Just Fyi the following attachments are emails that show it was our cultural monitors that were on the initial survey with CRM TECH, showing that we have been involved with this project. Please excuse the emails , the other half were phone conversations setting things up. So as you can see the Tribe was active in the 1st phase of this project and has been waiting for it to start. I hope this evidence is sufficient enough to prove the Tribes participation. I have participated in several consultations with the Torres Martinez, including a most sensitive cremation site on the Palizzada project in 2015, for which I coordinated extensively with Tribal representatives to assure that the Tribe’s concerns regarding the sensitivity of the site were addressed. The City regularly sends out SB 18 and/or SB 52 consultation requests, and as required by law, and out of respect for the Tribal structure, sends them to the Tribal Chairperson. I have attached both the SB 18 and AB 52 letters to your Tribal Chairperson, sent in November of last year for the Wave project. We also sent the AB 52 consultation letter, and the Cultural Resources report via email to tmchair@torresmartinez.org 2 I am sorry that those documents were not passed on to you by your Chairperson. Based on your email, we will send to both the Tribal Chair, as we are required to do, and to you when sending consultation requests in the future. I provided the cultural resources report for the Wave project to you with my original email. As I stated in my original email, if you would like copies of the site records for the Wave project site, please let me know, and I will be glad to provide them. The environmental document has not yet been released, but when it is, the Tribe will receive it, and have the opportunity to comment on it. As I suggested in my original email, you may also want to speak with Patricia Garcia, the ACBCI THPO, with whom the City consulted about this project. So in reaching out to reconnect I discover that Mr. Perez is gone and Yourself and Ms. Flores are now in place. It is of great concern for the Tribe that we are given an opportunity to consult on this project and any other coming projects. The Torres – Martinez Desert Cahuilla Tribe is 12 miles away from the City of La Quinta making the Tribe the closes descendants with an active Cultural Department. As the Tribe’s Cultural Resources Coordinator I have not received any notifications on this project or any upcoming project . I appreciate your cooperation with up‐dating me and I hope that we can move forward with a good working relationship . Please consider the attachment as the tribe’s official request to consult , being as how the Tribe was not given the chance in the 1st place. Pattie Garcia at ACBCI did ask for consultation, and we had several meetings to work out the location of known and presumed sites. I have attached the cultural resources report and the letter we received from Pattie, with the Tribe’s required mitigation measures. I also have the site records and GIS files, and can upload them for you if you would like (the files are too large to email).
