To our La Quinta Mayor and City Council Members,
We understand the proposed private development across from Andalusia would include a surf park, 100
room hotel, 650 residences, a small golf course, rope courses, trails and an outdoor amphitheatre.
Yesterday, August 6, we attended the La Quinta City Council meeting where Dale Tyerman,
resident of Trilogy at La Quinta, spoke during the Open Forum on this proposed development.
We are also homeowners at Trilogy at La Quinta. We STRONGLY DISAGREE with every
statement made by Mr. Tyerman. We do NOT agree that this project will be positive for Trilogy
homeowners, not does the community's majority.
Would you as individuals like this sort of development down the street from where you
live? Would you like your quiet neighborhood of 55 and over to become a haven for festival
goers and youth? Would you want concerts, especially during festival time, booming in your
walls at night? Increased traffic resulting in noise and increased crime?

We doubt it!! We are a residential neighborhood and the property in question needs to stay residential.
We purchased here because it's far from the noise of town. The type that come to a surf park are young
and want loud music to surf to. Lifeguards will have to be yelling louder than the music to be heard!!
We know there are alot of obstacles to overcome before this project could move forward. However, we
also know that no developer would purchase a property for several million if they hadn't received
assurances that the obstacles would be overcome in time.
Changing the obstacles to unleash a developer intent on DESTROYING OUR LIFESTYLE is
unconscionable.
PLEASE STOP TRYING TO MAKE OUR LITTLE TOWN INTO THE BIG CITY WE JUST LEFT!
THINK ABOUT THE CITIZENS, NOT THE TAX REVENUE!
We vote, we are retired, and will not rest if this project is approved UNTIL IT IS COMPLETELY
SHUT DOWN!!!!

Thanks for your quick response. I would treat Jon’s email as a “draft” and just use the
information as I would, to assure people of the process. I have responded to a couple of
emails from others at Trilogy with a condensed version of the process required if the
project were to move forward.
Again, the Planning Commission appointment was a disappointment, I have moved
forward with a recommendation to handle the necessity for seating 2 “professional”
people on the commission by a rotating consultant list to provide advise the Planning
Commission. It just makes more sense to have community members selected who will
provide valuable communication between communities and the city. In lieu of seating
people just because they have a design background. Anyway that’s my fight not yours.
Yes let’s do lunch. I have the 14th free and then we’re gone for 2 weeks. So Thursday
the 5th is good too.
Tuesday’s meeting will be interesting because we are also going to select a new
promoter for the Art Festival. So anyone who would like to come to speak to the Madison
project is more than welcome to enjoy the rest of the meeting. And, you know me, I
never think it’s too early to express an opinion about a project, especially a large one like
this.
Hope you are trying to stay cool! Let’s set a date for lunch!

Thanks for a copy of the draft letter from the City Manager.
Through Sunrise ( ) I was put in touch with one of
the Partners from Meriwether Company. He and I had a
good conversation on Friday morning and he was very
helpful in defining the project consistent with what the City
Manager has said in his letter.
He expressed an interest in working with Trilogy as they
move through the development planning.
Attached are my notes from that conversation.
I was aware of letter.
The Desert Sun article created a great deal of concern and
some confusion here at Trilogy. Most of our residents after
reading the article believed there was a stand alone, public
use surf or water park being built in our neighborhood. I have
emailed or spoken with a number of neighbors. Some when
they understand the full scope of the project and that the
planned surf wave amenity would not be open to the public
were more comfortable. Some still stand opposed to the
development.
I have also spoken to realtors who also expressed concern
and confusion.
I am organizing a small group of our residents to define our
concerns and determine how it is best we move forward to
having those concerns addressed.
Perhaps consistent with your comment on my being on the
Planning Commission I see benefit for all parties in the

proposed development. There are clearly issues that must
be addressed. But I am confident working with Meriwether,
our neighbors and the City we can make this a winning
project for all.
Is the letter you sent me from the City Manager for my eyes
only or can I share that with others? It looks like this may be
a draft in which case I could wait for a final. The information
regarding approval process would be very comforting to
some. So let me know if I can use the letter or simply extract
a review of the process for other communications.
Regarding the Council's decision on the Planning
Commission I was deeply disappointed. Disappointed
because after attending virtually every Planning Commission
meeting in the last year and working with the City on several
important projects including Hwy 111 I believe I could be of
service to our community and the City on the Commission.
Disappointed but not dissuaded.
I will continue to seek opportunities to make a difference for
our City.
I would love to have another lunch and discuss further how I
might best identify and pursue those opportunities.
I am sure we will continue to work together on the
Meriwether project and others.
I plan to attend the Council meeting on Tuesday and maybe
we will have a brief opportunity to chat.
There are several members of the Trilogy community that
have talked about showing up at that meeting to "protest" the
Madison project.
Not sure if they will or not as we are able to get more of the
facts regarding the development out to our neighbors.

printed by The Desert Sun on July 31st regarding a surf
park that was proposed by Meriwether Companies. The
article mentions that this park would be built on land
West of Andalusia Country Club. The discussions that
have taken place have been preliminary and information
gathering only from Meriwether Companies. The
proposed plan would require:
o General Plan Amendment
o Zone Change
o Specific Plan Amendment
o Tentative Tract Map
o Site Devleopment Permit
o Planning Commission and City Council Review
o Environmental Assessment Form
Talking Points:

Proposed project site consist of approximately
377 acres on vacant land west of Madison
Street, South of Avenue 58.
Submitted project proposes to develop the site
with an artificial wave facility with an associated
100 room hotel and 650 residential units over
the 377 acres.
The project also proposes a small golf course
and other outdoor amenities such as an
outdoor amphitheater, rope courses and trails.
Current General Plan land use and Zoning
designations for the site are Low Density
Residential (RL) and Golf Course (GC).

The “Gem of the
Desert” is quickly
losing its luster for
residents like us. On
the scenic drive along
both Washington
Avenue and Jefferson
Avenue beginning at
Avenue 50 towards
the mountains and
Trilogy, we always
feel an immediate
release from the
chaotic world we left
behind. That peaceful
feeling will now be
challenged by the
Silverrock expansion.
While we understand
the need to keep La
Quinta economically
sound, we don’t have
to “keep up with the
Joneses” of the
Valley. Which brings

us to why we are
writing to you…
An article this week
indicated that the
new owner of land
across from the
Andalusia Resort is
seriously considering
the idea of using at
least part of the land
for a water/surf
park. We raise our
voices in loud protest!
Such a park is clearly
not a good fit (in fact,
out of place) for the
quiet residential area
which includes
Trilogy, Andalusia,
PGA West and The
Quarry. It would
certainly have a
negative effect on
home values and add
traffic congestion,
noise and crime. Let
us not forget that
park would sit right
on the edge of the
Coral Mountain
containing ancient
petroglyphs and a
short distance from
the Lake Cahuilla
Recreational Area,
both of which would
be highly impacted by
a water/surf park.
As stated in Friday’s
Desert Sun opinion:

“With growth,
changes occur and
often the very
qualities that made a
city attractive are
diminished or lost
completely. Unless its
leaders are mindful of
the qualities that
were attractive
originally, a city may
slip easily into a place
where pride is no
more and
commonplace is the
norm.” We would
hate to see that
happen. Such a
change to our area
would likely cause us
and other residents
to leave the “Gem of
the
Desert”. Therefore,
we request that you
reject any water park
proposal at or
anywhere near
Avenue 58 and
Madison.

Corporation has gathered.
There are many lengthy steps involved in garnering final approval for a project like
this. Each of the steps from environmental review of the current Site Development
Permit (SDP), (to assess if it would require amendment), to the final approval of a

General Plan Amendment, Zone Change, and new SDP require review by the Planning
Commission and, final approval by the Council.
Each step requires public notice and the ability for the public to address both the
Planning Commission and Council. I will make sure staff knows to alert you to any up
coming meetings regarding the project should it advance in any manner.

Dear Mayor Evans, Councilpersons Fitzpatrick, Pena and Radi and Mayor
Pro Tem Sanchez:
I am a new (voting) resident to La Quinta, having moved to Trilogy LQ in
November 2018. I've begun hearing that a rezoning of property is
being contemplated (from residential to commercial) to accommodate
the construction of a public recreational water park on Madison, across
the street from the Andalusia division.
Had we had any idea the City would contemplate such a rezoning in the
middle of this residential (and outlying) section of LQ, we certainly
would have pursued other options for our home purchase.
I respectfully request that each of you support NO REZONING for the
purpose of accommodating a for profit commercial and public water
park in La Quinta.
