Dear Ms. Mignogna,
Thank you for the opportunity to prepare this proposal to plan the future of Fritz Burns Park. David Volz Design
is an award-winning park planning firm local to the City of La Quinta. We have a long resume of high-quality
public landscape projects in town and across the Coachella Valley. We would very much like to work with
you and your community to plan and deliver an outstanding park for your residents. Our experience gives
us a keen understanding of the La Quinta aesthetic and great ideas for master planning and expansion
of Fritz Burns Park. In this proposal I have outlined our proven community outreach program. That also
includes electronic messaging and on-line community outreach strategies. Many of our most successful
park projects are based upon inspirations adapted from inspirations with community participants. The
development of a concept and development of an exciting park construction plan for expansion will be the
focus of this park planning scope.
We have identified in this proposal several recent and ongoing projects for you to consider. As you review
our expertise and experience, please consider the unique and proven benefits of David Volz Design.
1. EXPERIENCE ON SIMILAR PROJECTS – DVD has been commissioned to lead the design process
for hundreds of public park development projects. This work has resulted in accolades from community
groups and design awards. The public projects we have been working on recently include: the addition of
four splash pads in the City or Santa Ana, a one-acre addition to Wolfson Park in Rancho Mirage, two park
renovations in Desert Hot Springs, a dog park in Palm Springs, and the Coachella Valley Arena; 2022 home
of the AHL Firebirds hockey team. Also, many beautiful landscape renovation projects in La Quinta through
our on-call services contract.
2. QUALIFICATIONS OF THE DESIGN TEAM – I, David Volz, will lead the design input process. My firm has
specialized in the delivery of public projects including dozens of CPRS and APWA Award-winning parks.
Mr. Gary Vasquez, DVD’s Director of Design, will provide the creative flair that makes DVD’s parks special
places for play and recreation. Together, we will lead a team of landscape architects who are dedicated to
public landscape design and who have extensive park planning experience.
3. REFERENCES – We have included five specific client references; city officials who have direct experience
with the DVD team on similar projects. Also, in the appendix section, we have included letters and quotes
of recommendations from recent public agency clients who have high praises for our firm.

design at this park property is matched by DVD’s offerings in this proposal. Our team has carefully reviewed
the park site, identified development opportunities, and provided, in this proposal, a proven strategy for
developing an inspired program for park design and the adjacent parking lot. Park planning is our passion,
and we will provide outstanding service on this important commission.
David Volz Design has a very creative park planning team who has designed hundreds of neighborhood
and community parks. Our desire to be La Quinta’s design partner for master planning the expansion of
Fritz Burns Park will be evidenced in our energy and enthusiasm every step of the way.
This proposal is valid for 90 days and there is no conflict of interest. Our firm is a local vendor with an office
located in the City of La Quinta. We have served the Coachella Valley for nearly twenty years from this
location. Our Corporate office is located in Costa Mesa, California. To better serve the City of La Quinta we
are proposing including a sub-consultant to perform survey and environmental checklist services.

WORK PLAN
The La Quinta community has a great opportunity to reprogram
and expand the uniquely situated Fritz Burns Park. This fantastic
facility already offers many amenities located in a dramatic location
on the edge of the downtown village and offering view of the
Santa Rosa Mountains. The DVD team is ready to address all the
park development opportunities and to create a great destination
facility for the residents of La Quinta. The parks 7.5 acres will be
studied and refined to accommodate the yet to be determined
program. The 1.5 acre expansion will be the focus for new program
elements including some elements outlined in the RFP including
the potential for new parking, restrooms, and pickleball courts with
viewing areas, shade and misters for comfort. This facility upgrade
will provide a better recreational experience for the community at
this well used park. The proposed teardrop expansion site located
across Avenue 52 offers a unique opportunity to provide new
recreational and passive amenities to the park. The expansion will
protect and enhance the existing desert resort style landscape
corridor entry to the Avenue Bermudas traffic circle.
COMMUNITY OUTREACH
The site planning effort will be a robust community engagement
process so that the final program plans meet the expectations of
the residents and stakeholders. The DVD team is well versed in
community engagement and will work in conjunction with city staff
to conduct focused user groups to receive design input if desired
by the City. This would include attending meetings and answering
questions at public meetings and hearings. Many of our best ideas
including thematic and story driven design elements have been
inspired through outreach workshops.
APPROACH
David Volz Design has extensive park planning experience
designing and renovating community parks and recreational
facilities. We have designed dozens of facilities that have received
praised and accolades for creative, practical, and fun public
spaces. Our well experienced and creative designs will work with
city staff to develop initial design scenarios for Fritz Burns Park. We
will work through all challenges and review with staff and stake
holders, what is possible and practical. All feasible opportunities
will be put forward to your city leaders and stakeholders to
showcasing the best options to accommodate the final program.
Additionally, we will study project phasing opportunities and as
well as and diagram “normal” use and larger special events.

UNDERSTANDING & APPROACH
REFINEMENT OF THE DESIGN AND INTEGRATION OF THE TEAR DROP
To successfully deliver the project, the David Volz Design team will work
closely with key City staff, Maintenance Services, civic stakeholders, and
the La Quinta community to refine the park’s program. Once the program is
refined, our design team will prepare an initial draft master plan which will
be reviewed and refined and finalized into a Final Master Plan with prioritized
phasing options.
This Master Plan will serve as a budgeting tool to develop estimates for each
phase of work. As a part of our scope, we will provide survey, environmental,
and civil engineering support to outline any unforeseen environmental and
water quality challenges and to have a comprehensive understanding of the
level of environmental documents required to implement the Final Master
Plan.
Program opportunities for the existing park site and expansion site will be
developed and refined through community outreach, focused user groups,
stakeholders, and City staff input. These opportunities may include:
Character Opportunities: Develop character opportunities to complement
the existing park, streetscape, and tie into the design of the expansion.
Explore and refine story driven themed opportunities born from community
engagement. Deliver artistic and architecturally appropriate motifs that
reflect the culture that is La Quinta.
Recreational Courts: Our team has a history of delivery resort style
recreational courts tailored to the needs of the user and spectators.
Pickleball is a communal activity between spectators and players and the
ideal venues are tailored specifically to the sport. Comfortable viewing
areas are essential and can be achieved through the integration of shade
structures, shade trees, and misters. Additional amenities essential for
success include staging areas, drinking fountains with bottle fillers, and
permanent restrooms.
Water Play / Splash Fountain: Our splash pad experience includes dozens
of installations throughout California, including some in the Coachella
Valley. Each splash pad is uniquely crafted to deliver memorable water play
experiences. Our most successful designs incorporate fun themed water
play equipment with unique paving, seating, and shade.
Landscape: Climate appropriate drought tolerant plant material that is
long lasting and durable. Identify landscape material that is attractive and
easy to maintain. Provide a robust tree palette including year-round interest
including both evergreen and deciduous trees. To successfully deliver the
project, the David Volz Design team will work closely with key City staff,
Maintenance Services, civic stakeholders, and the La Quinta community to
refine the park’s program. Once the program is refined, our design team will
prepare an initial draft master plan which will be reviewed and refined and
finalized into a Final Master Plan with prioritized phasing options.

For any community inspired design program, David Volz
Design envisions a robust community engagement process.
Our initial community meeting will be a participatory community
brainstorming session focused on gathering ideas for developing
a park master plan. Our preparation for this input will include site
reviews and analysis of the plans and documents related to this
park site. We will gather “seed” ideas from city staff and from our
own site reviews. Our team will assist in the preparation of notices
and graphics to get the word out - to invite and encourage the
neighborhood community to help design their park.
These and many other questions will be asked and answered
through the initial and follow-up meetings, whether in person or
online, with the community. We will also bring forward social media
responses obtained through electronic outreach and survey.
We will begin the initial workshop with an on-site tour of the park
to clearly identify the setting. To foster the “brainstorming” session,
our team will introduce “seed” ideas that will encourage thoughtful
responses and open the discussion for brainstorming and
continued idea generation. We will look to the community for ideas
about possible improvements, including ideas for enhancement,
family recreation and complementary opportunities to develop the
design of an outstanding park plan. The community workshops
that DVD facilitates are the best medium for finding out what the
citizenry desires. Allowing the community to stand in a place of
ownership aids in a smooth planning process. In the long term,
this ownership translates into projects that are sustained by the
community.

responses and refine the ideas and proposed elements into initial
concept plans. These conceptual layouts will be presented to city
staff in an idea consolidation meeting. The best ideas and themes
will then be refined into conceptual plans for the community to
consider. The second community workshop will be a bit more
formal. The refined initial concept plans will be presented, and the
ideas reviewed. We will look for agreement from the participants
on the elements which will become a part of the draft master plan.
Comments and input will be received to refine the park’s vision
and program and to obtain consensus for the proposed elements
of the park. Following this vision consolidation meeting, a draft
master plan and draft design report will be prepared. This plan will
then be presented to the public and the Commission or Council
for review and comment. Upon the city leader’s direction a final
master plan will be prepared.
The Master Plan, which will be the focus of our planning efforts,
will be the culmination of the community’s ideas being honed into
a final graphic representation of the best development strategy for
this park. A report will also be prepared outlining the input process
and describing the program and development elements. Also, a
preliminary construction budget will be a part of this project report.

Resource conservation through the use and specification of
recycled and reused materials and identification of locally sourced
goods are important sustainability issues. Adaptive reuse of on-site
materials, carefully balanced grading operations and protection of
on-site resources are always considered in our designs.
Water resources are conserved through our thoughtful low
water use planting schemes, precise irrigation layout and control
systems, as well as, stormwater capture, cleaning and reuse. For
pollution prevention, best practices stormwater recycling plans are
embraced and integral to our designs. On site water detention,
bio filtration, permeable pavement, and many other measures are
creatively incorporated into the landscapes we design.
Our award-winning design of Rancho Mirage City Hall has been
recently highlighted by the Sustainable Sites Initiative. David
Volz Design is proud to have been chosen for this honor. The
Sustainable Sites Initiative is an interdisciplinary effort by the
American Society of Landscape Architects, the Lady Bird Johnson
Wildflower Center and the United States Botanic Garden to create
voluntary national guidelines and performance benchmarks for

DVD has an established quality control and assurance program that we undertake for all our design services,
and for this project. The Principal-in-Charge will be responsible for implementation of these Quality Control
measures. The primary elements include:
• Verification that required deliverables and documents noted in the Scope of Work are provided.
• A Peer Review will be conducted by our senior professional staff to solicit critical comments and
verify correctness.
• Retention of documents with highlighted markings and red-line comments, and verification that
required revisions are incorporated into the updated documents.
• Continual assessment and tracking of project schedule and budget against baseline data.
• A complete construction review for constructability and biddability of the complete PS&E
package will be assigned to experienced professionals on staff prior to final submittal to our
client.

PROJECT EXPERIENCE & REFERENCE
There are no parks nor any available parklands in this section of
Buena Park. An initial opportunity to provide some dedicated park
facilities at Whitaker School has blossomed into a full of fledged
“new” park across three acres of school yard. Through a series
of community outreach workshops a plan has emerged with
several exciting and unique elements. In addition to normal park
amenities, shaded picnic spaces, play lots restrooms, a jog path
and nice open spaces, there will be a STEM themed hardscape
plaza, unique geometric ground patterns and other creative play
spaces. The basketball court surface will be painted for fraction
ball, a math-based ball game. The running/walking track will have
distance markers. The universal accessible play lot is envisioned to
have fun, exciting, and challenging elements for all ages. This fully
lighted park will host sports activities, family gatherings, and a myriad
of recreation opportunities in this under served part of the city. As the
property is to be shared with Whitaker Elementary School, a unique
agreement between the City and the School District will allow for this
great joint use community facility.

PROJECT EXPERIENCE & REFERENCE
The revitalization of Fremont Park will be a great improvement for
the citizens of Glendale. It has a special character and being the
oldest park in the city, an important historical context; it provides
a wonderful greenspace and needed recreational opportunities
for the residents who live just north of downtown Glendale. This
community, through several outreach meetings, provided DVD
park planners with insights related to the park’s use and the current
needs for recreation. The slate of improvements we planned will be
enjoyed by all: new synthetic turf soccer fields, community center,
play spaces, picnic grounds and ball courts. New lighting, easy
access, and a full perimeter drive path will ensure better security.
New parking, new maintenance facilities and a refurbished home
for the model railroad club will improve this community focal point.
This busy facility includes an active tennis community with
regularly scheduled lessons, tournaments, and play days. There
is also a great contingent of drop-in regulars that frequent these
courts. An update of the facility was needed, access, lighting
and new fencing, and net stations were installed based upon
“DVD and their team ... have provided leadership for community
outreach, have designed creative and fun play spaces and have
prepared high quality construction documents.”

PROJECT EXPERIENCE & REFERENCE
State Street park encompasses a 5-half acre utility overlay “found”
parcels, along a half mile stretch of Southern Avenue. These parcels
connect dozens of mid-city neighborhoods, as well as several local
schools and commercial districts, they also allow for easy access to
large city parks. Access to nature and open green space is provided
throughout this 2 ½ acre park through elements including rolling
turf grass, interspersed garden spaces as well as California native
plantings that encompass one fifth of the site. The half-mile long
park trail system meanders through the green space and provides
access to numerous play and recreation nodes. This pathway-to-
play parallels a new class 1 off street bikeway that runs the length of
the project and connects to other city-wide trails. There are exciting
play spaces, exercise equipment pods, sports courts and picnic
spaces dispersed along the liner park’s trail system. After any given
school day, the park site is filled with kids traveling between school
and home who stop to recreate along this parks’ pathway. There are
sculptures in this park that tie together the art and nature theme that
the community asked for during the park planning process. State
Street Park enriches the community, invites and provides access and
elements of programed, prescribed and creative play, and provides
wonderful park space on “found” underutilized utility corridor lands.

PROJECT EXPERIENCE
Stanton Central Park provides a place for the citizens to come
together and also creates a forum to strengthen relationships
with the regional community. Recreational amenities and
facilities for baseball, soccer, basketball, tennis, skateboarding
and fitness training gather athletes of all kinds to this special
park. A rolling landscape makes the park fun to wander
in and explore the open space and swaths of water-wise
gardens and trees. Drought tolerant and native trees, shrubs,
succulents and groundcovers, in conjunction with state-of-the-
art water-wise irrigation systems showcase the natural beauty
that thrives in our Southern California climate. The butterfly
garden inspires a sensate awareness of ecological systems at
play in nature. Community art, plenty of benches and tables,
covered picnicking areas, and open swaths of grass facilitate
social gathering for the Stanton community. For the first time,
Stanton has a place to host large-scale events like summer
concerts to attract residents and visitors.

PROJECT EXPERIENCE
The City of Costa Mesa wanted to renovate their existing park
and playground south of their new Donald Dungan Library. The
directive for Lions Park was to remove and replace the restroom
building and preserve the mature trees as well as install a new
playground and retain a vintage fighter jet play structure in place.
The program for users would be for ages 2 to 5 years and 5- to
12-year-old children including universal access. The programming
of the play elements and surfacing of the playground design
was inspired and driven by the jet fighter and an overall aviation
theme. The site was zoned with the 2- to 5-year-olds to the west
with swings with accessible seating for all, springers and small
playhouse within rubber surfacing and a planter separation to
a sand lot with sandcastle, table, and digger within as added
play elements for toddlers. The 5- to 12-year-old area utilizes the
renovated jet plane and a 2 towered play structure with several
climb and interactive elements. The aircraft carrier rubberized
surfacing pattern in between the structure and jet lent the deck of
the aircraft carrier to be utilized as a runway for a zipline feature
that allows the users to imagine flying over the deck. Additional
program elements are swings and accessible seesaw and
round-a-bout for all completing the playground. The mature tree
canopies allowed families to have instant shade provided while
their children engaged the site.

Circle Park is a dream of a park! In a neighborhood where private yard
space is non-existent, Circle Park changed a street median island into
an exciting social center. There are so many spaces the neighborhood
residents can enjoy. A picnic shelter with tables and barbecue grills
brings people out for pleasant gatherings. A tricycle path, marble
pitch, and play equipment encourage active play and exercise for
the neighborhood children every day. Water-wise plantings provide
aesthetic value and also show examples of responsible landscaping
in our Southern California climate. The vision of this park came
from thoughtful collaboration between the design team, Anaheim
City Public Works and Park Planning, and neighborhood residents.
Neighborhood outreach resulted in several great inspirations for the
park’s design, and in the end, gave Circle Park a distinctive charm
as a family-centered park. The location for this park was once a
lonely median in a street cul-de-sac, about 8,700 square feet, with old
plantings and no access. Once the project began, the tight budget and
short time frame to construct were challenges that required creative
thinking and careful attention to detail. The large street median was
a perfect location to place a neighborhood park if the street parking
and safe crosswalk configurations could be redesigned. City Public
Works and Parks Staff creatively considered the challenges and with
community support the street was reconfigured. The beautiful new
park offers a great play space and stands as a vibrant centerpiece that
enhances this pleasant little neighborhood. Circle Park may be small
in size but it has very big value for this little cul-de-sac neighborhood,
bringing life outdoors.

of experience in landscape

projects for agencies and design
companies ranging from print
advertisement to landscape design.
For his master thesis project Luis
worked collaboratively with the Conservation Corp of Long
Beach, Rivers and Mountains Conservancy to address
park poverty issues in communities in West and North
Long Beach. The work included inventory and analysis,
extensive community outreach included canvassing and
facilitating community workshops and meetings, leading
and coordinating a community built project, developing a
neighborhood vision plan, and creating conceptual plans
for a variety of different projects including a park, plaza and
commercial area.
He has expertise in concept development graphic
illustration techniques and project planning. He has
experience in managing and directing professional staff
in a dynamic atmosphere and excellent communication
skills. His ability to analyze project objectives and work
closely with clients, architects, and engineers provides a
solid foundation for reaching the successful completion

Kristin Werksman PE, QSD
Kristin Werksman is an Associate at the Riverside office of RICK. She is a Registered
Civil Engineer in the State of California, and is experienced in the design of streets,
sewer/water systems, storm drain, flood control facilities, and rough and precise
grading. She is experienced in institutional, commercial, and high density/mixed use
developments.
Representative projects include:
California Baptist University (CBU), Riverside, CA: Kristin serves as Project
Engineer/Manager for site improvements of California Baptist University’s 160-acre
property including a Specific Plan to expedite campus development. Projects have
included multiple student housing buildings, 1,500 space parking structure, 95,000
SF University Center, Engineering Building to name a few as well as Baseball and
Softball Athletics complex modernization, various student housing/site upgrades, a
700+ parking space parking lot, infrastructure improvements for the entire property
and an 8.4-acre ft. detention basin. Design aspects included grading, drainage,
street/parking lot design and utility design for domestic water, sanitary sewer and
storm drain. RICK has been CBU’s on-call civil engineer since 2003.
Fire Station Nos. 1, 6, 13 and 14, Riverside, CA: Kristin served as Principal Engineer
for site design services for Fire Station Nos. 1, 6, 13 and 14 in the City of Riverside.
Design aspects included rough grading, precise grading, storm drainage, offsite
street improvements, parking lot, and utility design for domestic water, sanitary
sewer and fire main services. Each project consisted of a 7,100 to 14,000 square-
foot fire station with apparatus bays designed to have drive-through capability. The
projects included coordinating connections to existing water district water mains,
City of Riverside sewer and storm drain improvements. Fire Station No 1 was a
confined site in downtown Riverside which included historical resources on the site
of granite curbs and cobblestone gutters. Fire Station No. 13 included the protection
of an existing 96” storm drain pipe onsite, and additional coordination was required
with Metropolitan Water District to ensure that the project did not affect MWD’s
Box Springs Feeder that abuts the projects south
Monroe/Monticello Channel, Riverside, CA: Kristin served as Principal Engineer for
site design services related to enclosing the Monroe/Monticello Channel from
approximately 600 feet southeasterly to approximately 400 feet northwesterly of
California Street. Design aspects included grading, drainage, street improvements,
and utility relocation. A hydrology study was prepared for the proposed
improvements of the Monroe Street Channel, with the southerly limits of the study
to be the southerly limits of the Monroe Detention Basin (Don Derr Park) tributary
area approximately 1.5 miles away. Storm drain was designed to have structural
integrity to support a future light rail system. Prepared and processed street
improvement plans for the addition of a right turn lane from northbound Monroe
Street to eastbound California Street.
Citrus Tower, Riverside, CA: Kristin served as the Principal Engineer for this iconic
office building in downtown Riverside that occupies premiere freeway visibility. The
project involved the redevelopment of a 0.82 acre site into a 6-story, 133,000 SF
office building with a four-level, 453 space subterranean parking structure. The site
is bounded by State Route 91, the Ninth Street/91 Freeway on-ramp, Lime Street
and University Avenue; two of Riverside’s busiest streets and key corridors into
downtown. RICK provided civil engineering, traffic engineering, and surveying and
mapping services for the Citrus Tower development.

Hunter’s Trail Access Easement
The project proposes a trail and parking easement for the City of Rancho Cucamonga
on a City of Fontana property. Scope includes mapping and survey records research,
a field survey locating the proposed easement area property lines, and the
determination of intersecting property lines. Rick Engineering Company (RICK) was
responsible for the survey and mapping services related to the easement
requirements.
North Twin Oaks Urban Trail Project
The North Twin Oaks Urban Trail project improved pedestrian and bicycle mobility
by installing curb and gutter, retaining walls, decomposed granite multi-use trail,
ADA compliant curb returns, and driveways. Additionally, the project effectively
transitioned the existing Class II bike facility to an existing Class I facility located at
the trail head at the north end of North Twin Oaks Valley Road. The project modified
the east side Twin Oaks Valley Road to enhance and improve pedestrian mobility,
safety, and visual appeal. Project improvements now enable citizens to travel north
from the Twin Oaks Valley Road/Borden Road intersection without any impediments
or obstructions. Furthermore, the project improvements prohibit roadway runoff
from entering adjacent private properties, thus being conveyed directly to the
adjacent public storm drain systems. Lastly, the installation of an informational
kiosk, benches, and water fountains at the north trailhead help to enhance the visual
appeal and practicality of the overall improvements. Rick Engineering Company
(RICK) was responsible for the civil design, plan production, specifications, and
estimate for the project.

environmental consulting, specializing in herpetology and has

skilled in wildlife surveys, habitat restoration, habitat assessments,

A) Fairview Park Riparian Mitigation Project Phase 1 - Costa Mesa, CA
Endemic Environmental Services provided consulting services to CJW Construction and the
Army Corps of Engineers for the design and implementation of a 17.8-acre riparian mitigation
project at Fairview Park in Costa Mesa, California. Endemic team members inspected delivered
plants for overall health, redesigned the hydroseed mix to ensure high biodiversity, and provided
recommendations for plant placement based on soil analyses. Endemic drafted a monitoring
program, held monthly meetings, and created a maintenance guide for the identification and
removal of non-native vegetation for the site. In addition, Endemic team members conducted
continued biological monitoring of the site over a 5-year period.

B) Fairview Park Riparian Mitigation Project Phase 2 - Costa Mesa, CA
Endemic Environmental Services, Inc. was responsible for the design, implementation and
continued maintenance of a 23-acre habitat restoration site at Fairview Park in Costa Mesa,
California. Endemic staff installed a combination of 1-gallon container plants, hydroseed mix,
and cuttings from local and adjacent areas throughout the project site. The restoration site
features wetland, riparian, grassland, oak woodland, and coastal sage scrub plant communities.
Through continued monitoring and removal of non-native vegetation, Endemic’s team has been
able to meet the success criteria of 100% container stock survival and less than 5% non-native
plant coverage set forth by the U.S. Fish and Wildlife Service. A combination of fervent attention
to detail and the ability to maintain productive and open communication, have led to a highly

Orange Unified School District vs. David Volz Design
Our longtime and ongoing client, Orange Unified School District has had issues with a
construction contractors’ earthwork on a project that DVD designed. As the soils
engineer was originally hired by DVD and latter by the contractor, our firm has been
included in a broad action that is working through the initial findings. DVD’s relationship
with the OUSD remaining good as can be attested by the Facilities Director at the
District. As this ligation is ongoing, if additional information is needed about this topic,
