CALL TO ORDER
A special meeting conducted by the City of La Quinta Design and Development
Director was called to order at 3:00 p.m. by Director Danny Castro.
This meeting provided teleconferencing accessibility pursuant to Executive
Orders N-25-20, N-29-20, N-33-20, N-35-20, and N-60-20 executed by the
Governor of California, in response to the state of emergency relating to novel
coronavirus disease 2019 (COVID-19) and enabling teleconferencing
accommodations by suspending or waiving specified provisions in the Ralph M.
Brown Act (Government Code § 54950 et seq.).
STAFF PRESENT: Design and Development Director Danny Castro, Public
Works Director/City Engineer Bryan McKinney, City Attorney
William H. Ihrke, Planning Manager Cheri L. Flores, Senior
Planner Carlos Flores, Associate Planner Sijifredo
Fernandez, Associate Engineer Amy Yu, and Administrative
Technician Tania Flores

1. ADOPT A RESOLUTION FOR AMENDED FINAL TRACT MAP 2021-
0001 (TRACT MAP 31732 AMENDMENT) TO REVISE CONDITIONS
OF APPROVAL REGARDING BOND REQUIREMENTS; APPLICANT:
PROJECT LQ, LLC; PROJECT NAME: BELLASARA; CEQA: A
MITIGATED NEGATIVE DECLARATION WAS ADOPTED FOR THIS
PROJECT UNDER ENVIRONMENTAL ASSESSMENT 2003-492;
LOCATION: SOUTHEAST CORNER OF AVENUE 60 AND MONROE
STREET

Senior Planner Flores presented the staff report, which is on file in the Clerk’s
Office. Assistant Civil Engineer Yu provided additional background information
on the Final Tract Map.
DIRECTOR CASTRO DECLARED THE PUBLIC HEARING OPEN AT 3:08 P.M.
PUBLIC SPEAKERS VIA TELECONFERENCE ACCESSIBILITY:
Robert Patterson, the applicant’s attorney said he was available to answer
any questions staff had on the project and that the applicant was also on
standby if needed. He confirmed that the applicant would be submitting an
updated map to the City for signature.
Alena Callimanis, La Quinta – resident of the nearby Trilogy community.
Ms. Callimanis asked if the 321 planned single-family homes would be for
sale or for rent, and if the second item on the agenda dealt with the
adjoining southern portion of the property.
Senior Planner Flores responded that City approval is for single-family homes,
not apartments and that owners would have to abide by all City regulations
regarding single-family homes. Mr. Flores confirmed that the second agenda
item relates to the adjoining southern tract.
DIRECTOR CASTRO DECLARED THE PUBLIC HEARING CLOSED AT 3:14 P.M.
DIRECTOR’S DETERMINATION – Director Castro stated that based on
materials provided, findings can be made to support the Amended Final Tract
Map and Revised Conditions of Approval, therefore, the following Resolution
is hereby adopted as recommended:
RESOLUTION NO. 2021-001
A RESOLUTION OF THE DIRECTOR OF THE DESIGN AND DEVELOPMENT
DEPARTMENT OF THE CITY OF LA QUINTA AMENDING THE AMENDED
FINAL MAP FOR TRACT NO. 31732 AND THE CONDITIONS OF APPROVAL
THEREOF, AND AUTHORIZING THE CITY MANAGER TO SIGN RELATED
ASSIGNMENTS AND AMENDMENTS TO THE SUBDIVISION
IMPROVEMENT AGREEMENTS RELATING THERETO
2. ADOPT A RESOLUTION TO APPROVE AMENDED FINAL TRACT
MAP 2021-0002 (TRACT MAP 31733 AMENDMENT) TO REVISE
CONDITIONS OF APPROVAL REGARDING BOND REQUIREMENTS;
APPLICANT: PROJECT LQ, LLC; PROJECT NAME: BELLASARA;

DIRECTOR’S DETERMINATION – Director Castro stated that based on
materials provided, findings can be made to support the Amended Final Tract
