SPECIAL NOTICE
Teleconferencing and Telephonic Accessibility In Effect
Pursuant to Executive Orders N-60-20, and N-08-21 executed by the Governor
of California, and subsequently Assembly Bill 361 (AB361, 2021), enacted in
response to the state of emergency relating to novel coronavirus disease 2019
(COVID-19) and enabling teleconferencing accommodations by suspending or
waiving specified provisions in the Ralph M. Brown Act (Government Code §
54950 et seq.), members of the public, the Community Services Commission,
the City Attorney, City Staff, and City Consultants may participate in this
special meeting by teleconference.
Members of the public wanting to listen to this meeting may do so by
tuning-in live via http://laquinta.12milesout.com/video/live.
Members of the public wanting to address the Community Services
Commission, either for a specific agenda item or matters not on the agenda
are requested to follow the instructions below.
Written public comments – can be provided in-person during the meeting
or emailed to the Community Resources Department at
CommResource01@LaQuintaCA.gov preferably by 10:00 a.m. on the day
of the meeting, and will be distributed to the Community Services
Commission, incorporated into the agenda packet and public record of the
meeting, and will not be read during the meeting unless, upon the request of
Commission agendas and staff reports are available

to be audible to the Community Services Commission and general public and
allow him/her/they to speak on the item(s) requested. Please note –
members of the public must unmute themselves when prompted upon
being recognized by the Chairperson, in order to become audible to
the Community Services Commission and the public.
Only one person at a time may speak by telephone and only after being
recognized by the Community Service Commission’s Chairperson.

Public Notices
• The La Quinta Study Session Room is handicapped accessible. If special
equipment is needed for the hearing impaired, please call the Community
Resources office at 760-777-7106, twenty-four (24) hours in advance of the
meeting and accommodations will be made.
• If special electronic equipment is needed to make presentations to the
Community Services Commission, arrangements should be made in advance by
contacting the Community Services office at 760-777-7106. A one (1) week
notice is required.
• If background material is to be presented to the Commissioners during a
Commission meeting, please be advised that eight (8) copies of all documents,

STAFF REPORT
AGENDA TITLE: APPROVE NEW START TIME FOR REGULAR MEETINGS
RECOMMENDATION
Approve the new start time for regular meetings.
EXECUTIVE SUMMARY
• The Community Services Commission (Commission) meets quarterly at
5:30 pm.
BACKGROUND/ANALYSIS
The onset of the COVID-19 pandemic has compelled the City to adjust and
adopt new methods for conducting business in a safer environment while
continuing to deliver services to constituents by implementing new business
processes, embracing automation, and providing flex schedule for employees.
These changes have increased efficiencies and productivity.
On September 13, 2020, Commission approved to hold meetings quarterly, on
the second Monday of September, December, March, and June. This allows staff
to tailor meetings for business items focused on Commission’s initiatives as
outlined in the Community Services Commission Road Map.
Keeping efficiencies in mind, staff and Commission discussed the option to
change the regular meeting start time from the current start time of 5:30 pm
to an earlier time during regular business hours. The Commission proposed a
new start time of 4:00 or 4:30 pm.
ALTERNATIVES
As Commission directed staff to change the meeting start time, there is no
alternative.
