CONSENT CALENDAR ITEM NO. 1 COMMUNITY SERVICES COMMISSION MINUTES SEPTEMBER 13, 2021 3. APPROVE JUNE 14, 2021 MEETING MINUTES MOTION - A motion was made and seconded by Commissioners La Greca/Blakeley to approve the June 14, 2021 meeting minutes as submitted. Motion passes unanimously. STUDY SESSION 1. INTRODUCE NEW COMMISSIONERS AND REVIEW MEETING PROTOCOLS AND RULES OF PROCEDURE Chair Biondi opened the floor for introductions and led discussions regarding meeting schedule and protocols, rules of procedure, and commission purvue. Chair Biondi requested feedback from Commission regarding regular meeting start times. Commission agreed to agendize the item to discuss and approve a new start time. 2. PROGRAM OVERVIEW AND COMMISSION ROADMAP Community Resources Director Escobedo began discussions regarding the Commission’s areas of focus: art, events, and recreation. Community Resources Analyst Calderon provided an overview of the City’s Art in Public Places (APP) program and an update of the current art projects. Commissioner Blakeley mentioned the City’s Quimby Fund where developer fees are collected to support the APP program. A public comment was made by Cynthia Beesemeyer regarding the proposed art pedestal project and the feasibility of reaching out to developers to redesign the pedestals as their contribution to APP. After discussing the status of the art pedestal project and the unexpected expenditures needed to accommodate the art installation that was chosen, Commission directed staff to revisit other art alternatives that could utilize the existing pedestals and fall within the allocated budget. Community Resources Director Escobedo provided an overview of the City’s array of events, recognitions and acknowledgements, and the reviving of the Youth Committee. Community Resources Manager Calderon provided an overview of the City’s recreation programs including hiking trails, Wellness Center activities, and X Park. COMMUNITY SERVICES COMMISSION MINUTES SEPTEMBER 13, 2021 3. Committee Assignments Community Resources Director Escobedo presented the staff report verbally. • Commissioners are invited to participate in the City’s annual events. • A motion was made and seconded by Commissioners Blakeley/La Greca to approve Commissioners Gordon/Shelton for the Civic Center Art Committee. Motion passes unanimously. DEPARTMENTAL REPORTS 1. ART MURALS UPDATE Community Resources Analyst Calderon presented the staff report verbally. • At Council’s direction, staff recommends a new location for a mural that was previously designated for the Silverrock Event Site. • Mural will be moved to the recently acquired City property adjacent to the La Quinta Museum and designated for the La Quinta Cultural Campus. 2. DISCUSS DATES FOR FACILITIES TOUR • Staff informs Commission of potential tour sites including City facilities, parks, and artpiece locations. • Staff will schedule facility tours with Commission in upcoming months. EXECUTIVE SUMMARY •Two (2) Commissioners are selected to serve on the Civic Center Art Committee for the March La Quinta Art Celebration. •Committee members will collaborate with City staff to select art purchases for the Art in Public Places (APP) inventory. •La Quinta Art Celebration to be held on March 3-6, 2022. FISCAL IMPACT - None. BACKGROUND/ANALYSIS As community liaisons and City ambassadors, commissioners are invited to participate and assist staff in a supporting role at select City events, programs, and committees/sub-committees. Participation includes serving on the Civic Center Art Committee to select artwork to be featured in the APP inventory. Civic Center Art Committee members will attend the La Quinta Art Celebration in March 2022 to chose artwork for display at La Quinta City Hall, Civic Center Park, La Quinta Library, and/or other public locations. EXECUTIVE SUMMARY •Riverside County’s Senior Inspiration Award Program recognizes and honors outstanding senior citizens for volunteer involvement. •Each Coachella Valley city nominates a resident and/or volunteer for this program. •City staff requested nominations and received 4 nominees. BACKGROUND/ANALYSIS Each year, the County of Riverside and Coachella Valley cities select a senior citizen, 65 or older, to be recognized for their volunteerism and active engagement in their community. Staff solicited nominations (Attachment 1) from Greater Coachella Valley Chamber of Commerce, La Quinta Historical Society, La Quinta Rotary Club, Friends of the La Quinta Library, La Quinta Cove Neighborhood Association, Friends of the Desert Mountains, Coachella Valley Rescue Mission, FIND Food Bank, Desert Classic Charities, Riverside County Sheriff (La Quinta Police), Riverside County Fire, La Quinta Library and La Quinta Museum. A call out for nominees was also done through social media. Phil is an ambassador of health and wellness, as he is an avid cyclist, often commuting to meetings, events, social gathering via bicycle throughout town. He works to stay healthy and enjoys meeting people wherever he goes to brag about how wonderful La Quinta is and how much he loves living here. California Naturalist from UC Riverside – this was a four-month educational class in which one learns more about the ecosystem of the Coachella Valley. Then in turn you help to inventory and/or count plants, animals as a census to determine how the Valley is doing as it continues to grow and become more populated. He has not been active in this task the last two years as there is a lot of climbing steep mountains involved as you evaluate the ecosystem. Visit Greater Palm Springs Tourism Ambassador for the Coachella Valley - This is a national organization program, and one must be updated every two years. Phil is on his third year. He uses his learnings about valley events, where to go, what to do, our destinations, recommends restaurants, and uses his education from being a California Naturalist every day whether it is meeting new neighbors, when he is out volunteering, riding his bike for 20 miles with his buddies or interacting with the public in general. He is always surprised at how little people who live here know so little about all the Valley has to offer. Some who live in La Quinta never would consider going to Palm Springs for dinner and those in Palm Springs are ignorant overall about the East Valley. This is such a valuable program that the tourism board offers. Jeep Eco Tours – For 11 years Phil has taken tourists to Joshua Tree, the San Andreas Fault, Indian land, etc.….It is a means of him teaching visitors or new residents about our ecosystem and what makes the Valley unique. During the pandemic these tours skyrocketed in their popularity. Coachella Valley Horse Rescue Mission Annual Fundraiser – This fundraiser started 4 years ago and Phil has served twice being a shuttle driver to take attendees from the parking lot to the reception area. It is a one-day event to gain donations so that this non-profit organization can continue to save discarded horses. The organization then utilizes these horses to teach children how to ride and specializes in working with the disabled who seem to communicate well with these animals. Riverside County Supervisor V. Recognizing the steep decline in school funding for art programs, she recruited a group of supporters and opened a studio in La Quinta open to all ages and abilities with free classes. The studio grew and moved four times and is now the three-acre Old Town Artisan Studios campus. OTAS has now become a non- profit that serves other non-profits. Two mobile vans take art supplies and instructors throughout the valley to senior centers, Boys and Girls Clubs, Desert Arc and dozens of other groups. The art campus also hosts school field trips. Victory was especially touched by a boy from Coachella who broke ranks and ran to the grass where he rolled around. The teacher explained that he had never seen grass. To Victory, those are the moments that matter. Moon light hikes are offered to families throughout the valley. Guided hikes – i.e., partnered with Housing Coalition to bring in children from East valley to experience nature. Included during the hikes is sharing information on the importance of honoring the environment by staying on the trails, importance of habitat for endangered animals (big horned sheep, fringe toed lizards) Organizes groups such as: Weed Warriors. Control and remove invasive weed species that threaten sand dune habitats, including Saharan Mustard, and Fountain Grass and Saharan Mustard (invasive weeds consume scarce water and overrun native plants that desert animals feed on. Trails Preservation – complaints are called in to Ms. Nuckels will forwards to the appropriate department at Friends of the Desert Mountains. Volunteers are organized to clean up graffiti and maintain and rebuild trails damaged by storms to maintain safety for trail users. Ada Nuckels began hiking at age 66. By the age of 67, she was leading people of all ages into the many and varied trails in the Santa Rosa and San Jacinto Mountains National Monument. One of her favorite adventures is taking groups on Moonlight Hikes in the La Quinta Cove. In addition to planning, scheduling, coordinating and essentially masterminding the whole program, Ada takes the love she has for our local mountains and trails and pours it into the people who are fortunate enough to follow her into the wild. For the past decade, Ada has studied the plants, the animals, the geology, the history, and the trails, and she readily shares her knowledge with anyone willing to learn. Ada makes the desert come alive and allows people to see what she sees and love what she loves. Many people return again and again to experience the connection to the land that Ada makes possible. Ada’s dedication does not end there, however. She has spent countless hours--day and night--educating children and adults, removing invasive weeds, cleaning up trash, assisting with wildlife surveys, scouting and maintaining trails, and creating new ways for more people to connect to the land. Most importantly, Ada also dedicates a great deal of time while off the trail to recruiting, encouraging, supporting and inspiring other people to volunteer their time to do all of these things and more. Friends Volunteer programs thrive because Ada has been there, behind the scenes, making sure that things happen. When you encounter the beauty of our local mountains, you recognize why people choose to spend time here. And whether you know it or not, all of our continued enjoyment of these mountains, whether it is for an evening, a weekend, or a lifetime, is in no small part due to Ada’s work. I am a sculptor based in Boise who specializes in creating enduring works from metal. For over 25 years I have been sculpting contemporary works that combine clean, flowing lines with unexpected details. My fabrication skill set serves not only my own art but allows me the opportunity to collaborate with artists of other disciplines to design and create unique works. Regionally I have collaborated with many Boise artists on a number of recent projects and have worked with the nationally renowned sculptor Arthur Higgins. Working in primarily metal allows the flexibility to produce both delicate and monumental objects of art that can live in almost any space. The materials I work in most often are aluminum and stainless steel which are extremely versatile for lasting outdoor installations. The meticulous construction methods that my studio employs often give a seamless quality to the art to emphasize the elegant lines of the design. Color is used carefully to enliven the space and I often incorporate other materials in the work as important details. Recent pieces have utilized gilding, mosaic, acrylic and specialized finishes to enhance the design. These projects have required working with architects, contractors, engineers, neighborhood associations and city planners in a team effort. The resulting art is a combination of artistic vision, solid craftsmanship, and careful integration of the piece in the natural setting. Because I fabricate my own designs, I’m able to offer “more sculpture” so to speak as I don’t have the cost of hiring someone else to build my artworks, and also gives me the advantage of being in better control of meeting timelines and staying within budget. I am confident in my abilities to design, fabricate and install unique artwork for the City of La Quinta. The skills needed to do so; creative design, meticulous craftsmanship, solid fabrication, and practical experience with permanent materials; are skills that I have been employing on many individual installations internationally. LETTER OF INTEREST I am a multimedia artist known for my distinctive designs inspired by butterflies. My signature butterfly oasis installations integrate as an orchestra of vivid colors and light into a visually bold and beautiful interior and exterior designs. It carries a message of faith to inspire others to attain their highest potential. It creates an inspirational and memorable platform that affirms nature and the energy of life. I have installed my butterflies sculpture and murals in multiple locations in the U.S. and throughout Central America and Europe. My first monumental butterfly sculpture, “Ananda,” was commissioned by the former first Lady of Panama, Ms. Lorena Castillo, and the United Nations Director of Communications & Global Advocacy, Anne Marie Hou. “Ananda” is a 7-feet tall butterfly sculpture that was installed at the United Nations headquarters in Geneva to support their 2016 Program on HIV/AIDS Zero Discrimination Campaign. “Ananda” celebrates the inherent contentment, joy and fulfillment of existence, and it was created as a symbol to promote diversity, inclusion and equality around the world. “Ananda” is now part of the United Nations private art collection. The Dance of the Butterflies mural in West Hollywood, CA, represents the celebration of love, acceptance, respect and equality. It became one the most well-known mural in Los Angeles, and it was selected among the “100 Most Photogenic Spots in Los Angeles” by Los Angeles Magazine; 3. The Butterfly Harmony Piano for the City of Beverly Hills and the Wallis Annenberg Center for the Performing Arts Sing for Hope Pianos program. The Butterfly Harmony Piano is an expression of my aim to always encourage others to shine - to become the best they can be – for themselves, for others, and ultimately, for the whole of humanity; 4. The Vida Mural in Lancaster, California pays homage to the constructs of life. Its purpose is to promote a message of new “Life (Vida)” and possibilities to those less fortunate. The mural aims to evoke a sense of taking action, serving the needs of the community, and creating opportunities so that we can grow together as a stronger society. An open invitation for all of us to be present; 5. Ill Camino della Farfalla commissioned by the City of Panama, Panama. It is a butterfly mural painted on eight sets of stairs in one of Panama City’s oldest district. The installation project was granted by the District Mayor office with the intention to connect people with the present moment and engage their spirit with a colorful journey; 6. The Dream Big digital video billboard displayed at 46th street in Time Square New York. It was showcased on a 15,000 square feet LED screen as part of the See Me Take Over exhibit; and 7. The Confetto mural commissioned A&I Fine Art and Photography printing company as part of the Mural Alley in North Hollywood. The mural was named after the Italian word “Confetto” that in Italian means “small sweets.” As an artist, I have experienced how public art can vastly contribute to the design and the cultural vitality of a community and its public spaces; illuminating what makes a place unique with an aesthetic appeal. Public art provides a free and beautiful forum for artistic expression and the promotion of the social usefulness of a place. Public art offers the opportunity to promote the participation and engagement of community members and the integration of diverse innovative ideas during the creative and installation process. I have witnessed how public art can define a community identity and enrich people lives. I am a multicultural person, born and raised in Panama, living in the USA, and working at the national and international level. Working with people from different cultural backgrounds has presented me with unique opportunities for collaboration and creativity. I have learned how important it is to promote the participation of community members and stakeholders during the conceptualization, design and installation of my art. I respect and acknowledge people’s contribution at all levels of the creative process. I constantly witness and experience the emerging needs for diversity and inclusion of new concepts and the interpretation of new ideas within communities and through their public spaces. Statement of Qualifications: Monica Wyatt: Adding the Personal Element to a Public Space If public art is meant to inspire extraordinary experiences in ordinary places, my bronze sculptures and assemblage installations embody extraordinary experiences derived from the ordinary. Celebrating women and family, love and nature, and tangible tender spots of affection, my work adds a personal human element to a public space. Should I be selected as a Pre-Qualified Artist and assigned a future project, my goal would be to make a public art piece that is the pride of La Quinta. I’m confident that my work has the presence and artistic merit to transform a space and connect a community. While my figurative sculptures and assemblage pieces may be abstract and whimsical, my approach to a public art opportunity would be methodical and collaborative. I would propose to engage community stakeholders, asking what is lacking in their space, what do they like, want more of and need? I would discern the rhythms and natural axes of the space and address ways to improve usage, while sparking imagination and involvement. As an exceptional Pre-Qualified Artist candidate, I feel well prepared to realize a project with the highest standards. In my freshman year at UC Berkeley, I embarked on a major in Environmental Design. I learned about public planning, the flow of public spaces, the power of engaging and enhancing the users’ experience, and how to read plans. I also have considerable experience working on a team, managing multi-million dollar budgets, problem solving, and delivering on time and on budget. Although I switched majors, graduating with a Bachelor of Arts in English literature, I never lost my passion and ability to visualize space, volume, and peoples’ relationships within them. In June, 2020, my sculpture, I’m Listening, was one of ten works chosen out of more than 300 submissions for the Newport Beach Civic Center Sculpture Garden, where it will be installed through June, 2022. To create this four-foot high sculpture, I employed 3D laser enlargement. I started with a small bronze maquette which, once scanned, became a four-foot high foam enlargement. I refined the foam, had a mold made, then cast this 400-pound bronze sculpture. I am comfortable and confident in the implementation of this enlarging process. I dream of creating a monumental sculptural rendition of I’m Listening in which the figure of the child is six feet tall, with the parents towering above, transporting the viewer back to childhood reflections. Ultimately, I envision this sculpture as one of La Quinta’s city jewels, a work of art that connects the community and prompts contemplation and interaction. Perhaps this sculpture would become a landmark gathering place, a seating hub, or a good luck touchstone that excites inspiration and creativity. I would return to the site regularly and stay involved with the artwork and its new collective family. I am originally from Brigantine which is a small island next to Atlantic City in New Jersey. I gained a Bachelor of Fine Arts degree from Mason Gross College of the Arts at Rutgers University of NJ, in Theatrical Design, emphasis in Lighting Design. Relocating to our Desert Valley 20 years ago, where I held roles of Lighting Designer at the Key Club at Morongo Casino, as w ell as the same role at Caltech in Pasadena (where as a staff member was fortunate to attend Art Classes). I was later offered by a colleague a technician position with PSAV Audio Visual (now ENCORE) where shortly after joining the company was offered the role of Director of Event Technology to which I have held for the last 7 years. Peppered during the last 20 years other projects I have been fortunate to light include the World Premieres of Ray Bradbury’s 2016 (US premier; Laguna Beach & Pasadena), while the European Premier at the Edinburgh Fringe Festival in Scotland. I have designed many productions at Palm Canyon Theatre, Green Room Theatre, and College of the Desert. While being a mentor and donating my time at CVHS under the former Direction of Bob Reinhagen, and John Glenn Middle School under the Direction of Lynn Schwim mer. While also being a guest “artist-painter” at Amelia Earhart Elementary School’s annual “Arts and Authors” night, under the guidance of Lora Lee Stolzoff. The last 5 years I have been extremely fortunate to be the lighting designer for Terri Nunn and Berlin (of Take My Breath Away fame), which included their recent Palm Desert Civic Park Concert Series held in May of 2019. I appreciate traveling and exploring new places with my girlfriend of 12 years, a few favorites include; Bora Bora, a bicycle and barge tour through the Netherlands, and a Volkswagen Westfallia trip exploring the northwest and later New England.
