2022 04 19 HA Minutes Quarterly MeetingHOUSING AUTHORITY MINUTES Page 1 of 2 APRIL 19, 2022 LA QUINTA HOUSING AUTHORITY QUARTERLY MEETING MINUTES TUESDAY, APRIL 19, 2022 CALL TO ORDER A regular quarterly meeting of the La Quinta Housing Authority was called to order at 4:49 p.m. by Chairperson Sanchez. This meeting provided teleconferencing accessibility pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor of California, and subsequently Assembly Bill 361 (AB 361, 2021), enacted in response to the state of emergency relating to novel coronavirus disease 2019 (COVID-19) and enabling teleconferencing accommodations by suspending or waiving specified provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.). PRESENT: Authority Members Evans, Fitzpatrick, Peña, Radi, Chairperson Sanchez ABSENT: None VERBAL ANNOUNCEMENT – AB 23 was made by Authority Secretary Radeva. STAFF PRESENT: City Manager/Executive Director McMillen, City Attorney/Authority Counsel Ihrke, City Clerk/Authority Secretary Radeva, Acting Deputy City Clerk McGinley, Director of Business Unit and Housing Development Villalpando, Community Resources Director Escobedo, Public Safety Manager Mendez, Community Resource Manager Calderon, Human Resources Analyst Triplett, Finance Director Martinez, Public Works Director/City Engineer McKinney, Design and Development Director Castro. PLEDGE OF ALLEGIANCE Authority Member Evans led the audience in the Pledge of Allegiance. PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA – None CONFIRMATION OF AGENDA - Confirmed CONSENT CALENDAR 1. APPROVE HOUSING AUTHORITY SPECIAL MEETING MINUTES OF MARCH 15, 2022 HOUSING AUTHORITY MINUTES Page 2 of 2 APRIL 19, 2022 MOTION – A motion was made and seconded by Authority Members Evans/Radi to approve the Consent Calendar as recommended. Motion passed unanimously. BUSINESS SESSION 1. RECEIVE AND FILE FISCAL YEAR 2020/21 HOUSING AUTHORITY YEAR-END BUDGET REPORT Finance Director Martinez presented the staff report, which is on file in the Clerk’s Office. MOTION – A motion was made and seconded by Authority Members Radi/Fitzpatrick to receive and file 2020/21 Housing Authority Year-End Budget Report. Motion passed unanimously. 2. RECEIVE AND FILE FISCAL YEAR 2021/22 MID-YEAR HOUSING AUTHORITY BUDGET REPORT AND APPROVE THE RECOMMENDED BUDGET ADJUSTMENTS Finance Director Martinez presented the staff report, which is on file in the Clerk’s Office. The Authority discussed the costs and funding for the City’s Housing Element update recently completed; and rent collections from the Dune Palms Mobile Estates exceed incurred expenses. MOTION – A motion was made and seconded by Authority Members Evans/Radi to receive and file fiscal year 2021/22 Mid-Year Housing Authority Budget Report and approve the recommended budget adjustments. Motion passed unanimously. HOUSING AUTHORITY MEMBERS’ ITEMS – None ADJOURNMENT There being no further business, a motion was made and seconded by Authority Members Radi/Evans to adjourn the meeting at 5:02 p.m. Motion passed unanimously.
