Dear Mr. McKinney,
Engineering Resources of Southern California (ERSC) is pleased to have the opportunity to submit our proposal to the City of La Qunita
(City) as a qualified, experienced consultant to provide On-Call Map Checking Services (Project). Based on our review of the RFP, and
past experience in providing these services, we have developed a thorough understanding of the City’s requirements. Our proposal
intends to provide solutions that exceed the City’s expectations for the services requested.
Providing plan check services, as well as the design and inspection of capital improvement projects to multiple cities in the Coachella
Valley, has given our employees and specific team members the opportunity to build in-depth knowledge of the policies and procedures
that are unique to the Valley. We have crafted our proposal to highlight our local expertise and knowledge of local procedures and the
out-side influences that can impact the review and approval of any land development project.

ERSC was founded in 1996 to provide engineering services to the public sector. The firm has delivered a proven record in Plan Checking
to numerous Cities throughout Southern California. Being local to the Coachella Valley, ERSC maintains valued working relationships
and valuable experience working within various design criteria, and within the related various departments within the region’s diverse
range of public agencies.
Project Understanding
The City of La Quinta is preparing to continue its growth into one of Riverside County’s best communities. As the city continues to
develop, the staff are assembling a qualified team to assist in facilitating that progression while adhering to all applicable regulations
and protecting the interests of the City and its residents and stakeholders. ERSC’s Plan Checking capabilities fit well with the goals of the

the asset purchase of NBS/Lowry, Inc. Since formation, ERSC has been committed
to serving Special Districts, Regional Agencies, and Municipalities in Southern

ERSC was founded on the premise of providing engineering services to
the public sector. Our firm’s first clients were local municipalities and for
25 years many of the same agencies are still ERSC clients. Our services
in the public sector have not only included on-call support services, but

permitting, and GIS services for clients throughout the region.

Engineering Resources of Southern California, Inc. (ERSC) has provided plan check services since 1996 for a variety of public agencies
and municipalities. With consideration to the special knowledge and skill set required to comprehensively oversee plan review for
development projects, ERSC has built a team with specific training and experience within the discipline. The below table summarizes
the ERSC team and their assignments related to projects that may be assigned as a result of this submittal. ERSC is ready and able to
staff projects at the City at any level requested.
ERSC is accustomed to the fluctuation in project demands in on-call professional service agreements. As such, we understand that
there is no standard approach to staffing a project when demands are expected to fluctuate. Our approach is flexible and allows for
mutually beneficial results with consideration of the City’s immediate needs.

Project Understanding
ERSC understands that the City of La Quinta intends to retain a professional team to provide support to the City. Map review services
will be regularly performed for various private development proposed within the City’s limits.
ERSC understands that development serves to support the growth and future of communities. Developers invest a great deal of time
and money upfront to build the communities that form a City. We are involved to guide development in the interests of the City and
stakeholders. As such, ERSC has a role to both protect these interests and guide the project through to an approval without undue cost
or burden as efficiently as possible.
Using the above as the understanding of ERSC’s role in plan checking assignments, we have served many clients for over 20 consecutive
years.
ERSC and the Coachella Valley
ERSC has been providing plan check services to various Coachella Valley and Local Cities since 1996. Current local assignments in
plan review include Plan Check Services for the Cities of Palm Springs and Banning, as well as providing plan checking services for the
Coachella Valley Water District. With the length of ERSC’s local tenure, our team has gained knowledge specific to performing this type
of work in the local environment.
Local Engineering Community
ERSC has been performing plan review for Coachella Valley cities for over 20 years. In that time, we have had the opportunity to
review plans prepared by many firms that serve the local development community. Many of these firms and their staff have come to
know ERSC and our staff. Not only does ERSC know what to expect from these engineers, these engineers understand what to expect
from ERSC. Our review process is unwavering regardless of the engineer of record. Each project is reviewed to the same objective
requirements regardless of who may be submitting.
Professional Map Checking Services
The following has been organized to describe ERSC’s approach to Professional Survey and Map Review Assignments.
Local Survey Resources
Local governments advancing their information technology have made much of their resources available to the public. In performing
various survey related services within the City, ERSC will utilize many of these resources.
The Riverside County Surveyors Office provides document research tools that are valuable to record research. These tools can vastly
increase the speed we are able to find records and we pass the cost savings to the District. Corner Records, Subdivision Maps, Ties,
Benchmarks, Centerlines, Maps, Records of Survey, Road Easements, Horizontal Control, and other information is readily available to
be applied to projects. This information is valuable during both survey
and plan review assignments and will be utilized during both.
The City of La Quinta also maintains its own survey benchmark network.
ERSC can reference this information during plan review assignments in
the City.
City Surveyor
ERSC acts as City Surveyor for numerous Cities in the Southern California
region. As such, ERSC’s Erik Howard, PE, PLS, will act as survey task
leader and provide this service to the City. Acting as the City Surveyor,
Erik will be the primary representative and will sign and stamp maps
on behalf of the City. Our staff act in this capacity in many local Cities.
This will also include the general tasks of supporting City staff in the
navigation of questions that may arise in day-to-day functions within
the City.

Prepare Survey Related Documents
Our completion of hundreds of legal descriptions and plats for easement and right-of-way acquisition and dedication for
dozens of Cities and agencies in southern California has provided us the experience and confidence to offer these services
to the City.
ERSC has worked with local agencies to document property mergers, easements, improvements, and historic properties. As such, our
team is experienced in the discipline. Please see our experience abstracts included herein for more information.
Many of these types of documents require a legal description. Each legal description starts with a review of a current title report
to ascertain vesting documents, ownerships, and third-party interests. All legal descriptions prepared by ERSC include a plat clearly
depicting the described parcel(s) for ready interpretation by laypeople. The City’s current standards for legal descriptions, maps, and
plats will be applied to each.
Plats will provide a graphic representation of the subject areas with data such as reference to underlying record data, general site
planimetric, geometry, line and curve data (tabular if necessary), easements of record, easement area, and north arrow and scale.
Complete computations and analysis necessary to develop metes and bounds descriptions for each of subject area will be included.
Survey Document and Map Review
Reference Material
ERSC has become well versed in the many special nuances that must be observed by anyone processing plans and studies for approval
with ERSC’s plan check clients. Documents such as the Riverside County Map Preparation Manual, State Subdivision Map Act, Standard
Specifications for Public Works Construction, Americans with Disabilities Act requirements, and the California Building Code are
applicable.
Local guidance documents such as the City Notes and Templates, City Municipal Code, City General Plan, and City Specific Plan Elements
are also applied when appropriate.
ERSC staff understands the importance of ensuring that all Conditions of Approval are incorporated into the design of the project to
confirm how the Developer or Engineer have complied with the requirements of the City’s Planning Commission and the City Council
to mitigate the impacts of the project. This requires a complete and thorough review of Conditions of Approval imposed by the
Community Development, Fire, Public Works, and Engineering Departments.
Survey Document and Map Review Tasks
Prior to review, ERSC will:
•Review initial submittal package for completeness.
•Request additional information/supporting documents.
•Research and review files for past projects near or adjacent to current project.
•Verify ownership.
•View site aerials and photos with Google Earth or GIS and review conditions onsite and adjacent improvements.
•Prepare notes. Initiate review of plans and supporting documents.
•Verify drawing content per City guidelines including title block, file number, RCE signature block, benchmark, and proper drafting
technique. Verify compliance with conditions of approval.
•Verify notes and content, vicinity map, legal description, APN, site ownership, and address. Verify references to drawings and
details in notes.
•Compliance with applicable provisions of the City’s Standards and local Civil Engineering industry design standards and conformance
to all local ordinances, policies and procedures.
•Compliance with applicable Specific Plans and Community Plan design requirements.
•Review of engineering design principals and requirements, which includes plan check of cross section and profiles, right-of-way
lines, construction limits, and center line control.
•Review of format, which includes plan check of notes, legends, benchmark, basis of bearing, location map, standard sheet and title
block, north arrow etc.
•Conformance to City’s preferred format and layout.
Specific Survey Document and Map Review Considerations
Plan check for survey related documents, and maps will be performed by applying the below items to each assignment:
Tentative Maps, Final Maps, Parcel Map, Mergers, Lot Line Adjustments and Survey Related Documents
Check to assure compliance with applicable provisions of the State Subdivision Map Act, Land Surveyor’s Act, City Municipal Code,
Conditions of Approval and other City requirements, and all other applicable state statutes and local ordinances; Review of map sheets
for centerline control, lot closure calculations, mathematical accuracy, surveyor notes and symbols, monumentation per City Standards,

& survey procedures; Review of boundary retracement procedures & title reports; Review of format statements and
certificates; Monitor of coordination response to Civil Engineers / Land Surveyors; Conformance to City’s preferred
format and layout; Verify conformance to City’s Subdivision Map Review Checklist.
Title Reports
Review title report to confirm that the legal description, ownership, vesting, trustees and beneficiaries are correctly shown; Review
title insurance exceptions to confirm that rights of way and easements are correctly listed and plotted; Verify that applicable rights of
way, easements and mineral rights are correctly listed as signature omissions; Verify that subdivider has requested non-interference
letters from public entities and public utility companies.
Legal Descriptions, Easement Documentation, Other Recordable Documents
Prepare legal descriptions and sketches as needed. Review title report, Schedule B documents and vesting deed; verify compliance
with City application requirements; reviewing legal description for accuracy and proper acknowledgment of record and easement
documents; review and verify closure calculations, review plat for proper identification of R/W, lot lines, easements and location of
existing structures and utilities. For easement or R/W vacations, coordinate with local utility companies.
Traverse Calculations
Review traverse calculations of retracement surveys, boundary surveys, and for proposed lots and parcels. Linear closure precision will
be checked for conformance with City mapping standards. Boundary measurements and areas shown on maps and legal descriptions
will be checked against the traverse calculations.
Prior Rights Review
If required, review chain of title, official county records, utility records and other historical records to determine prior rights of utility of
companies and municipal agencies. Review as-built plans and utility records for possible utility conflicts with proposed improvements.
Respond to developer request for information regarding District’s interests in real property and issue Non-Interference letters as
needed.
Method of Review
Bluebeam REVU
ERSC utilizes Bluebeam Review to perform plan check redlines as it allows for clarity, precision, and speed in plan check projects. ERSC
has been utilizing Bluebeam in various capacities since 2019 with complete migration of our team to the software in 2020.
Comment Memo
As a part of the plan check process, ERSC summarizes all plan check comments in a memo format. Most frequently, our comments are
summarized by sheet or section number and accompany the redlines with delivery. Some additional comments are included in the
memos occasionally when requesting additional information or requesting compliance with certain conditions of approval. The memo
is compiled in word format to allow the engineer of record to respond to comments.
Electronic Capabilities
ERSC has been providing electronic plan check delivery with most Clients with success throughout recent assignments utilizing our
internal Sharefile system. The current system allows for delivery, receipt, City access to files, developer restrictions to only their files,
and notifications of uploads and deliveries. City staff have been provided usernames and access files as needed for their reference. In
the City of Lake Elsinore, ERSC also transmits plans for corrections utilizing the Bluebeam STUDIO function. ERSC is ready and able to
adapt to the use of the City’s internal systems as needed.
Conflicts of Interest
By matter of corporate decision, ERSC has elected to exclusively serve public sector municipalities and agencies. As such, we do not
serve developers. We anticipate no conflict of interest to arise through the term of a contract.

ERSC was contracted to provide professional land surveyor
services on an as-needed basis for support of the District’s Capital Improvement Program
(CIP), Annexation Program, and New Development Projects. Typical assignments include:
development plan review and determination of easement requirements; prior rights review
and analysis/utility conflicts; preparation of legal descriptions, plats and maps required to
annex, appraise, acquire or dispose of property rights; preparation of conveyance documents
on approved District templates and secure property owners signature; interaction with District

Under an on-call professional services agreement with the City of Palm
Springs, ERSC provides plan and map checking for development planned
within the City. Specific tasks include the review of improvement plans (including sewer
plans), final subdivision maps, and other survey related documents as prepared by design
consultants for accuracy and completeness, conformance to local codes, ordinances, and
design standards. During the term of ERSC’s tenure providing plan checking services, our firm

ERSC provides plan check and inspection services of CIP and development
projects in the City of Banning. The scope of plan check services includes review
of street, sewer, water, grading and storm drain projects and their related improvements.
ERSC’s reviews include verify plans assure compliance with Conditions of Approval, City
Design Standards, City procedure, as well as local, State and Federal regulations.
Since 2018 ERSC has completed over 430 individual assignments in the City. This is inclusive of
the 4,000 unit Atwell development, for which ERSC has reviewed all grading and improvement
plans as well as all supporting special studies related to the project.
ERSC staff also provide Construction Management and Inspection services during Development and CIP activities. Currently ERSC staffs
3 full-time inspectors supporting the City’s activities.

Under an on-call agreement, ERSC has provides civil engineering plan check services of various private and
public development projects throughout the City. ERSC’s responsibilities include review of grading, street,
sewer, water, landscaping, irrigation, streetlight, storm drain, traffic signal, and striping/signage plans. Survey
and mapping review responsibilities include subdivision maps, easements, dedications, lot
line adjustments, and parcel mergers. ERSC staff also review professional studies including,
but not limited to hydrology/hydraulic, sewer, traffic, geotechnical, stormwater pollution
prevention/NPDES, and water quality management related studies.
Since 2020 ERSC has completed over 70 individual assignments in the City. This is inclusive of
the 600 unit River Ranch Specific plan development, for which ERSC has reviewed all grading
and improvement plans as well as all supporting special studies related to the project.
ERSC staff also provide various design and survey related services during infrastructure
projects throughout the City.

Plan Check services to support the City’s engineering department.
ERSC has supported Chino through the development of numerous
specific plan areas. Review of ADA infrastructure against stringent City
guidelines. ERSC reviews water and sewer plans for dedication to the
City’s system and as private systems.
ERSC provides plan check services to support the completion of development projects in
the City of Chino. The scope of plan check services includes review of street, sewer, water,
grading and storm drain projects and their related improvements. ERSC’s reviews include
verifying plans meet requirements of Conditions of Approval, City Design Standards, City procedure, as well as local, State and Federal
regulations.
Since 2016 ERSC has been able to meet the surge in development activity that the City has experienced. ERSC has adapted to multiple
staf changes, internal engineering preferences, and many different requirements that the City has adopted to serve its changing
populace. ERSC also acts as the City Surveyor, signing maps on the City’s behalf while also answering survey related questions that
arise in the day-to-day operation of the engineering department.

services to the City of Lake Elsinore since in 2016. As part of an on-call contract with the
City, ERSC provides review of improvement plans and documents submitted during land
development efforts in the City. During ERSC’s tenure, staff have reviewed over 300 individual
plans and studies.
ERSC is responsible for review of Traffic Signal Plans, Improvement Plans, Grading Plans, Final
Maps and Parcel Maps, Dedications, Easements, Vacations, Quitclaims, Parcel Mergers, Lot
Line Adjustments, WQMP Submittals, Hydrology and Hydraulic Studies, HEC-5 Studies, Traffic Analyses, Soil/Geotechnical Reports,
Erosion Control Designs, and Review of Technical Specifications for Proposed Improvements within City Road Rights of Way.

On-Call Biennial Engineering Services
ERSC was contracted to provide on-call engineering services for Capital
Improvements that have been carefully considered through a Capital
Improvement Program (CIP). Part of this execution includes the planning, design, and management of
projects to ensure CVWD maintains its commitment to customers and stakeholders. The District works
with ERSC to complete various projects identified in the CIP. Projects are awarded on a task order basis
and encompass various disciplines.
Development Plan Check Services
ERSC was contracted to provide Development Plan Check Services to the Coachella Valley Water District.
Our team provides plan check for water and sewer plans from private land development projects to
CVWD standards and the Development Design Manual (DDM).

ERSC has provided civil engineering plan check, design, and inspection services to the City of Beaumont
since in 2017. As a plan checking consultant, ERSC reviews development projects, CIP projects, and WQMPs.
Development plans have ranged from 1-Million sqft commercial complexes to multiple lot
subdivisions. ERSC regularly reviews grading plans, improvement plans, sewer plans, maps,
plats, easements, lot line adjustments, parcel mergers, and other legal documents on the
behalf of the City.
ERSC inspectors are also onsite during construction of land development activities in the City.
ERSC inspectors regularly ensure work is performed per City standards, ADA accessibility
requirements, coordinate material testing, and ensure storm water compliance measures
are implemented on behalf of the City.

Map check payment shall be made in full at a “fixed fee” rate of:

The Consultant shall be compensated upon the completion of each plan check as indicated
in the above schedule and in conformance with Section 2.2 of the Agreement. If a project
is suspended, either definitely or indefinitely, the Consultant shall be compensated based
on the last completed plan check. If the plan check process is completed prior to the third
plan check, 100% of the plan check fee will be paid upon completion of the final plan
check.
The Consultant shall separately invoice per plan and per plan check. No exceptions will
be allowed to the payment schedule.

for the twelve-month period ending February as calculated by the

Consumer Price Index Calculator. Prevailing Wage Rates are
dictated by the CADIR. All classifications which are subject to
Prevailing Wages will be adjusted when revised determinations
are published by the CADIR.
Unless otherwise established by contractual agreement,
payment is due and payable upon receipt. Payment is considered
delinquent if not paid within 30 days of invoice date. If payment is
not completed within agreed terms, Client agrees to pay a service
charge on the amount past due at the rate of 1.5% per month
(18% per annum).
