MINUTES
MONDAY, SEPTEMBER 13, 2021
CALL TO ORDER
A regular meeting of the Community Services Commission was called to order
by Community Resources Director Chris Escobedo at 5:30 p.m.
This meeting was held by teleconference pursuant to Executive Orders N-25-
20, N-29-20, N-33-20, N-35-20, and N-60-20 executed by the Governor of
California, in response to the state of emergency relating to novel coronavirus
disease 2019 (COVID-19) and enabling teleconferencing accommodations by
suspending or waiving specified provisions in the Ralph M. Brown Act
(Government Code § 54950 et seq.)
PRESENT: Commissioners , Blakeley, Gordon, La Greca, Shelton, and Chair
Biondi
STAFF PRESENT: Community Resources Director Escobedo, City Clerk
Monika Radeva, Community Resources Manager Calderon, Community
Resources Analyst Calderon, and Community Services Commission Secretary
Chaudhry.
PLEDGE OF ALLEGIANCE
Commissioner Blakeley led the Commission in the Pledge of Allegiance.
PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA -None.

COMMUNICATIONS - None
CONFIRMATION OF AGENDA - Confirmed.
BUSINESS SESSION
1. APPOINT COMMUNITY SERVICES COMMISSION CHAIR
MOTION - A motion was made and seconded by Commissioners
Blakeley/Gordon to appoint Commissioner Biondi as Community Services
Commission Chair. Motion passes unanimously.
2. APPOINT COMMUNITY SERVICES COMMISSION VICE CHAIR
COMMUNITY SERVICES COMMISSION SEPTEMBER 13, 2021
SPECIAL MEETING MINUTES
MOTION - A motion was made and seconded by Commissioners Biondi/La
Greca to appoint Commissioner Blakeley as Community Services Commission
Vice Chair. Motion passes unanimously.
3. APPROVE JUNE 14, 2021 CSC MEETING MINUTES
MOTION - A motion was made and seconded by Commissioners La
Greca/Blakley to approve the June 14, 2021 CSC meeting minutes as
submitted. Motion passes 4-1 with Commissioner Gordon abstaining.
STUDY SESSION
1. INTRODUCE NEW COMMISSIONERS AND REVIEW MEETING
PROTOCOLS
Commissioners introduced themselves, sharing brief information about their
professional and personal backgrounds.
2. PROGRAM OVERVIEW AND COMMISSION ROADMAP
Staff reviewed the Commissioner Roadmap which includes the Commission's
areas of focus. Focus areas include art, events, and recreation.
3. COMMITTEE ASSIGNMENTS
Community Resources Director Escobedo reviewed the Committee
assignments. Commissioners were invited to participate in the Tree Lighting
Ceremony, City Picnic & Birthday Celebration, and Easter Egg Hunt. A motion
was made and seconded by Commissioners Blakely/La Greca to appoint
Commissioners Shelton/Gordon to the Civic Center Art Purchase Committee
for the November La Quinta Art Celebration. Motion passes unanimously.
DEPARTMENTAL REPORTS
1. ART MURAL UPDATE
Community Resources Analyst Calderon presented the staff report verbally.
The lumberyard building adjacent to the La Quinta Museum was selected as
the location for the City's newest mural. Artist Nate Frizzell will begin the mural
in November.
4. COMMISSIONER FACILITIES TOUR
Community Resources Director Escobedo invited Commissioners to participate
in a City tour. Commissioners will connect with staff regarding areas they are
most interested in touring.

ADJOURNMENT
There being no further business, a motion was made and seconded by
Commissioners La Greca/Blakeley to adjourn the meeting at 6:39 p.m. Motion
passes unanimously.
