In-Site Landscape Architecture, Inc. is pleased to submit our Statement of Qualifications and Fee Proposal for the Fritz Burns Park Master Plan project. As part of our commitment to the success of this project and as part of our proposal response, we have already begun to analyze the park program elements and relationship to each other, the park’s aesthetic, and park’s sense-of-place within its regional context and the City of La Quinta. Our company is based in San Diego but has been set up since 2007 to have all employees work from their home satellite offices. Ron Moreno, one of the key team members for this project, moved to the La Quinta Cove neighborhood from Colombia when he was 16 years old. As a teenager, Ron spent a lot of time at Fritz Burns Park playing soccer, swimming, skateboarding, and spending time with family and friends. He currently lives and works from his home satellite office in nearby Cathedral City. He is truly local! Our surveyor and environmental subconsultant’s office (MBI) is located nearby in Palm Desert. Our firm is also pleased to have completed the master plan, construction documents, and construction administration for the
nearby 6.4-acre “Griffin Club” recreation center within the City of La Quinta.
Our team excels at providing creative design solutions while maintaining budget and schedule
with outstanding service to our clients. We have assembled a top-notch team that will function
as a cohesive unit with the City and look forward to starting this exciting project with you.

Pat’s professional and academic interests for the past forty years have
centered on the planning and design of urban open space projects. The
majority of projects he is responsible for direcƟng requires coordinaƟon
of mulƟple design disciplines such as architecture, engineering and
planning. Pat is parƟcularly knowledgeable in developing design
soluƟons where consensus building with private development interests
and ciƟzen community groups is a fundamental part of the study
process. Exploring methods to fully vest private and public interests in
the design process has always been a special interest of Pat’s.
Pat also specializes in the design of pedestrian thoroughfares where is-
sues of ADA, Title 24 and traffic calming are prominent. Pat has worked
throughout San Diego County on public and private open space designs
incorporaƟng new sidewalks, lighƟng, furniture, signage, accessibility
upgrades, public art, special features and landscaping. Pat extensively
researches design methods, product reliability and regulatory standards
prior to finalizing construcƟon plans.
Pat has been a lecturer by appointment in the Urban Studies and
Planning Program at the University of California at San Diego (UCSD). He
lectures on the subject of public policy, design and resultant form
consequences.

Kanten lead as Sr. Designer design of the new 18,000 square foot skatepark
at Amelia Mayberry park in Whittier, CA. This skate plaza has a - less is more

Kanten not only worked on the park planning and design but also public facilitation. We

trees. To do this, we creatively wrapped the park around the trees, adding more green
space to the facility. Our color pallet and materials were selected to represent the Sacra-

packet for the community. Along with city funding, the project garnered local business
donations. We then prepared construction documents, provided construction adminis-
tration, and assisted with the grand opening that was covered by Thrasher Magazine.

Larkin Park is slated to be constructed adjacent to the
new Mill Race Commons development and the exisƟng
Flying Bison Brewery in the "Larkinville"/ “Hydraulic”
district of Buffalo, NY. In-Site prepared the park master
plan, 3D renderings, and 3D animaƟon for the Larkin
Development Group. Site ameniƟes include a sculptural
play element, picnic areas, tetherball, open lawns, natural
planƟngs, walkways, and parking for 70 cars. The design
concept plays homage to the hydraulic mill wheels
historically prominent in the area through an abstract
interpretaƟon of a spinning moƟon. The design also
symbolizes the later influence of the railroad through
straight walkways that bisect the site and create various
outdoor recreaƟonal spaces.
RELEVANT EXPERIENCE
STATEMENT OF QUALIFICATIONS
Responsible, as co-lead consultant, for site analysis,
conceptual design, photo simulaƟons, and construcƟon
documents/ administraƟon for this 10-acre project. The
visitor center is located on the 9,000-acre ecological
reserve in southwestern Riverside County. The reserve is
a cooperaƟve management project of the Riverside County
Regional Park and Open Space District, The Nature
Conservancy, California Department of Fish and Game, the
U.S. Fish and Wildlife Service, and the Metropolitan Water
District of Southern California. The design theme is a
layered experience of aestheƟcs/ “sense of place”, fun
through exploraƟon, educaƟon for all ages (including 8,000
annual third graders), and environmental stewardship.
The scope of services included design for an ADA acces-
sible interpreƟve trail, five demonstraƟon naƟve plant
communiƟes, entry improvements, monument signage,
interpreƟve/ educaƟonal features, covered presentaƟon
stage/ plaƞorm, event paƟo, and parking expansion.
The project includes contract grown plant species from
site cuƫngs to ensure geneƟc compaƟbility, salvaged on
site boulders, and masonry features made with local
Santa Rosa Basalt to match the Reserve’s Historic Cow-
boy Adobe site walls.

PRELIMINARY PARK PROGRAMMING ASSESSMENT
As part of our commitment to the success of this project and as part of our proposal response, we have begun
to analyze the park program elements and relaƟonship to each other, the park’s aestheƟc, and the sense-of-
place within the park’s regional context. Please note, these are preliminary ideas that we prepared to illus-
trate design concepts to the City as part of our proposal and approach. They are not intended to convey the
final design of the park. Once selected for the project, our team will work with the City and community to pre-
pare the park master plan taking into account all the City’s goals as a coordinated team player with the City.
UNDERSTANDING AND APPROACH
Our approach to the master plan process first
starts with what exisƟng faciliƟes should re-
main in place which faciliƟes should be relo-
cated or redesigned. In our opinion, since the
skate park and dog park would be the least
negaƟvely impacted by being located across
Avenue 52 in the new park parcel and because
the exisƟng faciliƟes are relaƟvely small sized,
we recommend those program elements be
relocated into the new park parcel along with
a new parking lot off Calle Amigo. By siƟng the
dog park to the west, parking in the middle,
and skate park to the east, a new large lawn
picnic area centered on a graceful arc-shaped
walkway could organize this space beauƟfully.
The exisƟng newly constructed street improve-
ment curbs and sidewalks would be able to
remain undisturbed and access into the new
parcel can be conveniently located at the ex-
isƟng crosswalk sidewalk connector. Another
arc-shaped walkway may be located south of
Avenue 52 which would visually Ɵe the two
park parcels into one park. Leading south, a
new tree-lined shaded walkway with park
benches and picnic tables may hug the east
side of the exisƟng lawn and terminate at a
new circular splash park. New shade shelters,
addiƟonal lawn areas, and lounge seaƟng may
be ideally located here serving the splash park,
playground and pool complex. The playground
area may be redesigned with new equipment,
shade trees and seaƟng. The exisƟng parking
lot may be expanded back into the current dog
park area adding spaces while new tree islands
can be added to provide shade and thus re-
duce the urban heat island effect. Four new
pickleball courts may be added south of the
exisƟng tennis at the locaƟon of the current
skate park/former parking lot keeping the new
courts and exisƟng courts in the same vicinity.

Since In-Site Landscape Architecture, Inc. was founded in 2007, the company has pioneered the sustainable
“Green Office” model. For the last 15 years, all employees work from home offices to reduce our
company’s carbon footprint and to improve employees’ work/life balance and producƟvity by eliminaƟng

Project Understanding:
The City of La Quinta (City) reserves the right to negotiate final pricing with In-Site Landscape
Architecture, Inc. (Consultant). Pricing shall remain firm for the entire initial term of the agreement.
The total project area is 7.5 acres, located on the corner of Avenue 52 and Avenida Bermudas. The Fritz
Burns property was donated to the City of La Quinta to serve as noncommercial public space. The
property currently has a regional park and is adjacent to the City’s Corporate Yard and Fire Station #32;
which sit on an additional four (4) acres. The park contains a swimming pool, children's play area, picnic
tables & benches, men’s and women’s restrooms, 6 tennis courts, 8 pickle ball courts, a water feature, a
skate park, a dog park, parking lot and off-street parking.
The City is proposing to keep all existing park program elements; including courts, dog parks, skate park,
playground, and pool and pool building. The potential re-configuration should be considered in the
Master Plan and should consider constructing additional park amenities such as but not limited to: pickle
ball courts, parking, shade and misting, spectator seating, seating, pedestrian lighting, updated and
increased bathrooms, fencing, a splash fountain, and location for trash collection for larger events that
can be secured. The City wants to limit turf removal as much as possible. The tear drop property north
of the park is to be incorporated for the improvements.
Scope of Services:
Task 1 – Pre-Design Phase
a) Consultant shall review the City’s existing data, reports, record drawings and studies concerning
the project.
b) Consultant shall attend a kickoff meeting with the City to discuss the goals and objectives for the
project. The Consultant and City shall also review the preliminary programming, preliminary
plan, and preliminary 3D renderings (prepared as part of the Consultant’s RFP response) to
receive initial City feedback and direction if the City feels any of the preliminary ideas are
desirable for the Master Plan. Consultant recommends conducting one overall meeting with each
of the following City Departments to ensure Department goals and interests do not conflict with
each other.
• Meeting/Interview with Public Works Director, Maintenance Services Division Manager,
Engineering Services/CIP Division Manager and Project Manager;
• Meeting/interview with Maintenance Services Division Manager and key staff members;
• Meeting/interviews with other stakeholders (i.e. Community Services Department, Building
& Safety Department, Code Enforcement).
c) Consultant shall conduct a site visit in association with the City and assess the project’s existing
conditions, opportunities, and challenges. (This meeting may be combined with the above
meeting).

2. Field surveying services to set ground control panels and survey their precise positions on

Services... The Art of Shaping Space
Master Planning and Feasibility Studies - NLS provides planning
expertise to municipal governments for action sports networks as well
as individual project developments. Through completing the award
winning Calgary Skateboarding Amenities Strategy in 2012, as well as
Skateboarding/Action Sports Master Plans for Lethbridge AB, Arlington
TX, Port Coquitlam BC, and Waterloo ON, we have established a
proven, transparent and credible planning process that has been widely
recognized as a benchmark for our industry. Whether it be site selection,
feasibility studies, fundraising programs, or long term facility development
strategies, we strive to offer the best mix of qualified personnel and
specialized resources for each unique planning challenge.
Public Consultation - NLS provides comprehensive consultation
services to facilitate community input in the design of Skateparks and
other progressive public spaces. As passionate skateboarders and

New Line Skateparks Inc. has worked extensively in the
planning, design and construction of concrete skateparks, pump
tracks, BMX parks, mountain bike courses and other progressive
‘casual recreation’ facilities. Although this emerging area of
recreation is not new, the participation levels associated with
inline, BMX, mountain biking and skateboarding have climbed to
exceptional levels over the last 18 years.
The inclusion of ‘Action Sports’ in the planning process benefits
the whole community by making children, youth and adults that
participate in these activities feel valued. Developing a youth
park strategy that includes action sports programs and facilities
will introduce new experiences and challenges for a broad
demographic that is often difficult to engage and/or overlooked
in community parks planning.
Developing a successful youth park design requires a consultant
to think and act in a way that respects the desires of future park
users. This respect must be balanced with an understanding
of construction tolerances, safety standards, community needs,
security, and budget. NLS has a diverse and qualified staff who
