The only thing I would say about PC/Council is that there can't be more than 2/3 of them on the trip so they don't form a quorum. Cheri L. Also, I'd say this falls under non-essen\al travel which is s\ll restricted. As much as I'd like to inspect the facility, I'd say we can't do this un\l we get to Stage 3 or 4 in the COVID reopening plan, whenever the State allows non-essen\al travel, if we even have money to do so. As for PC and CC, no more that 2 or 3 of them at a me would be allowed to go per the Brown act so as not to create a quorum. I agree with your statements about the neighbors, if they wish to take him up on the offer, that's up to them, although the City cannot condone/support non- essen\al travel. Cheri L. I replied that I would have to check what the policy of the City was rela\ng to travel, that this could also only occur aqer lockdown is liqed, and that neighbors were free to take him up on his offer if they so wished. Since he is not talking about a trip to Palm Springs, and Lemoore will require plane flights, overnight stay (I think, it would be hard to turn around in a day) and so forth, it seems difficult to do without raising eyebrows about "junkets" as they used to be called. Does the City have an official policy on this, and what should I tell him? While I am Page 3 of 3 confident the noise study will show allowable impact, if any, I am considering hos\ng representa\ves from the neighboring HOAs to visit Lemoore to see it first hand. I am wondering if it would be helpful for you, staff, PC andCC to also visit. Not sure about protocol but wanted to ask and get your thoughts.
