Thank you for the opportunity of presenting my qualifications to provide map checking
consultant services for the City of La Quinta. I am very interested in continuing to work for the
City in providing municipal survey services.
I have been performing map checking, legal descriptions, and related services in Southern
California for almost 40 years, beginning as a map checker for the County of Orange, and then as
Senior Vice President of Land Surveying for a large engineering company providing services to
dozens of municipal agencies.
RASA was formed in 1993 to provide a cost effective and flexible answer to the survey
needs of municipal agencies. Rather than having layers of overhead, such as vice-presidents,
project managers and supervisors, I provide a direct consulting service as a professional surveyor
experienced in providing staff extension and subdivision law expertise.
Since I don’t provide mapping or development services to private industry, there is no
possibility of a conflict of interest.
This proposal is valid for 90 days from the proposal due date.

II. Qualifications, Related Experience, and References
RASA was founded in May 1993 as sole proprietor, working with numerous public agencies over
this time. The single office location is at Escondido, California and open 8am to 5pm Monday
through Friday.
The company focus is entirely municipal services. There are no clients from the developer side of
projects, so there is no potential for conflicts of interest or other organizational conditions that
may affect my ability to perform the required duties. I am the only one who will be working on
City of La Quinta projects.
I have worked with the City of La Quinta since 1998. I am familiar with the Staff and procedures
of the City, including the use of Blue Beam software for delivery of map checking products and
Trakit project tracking software.
No changes are foreseen in the company structure and I hereby certify, to my knowledge, there is
nothing that would make me or this firm ineligible to contract with any public agency, whether
Federal, State, or local. This firm is not debarred, suspended or otherwise declared ineligible to
contract with any other federal, state or local public agency.

III. Project Organization
RASA is a sole proprietorship consisting of one professional land surveyor who will be the
contact person and the one doing the work.

RASA is currently under contract with the City of La Quinta to provide On Call map checking
and has all required professional and liability insurance coverage.
IV.Work Plan/Technical Approach
Map Check Procedures:
Subdivision Maps are checked for compliance with the Subdivision Map Act, the Land
Surveyor's Act, and Local Ordinances. The resources used to review the maps include: Relevant
record maps that establish the boundary, a recent preliminary title report, the Tentative Map and
conditions of approval, mathematical traverse closures, and street name approval memo.
This work is performed according to the detailed list included in the RFP scope of services.
Work Plan/Technical Approach
Meeting City Objectives
The turnaround time required by the RFP will be met by utilizing Trakit software to track
incoming work and backlog, and complete and return each project ahead of the due date
listed on the City’s Trakit schedule sheet and contractual deadlines.
Maps and documents are reviewed, including from time to time the review of tentative
maps for technical correctness and completeness of information regarding the boundary,
area and easements shown.
Answer technical questions from City Staff regarding Map Act and Land Surveying
issues, and from Developer’s Land Survyors regarding the corrections made and timing,
if necessary.
Use of Blue Beam, City Archives and Trakit software to make corrections and comments
on submitted documents/maps and notify City Staff of status.
Listed below are the normally required elements of a complete submittal from a
developer Land Surveyor for review:
Subdivision, LLA and easement deed submittal requirements:
One full size pdf file of the subdivision map. All sheets combined in one file to scale.
One full size pdf file of the lot line adjustment or easement document. All sheets
combined in one file to scale.

Lot line adjustment and easements must be prepared according to record information
that is shown on subdivision maps, records of survey or other record survey data.
Current title report (less than 6 months old) with consolidated boundary description in
one parcel.
One set of all reference maps, corner records, centerline tie notes and deeds used in
preparation of the map/document. In lieu ofreference maps, City Archive website will
be utilized for record City subdivision maps, if available.
One set of traverse closures using the bearings and distances shown on the map.
Closure error to be less than 0.017’ for each traverse.
Copy of the approved tentative map for a subdivision (unless ‘at risk’, then preliminary
tentative map) unless the parcel map tentative is waived by the City.

EXPERIENCE
Prior to founding RASA, Mr. Nelson managed the survey division of an ENR Top 200
engineering consulting firm for over 5 years. This firm specialized in governmental consulting
with clients ranging from municipal and county agencies to Caltrans and the Department of the
Navy. As Senior Vice President, he managed a range of company services including: subdivision
map checking; design, boundary, and construction surveying; right-of-way mapping, legal
descriptions, and acquisition; geographic information systems; and control surveys for
photogrammetric mapping. He was responsible for contracts, scheduling, client relations,
marketing and billing for all survey-related projects or tasks during this period.
Previously, Mr. Nelson served in the Orange County Surveyor's office. Supervising the
Boundary Analysis Unit, his responsibilities included compiling records of survey that defined
and monumented County easement and title lines. Earlier he worked in the Map Checking Unit,
reviewing subdivision maps, records of surveys and lot line adjustments for compliance with the
Subdivision Map Act, the Land Surveyor's Act, and local ordinances.
Mr. Nelson has worked with private consulting firms in Los Angeles and in the states of
Washington and New York, both as Party Chief and as Office Supervisor, performing cadastral,
boundary and construction surveying for a variety of municipal, state, and federal agencies as
well as private land development projects. He has over 40 years of surveying and right-of-way
experience.
Mr. Nelson has served as an expert witness for the State of California Board for
Professional Engineers, Land Surveyors and Geologists, reviewing land survey discipline cases
as an on-call resource. He has also served the Board in the exam preparation, grading and
standard setting of professional land surveyor applicants, primarily in the areas of legal
descriptions, boundaries, the Subdivision Map Act, and the Land Surveyor's Act.
Mr. Nelson is principal of RASA; Right-of-Way and Survey Associates, a survey
consulting firm, dedicated to serving governmental clients. Founded in early 1993, RASA has
provided Map Checking and Legal Descriptions for several Southern California agencies.
Serving various government agencies as staff extension and support, focused primarily on
reviewing subdivision maps, documents, and records of survey for compliance with the
Subdivision Map Act, the Land Surveyor’s Act, and technical completeness.
VII. Subcontracting Services
There will no subcontracting of the map checking services listed in the request for proposal.
I do not work on preparing documents or maps for developers or agencies. In the course of City
projects, if a legal description and plat is required, I propose that the City assign this to the
developer involved or another.
If desired I am familiar with several qualified Professional Land Surveyors in the Inland Empire,
I can either refer the City or subcontract it accordingly, as preferred by the City.

There is no negative history involving me over my professional career encompassing almost 40
years.
IX.Insurance Requirements
I am currently insured as required by the City of La Quinta, with the City as Certificate Holder.
The renewal date is August 13, 2022.

Map Check Compensation
Map check payment shall be made in full at a “fixed fee” rate of:

transmit or receive plans from City.

Compensation for the first three plan checks shall be distributed at the following schedule:
First Plan Check 65% of the Total Plan/Map Check Fee
Second Plan Check 20% of the Total Plan/Map Check Fee
Third Plan Check 15% of the Total Plan/Map Check Fee
The Consultant shall be compensated upon the completion of each plan check as indicated
in the above schedule and in conformance with Section 2.2 of the Agreement. If a project
is suspended, either definitely or indefinitely, the Consultant shall be compensated based
on the last completed plan check. If the plan check process is completed prior to the third
plan check, 100% of the plan check fee will be paid upon completion of the final plan
check.
The Consultant shall separately invoice per plan and per plan check. No exceptions will
be allowed to the payment schedule.
