2021 01 14 DH MinutesDIRECTOR’S HEARING MINUTES Page 1 of 2 JANUARY 14, 2021 SPECIAL MEETING DIRECTOR’S HEARING MINUTES SPECIAL MEETING THURSDAY, JANUARY 14, 2021 CALL TO ORDER A special meeting conducted by the City of La Quinta Design and Development Director was called to order at 3:00 p.m. by Director Danny Castro. This meeting provided teleconferencing accessibility pursuant to Executive Orders N-25-20, N-29-20, N-33-20, N-35-20, and N-60-20 executed by the Governor of California, in response to the state of emergency relating to novel coronavirus disease 2019 (COVID-19) and enabling teleconferencing accommodations by suspending or waiving specified provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.). STAFF PRESENT: Design and Development Director Danny Castro, Public Works Director/City Engineer Bryan McKinney, Planning Manager Cheri L. Flores, Senior Planner Carlos Flores, and Assistant Planner Sijifredo Fernandez. PLEDGE OF ALLEGIANCE Director Castro led the audience in the Pledge of Allegiance. PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA – None CONFIRMATION OF AGENDA – Confirmed PUBLIC HEARINGS 1. TENTATIVE TRACT MAP (REVISION) 2019-0007 TENTATIVE TRACT MAP TIME EXTENSION 2020-0009 (TENTATIVE TRACT MAP 36561) FOR REVISION TO AN APPROVED MAP AND TIME EXTENSION; APPLICANT: PRISM REALTY CORPORATION; PROJECT: REVISE EXISTING TENTATIVE TRACT MAP 36561 TO RECONFIGURE RESIDENTIAL LOTS AND TIME EXTENSION; PROJECT NAME: PRISM; CEQA: PROJECT WAS PREVIOUSLY REVIEWED UNDER ENVIRONMENTAL ASSESSMENT 2015- 0007 AND IS CONSISTENT WITH THE ANALYSIS PREVIOUSLY APPROVED AND DETERMINED NO FURTHER ENVIRONMENTAL DIRECTOR’S HEARING MINUTES Page 2 of 2 JANUARY 14, 2021 SPECIAL MEETING REVIEW IS REQUIRED; LOCATION: WEST OF MONROE STREET BETWEEN AVENUE 54 AND AIRPORT BOULEVARD Associate Planner Fernandez presented the staff report, which is on file in the Clerk’s Office. DIRECTOR CASTRO DECLARED THE PUBLIC HEARING OPEN AT 3:08 P.M. PUBLIC SPEAKER VIA TELECONFERENCE ACCESSIBILITY:  Representative of Developer Prism Realty, Eric Eklund – explained the Developer’s reason for the reconfiguration and increase in lot sizes. DIRECTOR CASTRO DECLARED THE PUBLIC HEARING CLOSED AT 3:11 P.M. DIRECTOR’S DETERMINATION – Director Castro stated that based on the report findings and plans provided, findings can be made to support the lot size adjustments and the time extension, therefore, Tentative Tract Map (Revision) 2019-0007, Tentative Tract Map Time Extension 2020-0009 (Tentative Tract Map 36561) for revision to an approved map and time extension is hereby approved; Applicant: Prism Realty Corporation; Project: Revise Existing Tentative Tract Map 36561 to reconfigure residential lots and time extension; Project Name: Prism; CEQA: project was previously reviewed under Environmental Assessment 2015-0007 and is consistent with the analysis previously approved and determined no further environmental review is required; Location: west of Monroe Street between Avenue 54 and Airport Boulevard.
