CALL TO ORDER
A Director’s Hearing was called to order at 2:00 p.m. by Design and
Development Director Danny Castro.
STAFF PRESENT: Design and Development Director Danny Castro, Planning
Manager Gabriel Perez, Senior Planner Cheri L. Flores,
Associate Engineer Amy Yu, Executive Assistant Wanda Wise-
Latta, and Administrative Assistant Mirta Lerma.

PUBLIC HEARING
1. AMENDED FINAL TRACT MAP 31681-3, AMENDMENT NO. 4
SUBMITTED BY T.D. DESERT DEVELOPMENT LP PROPOSING TO
REDUCE THE WIDTHS OF LOTS 113-148 FROM 65 FEET TO 55 FEET
TO ACCOMMODATE PREVIOUSLY APPROVED MODEL LAYOUT,
WHICH WILL INCREASE THE NUMBER OF EXISTING LOTS FROM
36 TO 44. APPLICANT: T.D. DESERT DEVELOPMENT LP. PROJECT:
ANDALUSIA AT ALMERIA, WITHIN THE EXISTING ANDALUSIA AT
CORAL MOUNTAIN PROJECT. CEQA: REVIEWED UNDER
ENVIRONMENTAL ASSESSMENT 2003-483. LOCATION: LOTS
113-148, LOCATED ON ALMERIA WITHIN ANDALUSIA, SOUTH OF
AVENUE 58, EAST OF MADISON STREET.
Senior Planner Flores presented the staff report, which is on file in the Design
and Development Department.
Senior Planner Flores stated that the applicant requested a continuance of the
public hearing to a date uncertain. Director Castro stated that public comment
on the proposed Amended Final Tract Map will be heard however, no action will
be taken.

HEARING OPEN AT 2:03 P.M.
PUBLIC SPEAKERS IN-PERSON:
Alena Callimanis, La Quinta, CA – Ms. Callimanis stated that she is one of
three representatives of the nearby Trilogy community to speak today and
has a petition from residents of Trilogy in support of their positions. She
spoke in opposition to the project due to health and safety concerns
regarding the westbound side of Avenue 60, and asked staff to address
these concerns in their negotiations with the developer of Andalusia.
Dale Tyerman, La Quinta, CA – resident of nearby Trilogy, expressed
concerns about health and safety related to the current street
improvements status of Avenue 60, north of Trilogy, and voiced his
concerns about the apparent non-performance by the developer of the
Andalusia residential development on this matter. Mr. Tyerman spoke
about the conditions of approval presented in the staff report and the
conditions of approval included as part of City Council Resolution 2004-072
approved in 2004. Mr. Tyerman read the petition signed by over 500
Trilogy residents and requested an immediate timeframe be established to
begin improvements along Avenue 60 in 2018 to address health and safety
concerns and that the City issue penalties if deadlines are not met.
Cristina Budd, La Quinta, CA – resident of nearby Trilogy, spoke regarding
dust concerns.

HEARING CLOSED AT 2:21 P.M.
PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA – None
ADJOURNMENT
There being no further business, Director Castro adjourned the Director’s
Hearing at 2:22 p.m.
