Teleconferencing and Telephonic Accessibility In Effect
Pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor of
California, and subsequently Assembly Bill 361 (AB 361, 2021), enacted in
response to the state of emergency relating to novel coronavirus disease 2019
(COVID-19) and enabling teleconferencing accommodations by suspending or
waiving specified provisions in the Ralph M. Brown Act (Government Code
§ 54950 et seq.), members of the public, the City Council, the City Manager, City
Attorney, City Staff, and City Consultants may participate in this regular meeting

AGENDA TITLE: DISCUSS ELECTRICAL INFRASTRUCTURE NEEDS AND
FINANCING MECHANISMS FOR THE COACHELLA VALLEY CITIES WITHIN THE
IMPERIAL IRRIGATION DISTRICT SERVICE TERRITORY
RECOMMENDATION
Discuss electrical infrastructure needs and financing mechanisms for the
Coachella Valley cities within the Imperial Irrigation District service territory.
EXECUTIVE SUMMARY
On June 1, 2021, the Imperial Irrigation District (IID) Board of Directors
(BOD) approved the formation of the Coachella Valley Energy Commission
(CVEC) to focus on the development of a long-term strategic plan for
continued energy service to the Coachella Valley.
Critical local electricity infrastructure in the Coachella Valley is in need of
upgrade, repair, and expansion to improve safety, reliability, redundancy,
and the economic viability of the valley.
FISCAL IMPACT – None (discussion only)
BACKGROUND/ANALYSIS
IID began energy service to the Coachella Valley following the 1934 Agreement
of Compromise between IID and the Coachella Valley Water District (CVWD).
CVWD would lease to IID for 99 years all potential power rights and IID would
annually pay 8% of the net power proceeds to CVWD until 2033. This agreement
requires that rates charged to Coachella Valley customers and Imperial County
customers be the same. Today, the Coachella Valley represents over 60% of the
energy ratepaying population serviced by IID and has more intensive
infrastructure needs for safety, performance, reliability, and economic growth.
Challenge
Throughout the Coachella Valley, communities have the need for electric
infrastructure which is essential in promoting system reliability and supporting
prudent economic development.
STUDY SESSION ITEM NO. 1
Problem to Address
Critical local electricity infrastructure in the Coachella Valley is in need of upgrade,
repair and expansion to improve safety, reliability, redundancy, and the economic
viability of the Valley. The Imperial Irrigation District’s (IID) rate structure is very
low (over 60% below the rates of Southern California Edison) and not adequate
to address these critical infrastructure needs.
Proposed Solution
Utilize IID’s existing Customer Service Project (CSP) Program to address the
infrastructure needs in the Coachella Valley
How would it work?
1. Create the Coachella Valley Financing Authority, a Joint Power Authority
between IID and the initial communities that want to participate.
2. IID would work with and collect a Local Investment Charge from customers
in any participating community, as determined by that community.
3. Funds would be segregated by participating agency and used to secure
bonds to invest in local electric infrastructure.
4. Each community would have the option, in their sole discretion, to seek and
apply any developer related contributions to offset cost and/or fund
infrastructure.
Why does this make sense?
1. Simple solution based on an existing IID program.
2. Accelerates infrastructure projects.
3. Gives maximum flexibility to each community to decide if they want to
participate, what projects they want to build and how much they want to
finance.
4. Creates a template for the future, where additional projects could be
financed, or additional communities could join
What are the next steps?
1. Continued coordination between cities and IID.
2. Develop timing, cost, and delivery of potential projects.
3. Begin drafting program documentation.
4. Seek City Council and IID approvals
