La Quinta, California Reference: Earth Systems Southwest, Design -Level Geotechnical Engineering Report, La ! Quinta Commercial Park, SWC Highway 111 and Jefferson Street, La Quinta, i California, File No.: 07762-02, Dociiment No.: 06-03-821, dated March 22, 2006. Submitted herewith is a final report of testing and intermittent observations performed during the grading on the above referenced project. Grading operations were performed by J.H. Thompson Construction Company, using conventional heavy equipment. Testing was performed as per authorization of Mr. Zaven Hanessian. Test results are presented on the attached test report sheets with their estimated locations plotted on the accompanying drawing. Compaction tests were performed in accordance with ASTM D 2922-81, Method A or B; and ASTM D 3017-88 Nuclear Density Test Procedures. The maximum density and optimum moisture were determined in the Iaboratory in accordance with ASTM D 1557-91, Method A or C. Test results are as follows: Soil Description USCS Maximum Density Optimum. Moisture 1 Light gray silty Sand, with SM 110.0 pcf 12.0% gravel t Olive brown silty Sand, fine to SM 116.0 pcf 10.0% coarse grained DISCUSSION: 1: Tlie project is located in flue ftitiire Cosfco sho iri... laza near the soiitliwest corner of PP g P Highway 111 and Jefferson Street in the City of La Quinta, California. August 31, 2006 -2- File No.: 07762-04 f 06-08-837 2. Prior to precise grading, the site was rough -graded by another grading contractor: We did not observe these grading operations, 3. The limits of the over -excavation shown on the enclosed Grading Map are only f approximate. The actual over -excavation may be ,less than shown. The rough grading map of the building super pads was provided' by FUSCOE Engineering, but no current survey stakes were present during the grading operations. No survey stakes were provided to show the exact limits of the building super pads. When the building locations are determined, some additional grading may be required if any of the buildings fall outside of the over -excavated areas. 4. The scope of our work was based on plans and staking by others, ' 5. The site was cleared of any pre-existing vegetation prior to grading operations. 6. The building pads were over -excavated to a minimum depth of 5 feet below finish pad grade. The bottoms of the excavations were moisture conditioned and compacted in such a manner as to obtain a minimum of 90% relative compaction. The excavations were then observed and tested prior to being backfilled. Areas with test results showing low density were recompacted and retested until 90% relative compaction was achieved. 7. Fill materials consisting of on-site or neighboring soils were placed in relatively thin lifts and compacted into place. The vacant lot adjacent to the east pad was used as a borrow area to backfill the east pad (Parcel C), 8. i A total of 122 compaction tests were performed. 9. After reworking and retesting the areas of low density, test results indicate that (a minimum of 90% relative compaction has been obtained within the areas tested. 10. The test locations are approximate and were determined by pacing and sighting from prominent field features. In our work, we have relied on topographic and survey information provided by others. No current survey stakes were on-site (please -see discussion Item 3 above). 11. Based upon intermittent observations and testing during the grading operations, from May 31 through July 18, 2006 on this project, it is our opinion that the grading has met the intent of the recommendations of the referenced geotechnical engineering report, as well as the grading ordinances of the City of La Quinta. 12. As used herein, the term "observation" implies only that we observed the progress of work _with which we agreed to be involved, and performed tests on which together we based our opinion as to whether the work essentially complies with job requirements. ' 13. With any manufactured product, there are statistical variations in its uniformity and in the accuracy of tests used to measure its qualify. As compared with other manufactured products, field construction usually presents large statistical variations in its uniformity and in the accuracy of test results used to measure its quality. Thus, even with very EARTH SYSTEMS SOUTHWEST ............................................. . i • f1 r August 31, 2006 - 3 - File No.: 07762-04 06-08-837 careful observation and testing, it cannot be said that all parts of the product comply with the job requirements, and the degree of certainty is greater with full-time observation than it is with intermittent observations and testing. Therefore, our opinion based on observing and testing the work means that there is only a statistically -based, reasonable certainty that the work essentially complies with the job requirements. 14. We make no warranty, express or implied, except that - our services were performed in .accordance with engineering principles generally accepted at this time and location. 15. It is recommended that Earth Systems Southwest (ESSW) be provided the opportunity for a general review of any changes to the final design and/or location of the proposed structures in order that earthwork and foundation recommendations may be properly interpreted. If ESSW is not accorded the privilege of malting this recommended review, j we can assume no responsibility for misinterpretation of our recommendations. 16. This report is issued with the understanding that it is the responsibility of the owner or his representative to ensure that the information and recommendations contained herein are called to the attention of the architect and engineers for the project and are incorporated into the plans and specifications for the project. It is also the responsibility of the owner L or his representative to ensure that the necessary steps are taken to see that the general contractor and all subcontractors carry out such recommendations in the field. It is further understood that the owner or his representative is responsible for submlittaof this j report to the appropriate governing agencies.
