ENGINEERING REPORT FOR ONSITE DISPERSAL OF BLOW DOWN WATER FOR THE LA QUINTA AND PALM DESERT COSTO WHOLESALE FACILITIES Prepared by: DAVID DAUWALDER, P.E. RCE 31595 September 4, 2013 Integrated JAIV 2015 CI7-Y COMNjuhl, T,Y L)11 M ENT WASTEWATER * WATER * EN V IROM E N TAL PO Box 10273 Pleasanton, CA 94588 Tel, 925-895-3895 PURPOSE OF DESIGN REPORT 4 Costco Wholesale, the Owner, is proposing to dispose of their cooling tower blow down water at two of their facilities using on -site seepage pits. The two facilities are the La Quinta site. located at 79-795 Highway 111, La Quinta, CA 92253; and the Palm Desert site located at 72 800 Dinah Shore Drive, Palm Desert, CA 9211. The purpose of this Design Report is to establish the basis to allow the design and construction of these two onsite dispersal facilities. BLOW DOWN WATER QUANTITY AND QUALITY Quantity , ` Y At the La Quinta Site, the monthly average volume of blow down water has ranged from 1,785 gallons per day (GPD) from November through April; 2,380 GPD for May and October; and 3,332 GPD from June through September. For the Palm Desert Site, the monthly average volume of blow down water has ranged from 2,382 gallons per day (GPD) from November through March; 3,176 GPD for April, May and October; and 4,049 GPD from June through , September. Quality r s We are proposing to utilize a skid mounted VRTX system to treat the blow,down water before disposal. The VRTX system utilizes a patented Controlled Hydrodynamic Cavitation technology - which facilitates calcium carbonate precipitation. There is also a copper/silver ionizer provided for additional biological control. The copper is measured and controlled to provide a residual of 0.3 mg/I. Under the National Primary Drinking Water Regulations the action level for copper is 1.3 mg/I. The secondary drinking water standards also list copper with an MCL of 1.0 mg/l. Silver is not listed as a primary drinking water standard, but it is'listed as a secondary standard with an MCL of 0.1 mg/l.. The projected'water quality analysis for both the La Quinta and the Palm Desert site's are provided in Attachment ."A". DESIGN BASIS We are using the 75% Load Factor for the VRTX unit as our design basis for the blow down water production rate as shown in Attachment "A". The Design flow for the La Quinta site is projected at 3,570 GPD. The Design flow for the Palm Desert site is projected at 4,764 GPD. ` r We propose to flow the blow down water at each site into a new precast distribution box, with energy dissipater baffles, as necessary for flow under pressure. The flow will be evenly distributed to a field of seepage pits for dispersal. Due to the water quality of the blow down water, no further treatment is proposed. SEEPAGE PIT DESIGN BASIS The United States Department of Agriculture Bureau of Chemistry and Soils performed a Soil Survey of The Coachella Valley Area. In reviewing this Soil Survey, the soils in the western areas of the Coachella Valley include gravelly stony alluvial fans from the mountains. The soils in the Valley are young. Due to the lack of rain in the area very little progress has been made in the development of weathered, structured soil horizons. On the west side of the Valley the mountains consist mainly of hard, gray, massive granite, with some metamorphic igneous rocks. Course textured soils with irregularly spaced horizons of finer textured material are typical, and there is little organic content. For the pit soils we proposed an application rate of 3.0 gallons per day per square foot of pit ' sidewall area. We proposed 6 foot diameter pits, 20 feet deep, with the use of 5 foot diameter precast perforated concrete rings (see following detail). Assuming we have 15 feet of effective depth in the seepage pits, we have a design disposal capacity of 848 GPD. Based on this, La Quinta would need 5 seepage pits; and Palm Desert would need 6 seepage pits. The preliminary configuration is to place these pits with a 10 foot sidewall to sidewall separation. The pits may be placed under pavement provided a traffic bearing lid (H-20 loading) and cover (95% compaction) is provided. We recommend the configuration with the inlet into the top of the cover as shown in the PL-300 Series Seepage pit Liner cut sheet provided in Attachment "B". A Model PL-360 (60" diameter) is proposed, with 1 %" to 2 %Z' clean drain rock provided for the annular space between the concrete rings and open bore hole. DESIGN PARAMETER: HISTORICALLY THE MONTHLY VOLUME OF HVAC COOLER UNIT BLOW DOWN WATER HAS RANGED FROM 1,785 GALLONS PER DAY (GPD) FROM NOVEMBER THROUGH APRIL; 2,380 GPD FOR MAY AND OCTOBER; AND 3,332 GPD FROM JUNE THROUGH SEPTEMBER. THE ONSITE DISPOSAL BLOW DOWN DESIGN FLOW IS 3,570 GPD. 3. SYSTEM DESIGN: 20 FEET DEEP, 6 FOOT DIAMETER SEEPAGE PITS ARE PROPOSED. A MINIMUM OF 15 VERTICAL FEET OF EFFECTIVE SIDEWALL IS ASSUMED. FIELD VERIFICATION OF COURSE TEXTURED SOILS WITH SOME IRREGULARLY SPACED HORIZONS OF FINER TEXTURED MATERIALS SHALL BE DONE DURING THE FIRST PIT EXCAVATION. THE DESIGN PIT APPLICATION RATE IS 3.0 GALLONS PER DAY PER SQUARE FOOT OF SIDEWALL AREA, OR 848 GALLONS PER DAY PER PIT. WITH THIS, A MINIMUM OF 5 SEEPAGE PITS SHALL BE CONSTRUCTED.
