CALL TO ORDER
A regular meeting of the Community Services Commission was called to order
by Gayl Biondi at 4:14 p.m.
This meeting was held by teleconference pursuant to Executive Orders N-25-
20, N-29-20, N-33-20, N-35-20, and N-60-20 executed by the Governor of
California, in response to the state of emergency relating to novel coronavirus
disease 2019 (COVID-19) and enabling teleconferencing accommodations by
suspending or waiving specified provisions in the Ralph M. Brown Act
(Government Code § 54950 et seq.).

1. APPROVE CIVIC CENTER ART COMMITTEE ASSIGNMENTS
MOTION - A motion was made and seconded by Commissioners
Blakeley/Shelton to elect Chair Biondi and Commissioner La Greca to serve on
the Civic Center Art Committee for the March 2022 La Quinta Arts Celebration .
Motion passes unanimously.
2. RECOMMEND A RECIPIENT FOR THE 2022 SENIOR INSPIRATION
AWARD
At 4:43 p.m. Commissioner La Greca recused himself from this discussion
because he is a nominee for the 2022 Senior Inspiration Award.
MOTION - A motion was made and seconded by C hair Biondi and
Commissioner Shelton to recommend Victory Grund as the 2022 Senior
Inspiration Award recipient. Motion passes 4 ayes, 1 absent (La Greca).
At 4:53 p.m. Commissioner La Greca returned to the Council Chambers to
resume participation in the meeting.
3. APPROVE ADDITIONS TO THE PREQUALIFIED ARTISTS LIST
MOTION - A motion was made and seconded by Commissioners Blakeley/La
Greca to approve the prequalified artists list as submitted. Motion passes
unanimously.

DEPARTMENTAL REPORTS
1. ART MURAL UPDATE
Community Resources Analyst Calderon presented the staff report verbally.
The Cultural Campus Mural “Bird Song” by artist Nate Frizzell is scheduled for
completion by December 31, 2021.
2. CIVIC CENTER ART PURCHASE UPDATE
Community Resources Analyst Calderon presented the staff report verbally.
Two art pieces were commissioned for Art in Public Places during the
November La Quinta Art Celebration. Both art pieces will be featured at the X
Park.
3. X-PARK UPDATE

Community Resources Analyst Calderon presented the staff report verbally.
The X park is scheduled for completion early 2022. Commissioner Blakely
inquired about injury prevention when the park is operational. Staff reiterated
that several safety protocols will be in place and enforced by the X Park
operator, and all participants will complete waviers prior to participation.
4.COMMUNITY WORKSHOP INVITATION
Community Resources Director Escobedo invited Commissioners to attend the
Community Workshop on January 29, 2022 at the La Quinta Wellness Center.
5.COMMISSION FACILITY TOURS
Community Resources Director Escobedo presented the staff report verbally.
Staff will contact commissioners individually to schedule facility tours based
on areas of interest.
6.PARK PLAYGROUND – NEW EQUIPMENT
Community Resources Manager Calderon presented the staff report verbally.
Commissioners were informed that new playground equipment will be
installed at Seasons Park to replace the previous equipment that was damaged
by a fire.
COMMISSIONER’S ITEMS
Chair Biondi inquired about the status of the Silverrock Event Site restroom
mural project. Community Resources Director Escobedo informed the
Commission that staff will revisit this project in the near future.
Chair Biondi briefly discussed the Community Services Commission Roadmap
and encouraged Commissioners to use the roadmap as a resource for
prioritizing upcoming initiatives.
Commsioners La Greca/Blakely and Chair Biondi discussed the La Quinta Arts
Celebration.
ADJOURNMENT
There being no further business, a motion was made and seconded by
Commissioners La Greca/Blakeley to adjourn the meeting at 5:17 p.m. Motion
passes unanimously.

STAFF REPORT
AGENDA TITLE: RECOMMEND DESIGN FOR GOLD STAR FAMILY
MONUMENTS
RECOMMENDATION
Recommend Design for Gold Star Family Monuments.
EXECUTIVE SUMMARY
• Staff received direction from City Council to request concepts for two (2)
Gold Star Family Monuments to be featured as additions to the Veterans
Acknowledgement Monuments in Civic Center Park.
• On January 6, 2022 an RFP for the design and build of the Gold Star
Family Monuments was distributed to the City’s Pre -Qualified Artists.
The deadline for submission was February, 11, 2022.
• Three (3) submissions were received and are being presented to the
Commission for consideration.
FISCAL IMPACT - $30,000 has been budgeted for the design and
construction of the monuments and will be taken from the Art in Public Places
Art Purchase budget (Account No. 270-0000-74800).
BACKGROUND/ANALYSIS
Shortly after the 2021 Veterans Recognition Ceremony, staff received
direction from the City Council to explore concepts for a Gold Star Family
monument. The title of Gold Star Family is reserved for families of military
members who have died in the line of duty and is meant to honor the service
member’s ultimate sacrifice while acknowledging their family’s loss, grief, and
continued healing. La Quinta has a long-standing tradition of honoring
veterans by hosting the annual Veterans Recognition Ceremony, during which
local veterans have their names, ranks, and dates of service engraved on the
Veterans Acknowledgement Monuments that were installed in Civic Center
Park in 2000. The City would like to erect two additional art pieces specifically
honoring Gold Star Families as extensions of the Veterans Acknowledgement
Monuments and moving forward, the Gold Star Family Monuments will also be
featured during the Veterans Recognition Ceremony.

RFP: Gold Star Families Monuments
The theme of this sculpture is an invitation to contemplate the profound dualities of
Life and Death…
Designed to evoke reflection on the Regimentation ,Efficiency, Unity of purpose,
Strength, Bravery and ultimately Sacrifice that a soldier gives for his country. These
concepts are embodied in a large triangular steel panel with cut out repeated
silhouettes of a US Soldier, stacked in a well ordered pyramid format, yet fallen at
45 degrees. The lines between the soldiers would give ample space for the
placement of soldiers name, regiment and rank information.
The fallen sheet is supported and held in position by a counter poised sheet of steel
that intersects half way up the triangle shape. The supporting steel sheet is a
misshapen triangle shape made up of a randomized flow of silhouetted human
figures that represent the emergent souls of the fallen soldiers…arching up from the
ground to lift the viewers vision as the souls seemingly float away into the sky.
The two intersecting steel plates would be painted in different colors, or patinas.
The rigidity of the fallen soldiers will be contrasted with the curvature of the rising
souls plate. These symbolic oppositions will, I hope, inspire and offer peaceful
contemplation in the viewers mind. But what I hope to be the most powerful magic
of this sculpture is the constantly changing myriad of human shaped shadows of
both soldiers and their souls mingling on the base and surrounding pathways.
These silhouetted figures will be given an eternal and animated life energy when
illuminated by the sunshine through the day or at night by moon light…(or subtle
electric lighting)
What I hope to offer the viewers of this sculpture is an illustrative and figurative
interpretation of the soldiers roll and sacrifice. My sculpture is intended to
humanize, immortalize, symbolize the fallen- yet risen soldiers of the 5 Star
Families . The message is delivered with the simplicity of intersecting sheets of
steel. From my research into military memorials of the past this ,non traditional,
informal , non austere and far from somber memorial will, I hope, fit with the up
beat, healthy and positive outlook of La Quinta residents.
Although I haven’t had time as yet to research fabrication costs etc of such a
sculpture, I have a hunch that this can be cut and made with relative ease
,efficiency and low cost by CNC laser or water jet cutters in the Palm Springs area,
hence greatly reducing transportation costs form my studio in the Virgin Islands.
The simplistic nature of the structure, would require minimal installation

complexities….and ,I hope, offer a lasting much spoken of and photographed
monument that will attract attention and meditation by visitors to La Quinta for
generations to come.

I really appreciate that the city of La Quinta is recognizing families and bringing
honor to those who have fought for our country.
My father served for 30 years, he came back from war with PTSD which changed
our family dynamics entirely, but he came back. Many pieces of my artwork have been
derived from being in a military life. The loss of a family member in war is something I
do not fully understand. I can't imagine the loss of what Gold star families carry with
them daily.
So in order to understand a little better, I connected with a Gold star family mom. I
wanted to understand a little more the perspective of a mom who had lost her son in
war. I could only think of the perspective of a daughter to father in war.
It was hard to even know what to ask her or where to start. I honestly was scared to
understand and ask questions. She was extremely honest and shared the importance of
constantly having her son's name repeated and not forgotten. The conversation was
hard yet very eye opening and helpful. I learned about her Son, Manuel who passed
away in Afghanistan at the age 22. She shared stories about him and how the hole in
her heart could never be filled. She also shared how extremely meaningful it is to have
the monuments that engrave the names so they will not be forgotten. I showed her the
sketches as you have here in the proposal. The order they are in, is the order that she
liked. After sending her the first concept drawing, she said that her husband and her
wept from the impact.
In this proposal I have three ideas presented for you. I know that it's supposed to be two
but I thought you could have the options. Each proposed idea has a large Plaque which
represents the Gold Star family flag. On this plaque the star is hollowed out and the
names would be engraved and attached. There are three different concepts
representing different perspectives of loss, pain and honor.

Dear Selection Committee,
Attached is a variety of options for the Gold Star Families Memorial’s. A few of the
designs were created with the existing memorials in mind (both materials and look) in an
attempt to keep some similarities in the designs. These designs with the layered rusted steel
also were designed to be budget conscious. Others are much more design inspired and more
expensive mostly from a fabrication and materials side. I just wanted to give you a variety of
different options of both design and materials for this project.
As an artist I am here to show you some options then help you find the best concept to fulfill
your vision for your project. I am always open to adapt and adjust any of my concepts or
change and or incorporate multiple ideas to fit your needs.
