Project Understanding and Approach WMF understands the requirements in providing L&L Annual Levy Administrative Services. We have developed our approach through decades of experience and believe it to be the most appropriate and successful way to form and administer Landscape and Lighting Districts (L&L District). Our team believes providing comprehensive services provides the greatest advantage to the City. The critical success factors to successfully provide these district engineering services include: WMF has the full technical capabilities that are extremely beneficial to the City and City Staff. We use our tools to assist in the classification of properties, in preparing financial analyses, and providing various reports and maps. WMF understands the challenges and complexities faced by governmental agencies in administering L&L Districts. We are skilled in preparing assessment allocations that meet the stringent requirements of Proposition 218 with respect to special benefits, general benefits, and benefits to publicly owned parcels required for Assessment Districts. WMF has an understanding of the manner in which a financing district will operate in the real world once formed. Our approach to the administration process has been developed through years of experience, primarily focusing our services within California. Reporting Accuracy & Experience WMF possesses invaluable institutional knowledge and QA/QC procedures required to ensure all parcels within the City’s L&L Districts are assessed accurately and appropriately according to established method of assessment. We provide our clients with various reports such as the Annual Engineer’s Reports, Assessment Rolls, Annual Levy Reports, and Levy Audit Maps. In-House Technology WebbSTAR™ & GIS WMF uses our innovative GIS technology and our proprietary software, WebbSTAR™, to ensure accuracy of our work products. WebbSTAR™ was designed as a database management system to provide administrative services for property related fees, assessments, charges, and taxes. Throughout a project we use WebbSTAR™ to store all data including complete parcel information, debt service schedules, generate levies, and reporting, and create assessment diagrams and levy audit maps. Schedule & Cost Regulation Having worked with numerous public agencies, WMF has a wealth of experience working on special financing district projects which translates to a comprehensive understanding of realistic time frames and appropriate project budgeting. For each project, a preliminary schedule is prepared and adopted. We evaluate and modify the project schedule and milestones to set the final baseline schedule during the initial project kick-off process. Scope of Work The City of La Quinta (City) can be assured of WMF’s diligence of staying in compliance with all areas of California Government Code and particularly in the aspects of the scope of services as identified below. 1. Preparation of District Budgets WMF will review and assist with the preparation of district budgets, and coordinate with City staff to ensure accurate accounting and recovery of all costs. WMF will also assist City staff with the incorporation of the actual maintenance costs into the district budget to achieve maximum cost-to-benefit equity. 2. Meet With City Staff As Needed WMF will be available, as needed at the City’s direction, to meet with City staff to discuss district administration, budgeting, method of fee application, levy, or other related topics. 3. Update and Maintain Parcel Database WMF will obtain the latest assessor’s parcel maps and secured tax roll information from the Riverside County Assessor’s Office for the parcels within the L&L District, and additionally utilizes GIS shape files created from our in- house GIS platform to aid in updating and maintaining a parcel database. 4. Meeting Attendance For each item requiring Council action, WMF will attend all Council Meetings pertaining to the L&L District and be available to answer any questions posed by City Staff, City Council, or the public. As requested by City Staff, WMF will be available to attend all meetings regarding the L&L District’s annual administration. 5. Prepare Annual Engineer’s Report WMF will prepare an Engineer’s Report for City staff review and approval and revise report as directed by staff prior to filing it with the City Clerk. The Engineer’s Report will include the fiscal year’s budget information, the listing of improvements to be maintained by the collection of the special assessments, the benefit spread methodology, a copy of plans and specifications, an estimate of costs, a description of all zones/ subzones and an assessment diagram, as well as a complete listing of parcels to be assessed and their total assessments. Each report will be prepared in accordance with California Code. WMF’s Engineer’s Reports will include a statement of engineer signed by a Professional Engineer verifying the accuracy of the report. 6. Prepare Resolutions (As Necessary) WMF will prepare resolutions as necessary. 18 7. Prepare and Present Reports to City Staff WMF will prepare and present the Report to City staff to review and approve. 8. Modify Reports (If Necessary) If necessary, WMF will modify the Report and roll, as directed by the City Council. 9. Upload Data WMF will calculate and submit the annual levy for the L&L District to the Riverside County Auditor-Controller. Included with the annual levy submittal is the preparation of direct bills to all public agencies whose properties are determined to receive a direct benefit from the public improvements. WMF will submit the annual levies for the L&L District in the media, format, and configuration acceptable for direct submission to the Riverside County Auditor-Controller’s Office prior to the statutory deadline, and shall perform adjustments and corrections to the levies on the property tax rolls as needed (upon receipt of the County parcel exceptions list). 10. Final Report and Assessment Roll WMF will provide the City with two (2) bound copies of the final Report and assessment roll. 11. Appeals and Database Revisions WMF will assist with appeals’ procedures and make necessary database revisions. 12. Primary Contact WMF will serve as the initial and primary contact to City Staff, property owners, title companies, and other interested parties for inquiries regarding the L&L District’s administration and annual special assessment installments. A toll free telephone number, of WMF designation, will appear on the regular property tax billing next to the L&L District’s line item to facilitate contact with the public. 14. Continual Administrative Counseling WMF will provide continual, year-round administrative counseling to the City as needed. 15. Annexation Procedures WMF will provide annexation procedures for any new areas to be added to the district. 19 Section 8.
