INTRODUCTION
The City of La Quinta requests proposals from qualified firms for
the maintenance and conservation of the City's public art
collection. The City strives to enhance the quality of life for all
residents through cultural arts.
SCOPE OF WORK
The City of La Quinta's public art collection consists of 26 outdoor
artworks. More specific project requirements are as follows.
*Please note: During the one (1) year contract with three (3) one
(1) year options for renewal, the City may add additional
artworks to the collection. Be sure to consider possible additions
when deciding final bid amount.
Permanent Collection
1. Cleaning of all twenty six (26) artworks will be required two (2)
times (at minimum) each year throughout the duration of the
one (1) year contract which includes dusting, washing, and
waxing. The medium and material artworks are composed of
range from, bronze, metal, stainless steel, stone, tile, glass,
paint, aluminum, concrete, marble, and granite.
2. Minor conservation work will be performed as required
(removing corrosion, graffiti, flaking of paint, water deposits,
etc.). The collection should be free of water spots, spider
webs, debris, and graffiti at all times. Occasional placement of
signage and installation of plaques may be needed.
Contractor
may be called upon at any time to perform minor conservation
work and must be able to respond on site within two hours in
the case of an emergency.
3. A detailed written report is required to be included with the
invoice stating the condition of the artwork before
cleaning as well as details of work performed and any
condition issues. Invoices shall be sent to the Management
Analyst for payment.
4. Color photographs of artworks before and after treatment must
must be taken by the contractor and included with detailed
invoice as stated in Number 3.
5. The contractor will promptly provide staff with detailed
information, including color photographs, on any conservation
or vandalism problems that may have occurred to the art.
6. Contractor must have three (3) years experience and
knowledge of cleaning large scale outdoor artwork in the
public consisting of metals, glass, mosaics, various patinas,
water features, painting methods, and applications.
7. Three (3) references are required and must be provided with
sealed bid. References provided must state the nature of art
cleaning experience as stated in Number 6.
8. During the one (1) year contract, with three (3) one (1) year
options, additional artworks may be added to the collection
which will not increase the amount of the contract. However,
any added artwork will be considered depending on the level
of maintenance required.
9. Contractor is responsible for all equipment, supplies, and any
and all actions and tangible materials necessary or proper to
successfully execute the services stated in Numbers 1 and 2.
10. Contractor will assist in creating a revised series of public art
guidelines for new permanent and temporary installations.
This will include guidelines for proposed murals, temporary
art installations and permanent sculpture opportunities.
11. Contractor publish a RFP to create a pre-qualified list of
artists to supplement the city's art needs.
12. Contractor will help manage the city's existing art collection
by tracking, photographing, and cataloging.
13. Contractor will consult and review proposed projects for
viability, maintenance, need, and community connection.
REJECTION OF PROPOSAL
The City of La Quinta reserves the right to reject any or all bids or
any part of a bid. The City of La Quinta reserves the right to reject
the bid of any bidder who previously failed to perform adequately
for the City of La Quinta or any other governmental agency. The
City of La Quinta expressly reserves the right to reject the bid of
any bidder who is in default on the payment of taxes, licenses, or
other monies due to the City of La Quinta.

SUBMISSION RESTRICTIONS
No oral, text, fax, or telephone proposals or modifications will be
considered. Proposals received after the due date and time will be
returned unopened.
QUESTIONS OR REQUESTS FOR CLARIFICATION
Any request for clarification or other questions concerning this RFP
or attachments must be submitted via email to
jtorres@laquintaca.gov no later than August 28, 2018, at 12:00
p.m. All responses will be posted on the RFP page in the City
website.
PROPSAL FORMAT
Firms are encouraged to keep their proposals brief and relevant to
the specific information requested herein. Proposals should be
straightforward and concise. Proposals must be presented in a
format and order that corresponds to the numbering and lettering
contained herein with minimal reference to supporting
documentation so that proposals can be accurately compared. All
proposals should include the following:
A)
1. Cover letter signed by an official authorized to bind the firm;
2. Printed name, address, phone number, and email address of
firm’s contact person;
3. Location of firm’s main office;
4. Location of the office that would service this project; and
5. A validity statement stating that all information and pricing
provided in the proposal is valid for at least ninety (90) days; and
B) Background on the firm and its experience, which shall include:
1. Number of years in business;
2. Taxpayer identification number;
3. Firm ownership and, if incorporated, the state in which the firm is
incorporated and the date of incorporation; and
4. If the firm is a subsidiary of a parent company, identify the
parent company.
C) References for similar services within the last three (3) years,
which shall include:
1. Client name, client project manager, telephone number and
email address;
2. Project description;
3. Project start date, and end date;
4. Discussion of final outcome
D) Disclosure of any alleged significant prior to or ongoing contract
failures, any civil or criminal litigation or investigation pending,
which involves the proposer or in which the proposer has been
judged guilty or liable within the last five years. If there is nothing to
disclose, Proposer must state as such in writing.
E) Description of Proposer’s warranty/guarantee of work product.
F) Subcontracting any portion(s) of the Scope of Services is not
preferable; however, if a Proposer can demonstrate to the City’s
satisfaction that it is in the best interest of the project to permit a
portion of the service(s) to be subcontracted by Proposer, it may
be considered. Provide details on the role of any subcontractor
that will be used.
G) A statement that, if selected, Proposer will provide the minimum
insurance coverage and indemnification noted in sections 5.0 and
6.0 of the City’s Professional Services Agreement (attachment 2).
H) NON-COLLUSION AFFIDAVIT executed by an official
authorized to bind the firm. (attachment 3)

Per your contract with the City of La Quinta, please provide proof
of the insurance items and endorsements checked below:
Please direct your insurance broker to provide the items identified
above and return to jtorres@laquintaca.gov.
Contract cannot be executed until proof of all insurance items
required by contract have been received and reviewed.
