operations, sampling and analysis, contract administration for water pollution control,
and reviewing storm water pollution prevention plans. Team members are required by Mr. Abuelhassan to provide recommendations for improvements to the BMP installation and functionality daily during their regular inspection activities.
Construction Inspection Services
INSPECTION & DOCUMENTATION
Field Inspectors are the first line of defense on any construction project. It is important to have seasoned and experienced field inspectors in the lead of any field activities to ensure contractor’s compliance with the plans and specifications and to provide a quality product to the City, Caltrans and the motoring public. It is also critical for proper documentation of all field activities to maintain accurate measurement and payment records on all Contract Items. The Southstar team is comprised of seasoned construction management personnel with many years of individual experience
on projects such as this one. Our proposed senior inspector, Mr. Smith, has completed complex interchange projects
of his own and has supported Mr. Abuelhassan in delivering multiple successful projects in recent history and to the present. Mr. Smith will be engaged in the construction phase from day 1 and will be on the project until the completion of construction. In the field, our team will make all reasonable efforts to guard the City against defects and deficiencies in the Contractor’s work. The field inspector’s daily diaries will contain full documentation and photographs of the work performed. Consistent and accurate written and photo documentation of all field activities is of paramount importance in
protecting the City against contractor claims and costly contract change orders.

Materials Testing, Construction Testing & Quality Assurance Program
DOCUMENT CONTROLDocumentation of RMA’s testing activities will be performed in accordance with the Caltrans procedures. The filing system will follow the Caltrans Construction Manual, Chapter 5, which details the process for organizing project records
and reports. Files will be maintained for each contract bid item. The files for each individual bid item will contain the
results of Category 37 Initial and Acceptance Tests, as well as summaries within each individual file which are updated monthly.
SAMPLING AND TESTING OF MATERIALSMaterials testing for the acceptance of various construction elements will be required on projects constructed under the local assistance program. Materials testing will be required in both the field and the laboratory to verify that the materials utilized during the construction of the project meet Caltrans and the City of La Quinta’s Quality Assurance
Plan. The primary role of the consultant selected for this project will be to provide the staff and facilities to complete all
of the required tests and to document those activities in a manner acceptable to Caltrans. Therefore, all of the materials
testing performed will be performed certified testers that participate in and are certified by the Independent Assurance Sampling and Testing (IAST) program sponsored by Caltrans.
Tests will be performed using procedures outlined in the Caltrans Manual of Test and the projects special provisions. The frequency of testing will be as directed by the Resident Engineer and conform to:

Southstar will schedule and coordinate source inspection with ZTC. ZTC will develop and manage the project SIQMP
based on project specifications, Title 23 CFR 637 requirements, Caltrans Construction Manual, and Caltrans Source
Inspection guideline for review and approval.
ZTC will provide source QA inspection including steel inspectors, non-destructive testing (NDT) structural steel inspectors, coating inspectors, precast concrete inspectors, and other source inspectors as needed. ZTC Structural Materials Representative (SMR) will deploy precast concrete inspectors (PCI), certified welding inspectors (CWIs), and
coating/paint inspectors to the project’s various materials manufacturers and suppliers based on the quality assurance
requirements set forth in the approved SIQMP and as discussed with the city. Acceptance will range from Certificate
of Compliance acceptance to full source inspection by one of ZTC’s certified material QA inspectors. They will perform all required source QA inspections for precast girders, structural steel material, pre-stressing components, concrete materials, and all other materials identified in the SIQMP. ZTC will make sure that all files, QC records, material test reports (MTRs), documents, test results, and engineering reviews are documented and are in conformance with the
approved SIQMP.
Surveying
Preserving centerline monuments and other surveying points of control is a required task to be performed prior to and upon completion of all construction activities. This requirement to locate corners and monuments that may be destroyed
in the project construction limits, also require the surveyor to document said findings by preparing a Corner Record
document or Record of Survey Map and have it recorded or files with the County of Riverside. DEA will ensure this is requirement is properly performed for pre and post construction monumentation preservation and that a Corner Record or Record of Survey Map for compliance with the California Business and Professions Codes is filed.
DEA understands the process required by the agency for compliance with the appropriate standards and specifications necessary for providing construction survey services. In addressing the methodology for a typical construction staking
project, DEA understands that the Caltrans Survey Manual and the Standard Plans and Specifications for Public Works
Construction (Greenbook) are the governing documents by which all surveying services will be performed. DEA will follow the local agency standard in the event the agency has a preferred and documented procedure for construction survey staking.

Review and Maintain “As Built” Drawings
The Southstar team will maintain a red-lined set of “As-Built” plans in the construction field office documenting as-built
conditions. At the end of construction, our team will coordinate with the Designer on the preparation of a set of original
structure tracings with As-Built corrections in accordance with Caltrans Local Assistance Procedures Manual. As-Built
plans for roadway items shall be in accordance with Caltrans standards. As-Built drawings will be reviewed to confirm all changes to the plans are accurately documented. Following the review, they will be transmitted to the designer to be updated into the electronic plan set with Mr. Abuelhassan’s signature and transmitted to Caltrans for archiving.
Final Inspection and Punch-List
The Southstar team will deliver a final completed project to the City in compliance with the PS&E package, and all applicable codes, permits and standards. The team will perform final inspections and issue punch-lists of incomplete work, monitor punch list completion, coordinate final project acceptance with the City and other stakeholders, close out the project’s files and turn them over to the City with the project’s as-built plans and work with the City in coordinating,
completing, and filing all invoicing and necessary documentation to ensure proper and full reimbursement of funds.

Final Project Report
Mr. Abuelhassan will create a Project Report that identifies the construction of the project, the final cost of construction including construction management and administration, a list of all Contract Change Orders, a list of Construction Claims
and the result of each after resolution, and photo and video documentation of construction.
FINAL PAYMENT, FINAL REPORT OF EXPENDITURE CHECKLISTItem Closeout | All open contract items will be closed out and balanced. Item overruns and underruns will be resolved
with the Contractor. Contract Change Orders to adjust item prices will be created if necessary.
Claims Report | Mr. Abuelhassan will prepare a Claims Report for each claim that is outstanding and unresolved at the end of the construction project. Claim Reports shall be in accordance with the Caltrans Construction Manual.

Southstar’s team of experts reviewed the available plans and related documents for the Project. Note that the staging/traffic handling plans for the project provided limited information to allow the contractor to provide their own staging plan and
not to dictate means and methods. However, Southstar applied its decades of
experience on similar projects and assumed a logical staging plan and certain logical progression of activities while applying realistic durations to these activities. A construction start was assumed to happen in September 2022. The following schedule shows the various activities progressing simultaneously. Of critical importance is providing a condensed and rapid turnaround in critical submittal
reviews as well as all the pre-construction public outreach activities taking place
immediately after Notice to Proceed from the City. Based on the provided design plans and estimated quantities of materials, the team concluded that the entire project aspects can be completed successfully in under 400 working days (about 18-19 months). Therefore, it is estimated the project will be complete in April 2024. This is more than four (4) months ahead of the estimated construction completion
listed in the RFP.
This early completion is primarily achieved by cutting down submittals review times from the onset and early and sustained communication with utilities and the contractor for review of all relevant submittals, then immediately starting construction. Overlapping a significant amount of activities within each stage of the project improvements also helps, such as starting the bypass road and
implementing portions of the road widening activities operations simultaneously. Also constructing the majority of the bridge abutments and bents for both right and left bridges within Phase 1 construction. Experience shows that the contractors will build all available project components within an individual construction stage while avoiding conflict with the controlling operations. In addition to the above assumptions, Southstar also applied realistic production
rates and durations to controlling activities on the project, yielding cost and
schedule savings. The shortened construction duration will provide early beneficial use of the facilities to the public and will significantly reduce the construction management and contract administration cost by about $800,000.

Management. 20 years of state service with the California Department of Transportation,
Division of Structures Construction, tenure included 9 years of Structures Field Engineer,
8 years as Senior Bridge Construction Engineer and one year as Area Bridge Construction
Manager in District 08 and 09 (San Bernardino and Riverside Counties).Key projects
include the 210/15 interchange which consisted of 21 Bridge Structures, reconstruction of

Resident Engineer/Structures Representative
Streeter Avenue Grade Separation project provides for the lowering of Streeter Avenue
under the UPRR railroad tracks. The project scope includes the construction of two parallel
bridges, one to carry Dewey Avenue traffic that parallels and is immediately adjacent to the
tracks, and another bridge to carry UPRR/BNSF/Metrolink trains over Streeter Avenue.
Other work needed to complete the grade separation project includes: Realignment of
residential streets within the project area; reconfiguration of utility facilities; and the
construction of a new storm water pump station. Jose was the Resident Engineer
/Structure Representative from start to end, responsible for all road work/ street

This project provided for the separation of a major arterial street from the BNSF mainline

Public works department responsible for all road work/ street realignment, bridge construction, railroad coordination,
contract change orders, pay estimates, RFI and submittal review, schedule review, ADA compliance, project closeout, PR
with the stakeholders.

Columbia Avenue Grade Separation, Riverside, California
Resident Engineer/Structure Representative,
This 4-lane roadway bridge was constructed over three tracks of the Burlington Northern Santa Fe Railroad (BNSF).
Construction of the project, located within an industrial area of the City, required the installation of mechanically stabilized
embankment (MSE) walls, extensive traffic detours, utility relocations, and the realignment of several local streets.
Responsible for all construction activities and construction administration, including complex staging, coordination with
multiple utilities and agencies, field inspections, submittal review and documentation, review of shop drawings, MSE walls,
shoring, falsework, review of structure RFI’s, negotiations of monthly pay requests and change orders with contractor. In
addition to these tasks, ensured job safety and inspection. He ensured that survey and materials testing personnel were
available and administrative requirements were maintained. His role created a liaison between the city of Riverside and
various other agencies and contractor.

MINI BIO: Mr. Haley has over 16 years of experience leading and conducting special-status species surveys,
impact analyses, biological compliance monitoring, and permitting support for a variety of transportation
projects throughout Riverside and San Bernardino Counties. He brings expertise on local flora and fauna as
well as managing environmental compliance programs.
Between 2014 and 2019, he was continuously a part of Construction Management teams as Environmental
Compliance Manager/Lead Biological Monitor on bridge replacement, interchange improvement, or freeway

RCTC, Mid County Parkway Sweeney Mitigation Site, 2018 - 2019 (San Jacinto, CA)
Mr. Haley served as the Environmental Compliance Manager/Lead Project Biologist on the Construction
Management team. This project consisted of creating a 36-acre mitigation site on a 100-acre former
farmland parcel for RCTC’s future Mid County Parkway project. It essentially restored the 10-year
floodplain of the San Jacinto River, introduced and/or expanded upon populations of four rare plant
species, and created suitable habitat for burrowing owl. Mr. Haley was responsible for ensuring
compliance with mitigation requirements set forth in RCTC’s permits/agreements with USFWS, CDFW,
RWQCB, WR-MSHCP, and IS/MND (ECR). Frequent coordination with the Resident Engineer was required
to ensure compliance with all permit conditions. He conducted agency notifications and coordinated pre-
construction nesting bird and burrowing owl surveys, biological monitors, as well as seed collection and
restoration activities with the restoration ecologist. He prepared the worker education program, Nesting
Bird Plan, and pre-construction nesting bird and burrowing owl survey reports. Also coordinated and
managed the archaeological and paleontological monitors.

larger overpass for Jefferson Street, reconfiguring the on- and off-ramps, and demolishing two existing
overpasses located along I-10 at Jefferson Street. Burrowing owls, Palm Springs round-tailed ground
squirrel, and rare plant species were previously recorded within the project boundary. He was
responsible for conducting pre-construction nesting bird and burrowing owl surveys, providing worker
education, construction monitoring and general compliance and guidance on requirements from issued
permits. Duties included: biological monitoring (minimum once per week), writing monthly monitoring
reports, and providing input to CM team regarding biological resource issues and compliance.
City of Chula Vista, Willow Street Bridge Replacement Project, 2017 – 2019 (Chula Vista, CA)
Mr. Haley served as the Environmental Compliance Manager/Lead Project Biologist on the Construction
Management team for the replacement of this 610-foot bridge over the Sweetwater River, as a
subcontractor to T.Y. Lin International. Frequent coordination with the RE about construction activities
and schedule was required to ensure compliance with USFWS BO, 401, 404, and 1600 permits. He
coordinated with the City, Caltrans, USFWS, CDFW, and the RE to support Formal Section 7 Consultation
process during construction upon discovery of a range extension for light-footed Ridgway’s rail. Other
species monitored for included least Bell’s vireo, California gnatcatcher, nesting raptors, and migratory
birds. Coordinated daily biological monitoring and weekly biological resources surveys.
City of Indio, Highway 111 Widening Project, 2018 – 2019 (Indio, CA)

For over 30 years, Benjamin has worked on numerous and varied types of cultural resources projects
throughout the southwestern United States and California, in both environmental consulting and academic
settings. His professional experience includes Section 106 and California Environmental Quality Act (CEQA)
regulatory compliance, Native American consultation, project management, all phases of survey, excavation,
and laboratory analysis, collections management, forensic recovery, and management of construction
monitoring.
Benjamin has extensive experience working with Native American groups through consultation, excavations
and repatriation projects. Throughout his career, Benjamin has worked on numerous construction
management teams as a Lead Cultural Resources Specialist and Lead Monitor on a variety of projects in the
transportation, energy, and land development sectors. Benjamin has overseen cultural resources monitoring
programs and has developed and implemented construction compliance monitoring plans. He is the primary
author of numerous research-oriented and compliance-driven cultural resource management reports.
Benjamin meets the Secretary of the Interior’s Qualification Standards in archaeology and is a Registered

Under the oversight of the Federal Railroad Administration (FRA), The Virgin Trains USA/XpressWest High-
Speed Train Project (Project) seeks to construct an approximately 182.3-mile high-speed passenger train line
connecting Victorville, California, to Las Vegas, Nevada. Under Benjamin’s direction, ICF and their
subconsultant partners have surveyed over 3,000 acres along the approximately 182-mile-long corridor in the
Mojave Desert, mostly on lands managed by the BLM. Benjamin’s duties have included oversight of all
archaeological work including records searches, pedestrian surveys, geoarchaeological studies, recordation
and evaluation of archaeological resources, co-authorship and editing of the Archaeological Survey

generation facility. Benjamin oversaw the implementation of the Mitigation and Monitoring plan and
coordinated archaeological and Native American monitoring including scheduling and coordination of two
tribal representative groups. Additionally, Benjamin facilitated daily and weekly reporting of monitoring
activities and oversaw and co-authored the archaeological monitoring report.

As Senior Archaeologist, Field Director, and Co-Principal Investigator, Benjamin provided direction of fieldwork
on two large-scale data recovery operations, oversight of field logistics, oversight of Quality Assurance/Quality
Control procedures, Native American/Most Likely Descendent consultation, developing and implementing
field procedures, oversight of long-term archaeological monitoring program, archival research, quality control
officer for key planning documents and supporting technical reports. Benjamin oversaw long term

surveys, site recordation, archaeological evaluations of multiple prehistoric archaeological sites, construction
monitoring, research and reporting in support of multiple University Hills Faculty and Staff Housing Projects.
Studies undertaken as a part of the CEQA review process included archaeological testing and evaluation, and
laboratory analysis of archaeological materials encountered during testing, development of a monitoring plan,
coordination and implementation of archaeological and paleontological monitoring plans, research, reporting

Washington/National Project Archaeological and Paleontological Testing and Monitoring-- GDCV

Under Benjamin’s direction, SWCA implemented an archaeological and paleontological mitigation monitoring
program during project construction. Benjamin managed cultural and paleontological resources monitoring
and archaeological feature recordation/recovery and paleontological specimen recovery, developed the
archaeological monitoring plan, oversaw archaeological feature and artifact analysis and laboratory work,
monitoring reporting and was the senior author on the archaeological technical report. Benjamin also
coordinated paleontological monitoring, analysis, and reporting. As part of this project, several historical-
period archaeological features were identified, recorded, analysed, and evaluated for their potential inclusion
in the California Register of Historic Resources.

As Field Director, Project Manager co-Principal Investigator, and Lead Archaeological Monitor, Benjamin
oversaw BLM Class III intensive pedestrian surveys, resource documentation, and implementation of the
cultural resources monitoring program. Benjamin was the primary author of cultural resources Class III
reporting documents and cultural resources monitoring compliance reports; conducted Native American
