Interwest Consulting Group (Interwest) is pleased to present our proposal in response
to the RFP for On-Call Map Checking Services for the City. We are proposing a highly
qualified and appropriately licensed staff to deliver Subdivision Tract and Parcel
Maps review. Interwest provides efficient and effective on-call solutions using proven
methods that deliver high customer satisfaction at a reasonable cost.
With a deep bench of more than 400 professionals dedicated to providing municipal services to our clients, our team of well
qualified staff brings the following advantages to the City of La Quinta:
• We are familiar with the City of La Quinta’s expectations and processes having served your community since
2018, specifically working with your Chief Building Official and Community Development Director.
• We provide local, qualified and experienced staff with all applicable licenses, certifications, and expertise. Our
Ontario office will manage this contract, located at 1500 S. Haven Ave., Suite 220, Ontario, CA 91716.
• We provide a high level of customer service for internal and external customers who have local knowledge and
experience in the Inland Empire and Riverside County.
• We balance the need to ensure conformance to the Subdivision Map Act, standards and regulations with the
need for predictability, uniformity, and efficiency.

Firm Background
Interwest has extensive experience and a proven track record of successfully
providing on-call map checking services to public agencies. Interwest has been
in business since 2002 and was founded by individuals with a passion for serving
municipalities. Interwest has more than 400 employees spanning a multitude

planning and building safety departments throughout California.

Section 4. | Work Plan/Technical Approach
Understanding of Scope of Work
We welcome this opportunity to assist in maintaining the quality of life and unique character that makes the City of La Quinta
a desirable community. We believe our Map Checking Team will provide superior resources for meeting your immediate
needs and long-term goals. As outlined in the RFP, our team stands ready to provide the following services to the City on
budget and on schedule:
Subdivision Tract and Parcel Maps will be reviewed by a Land Surveyor licensed in the State of California
for the procedure of survey, mathematical closure, and compliance with the Subdivision Map Act, the Land
Surveyor’s Act, the approved Tentative Map, the approved Conditions of Approval, and a current title report.
This review includes, but is not limited to, the review of survey documentation, lot and boundary closure
calculations, dedication and easement provisions, legal descriptions and completeness and accuracy of
data notation. Some of the specific items that are reviewed or checked include the following:
• Title sheet format and certificates.
• Current legal descriptions.
• Correct assessor’s parcel being subdivided per the title report and Tract/Parcel Map.
• Check closure of subdivision boundary and individual lots against traverse.
• Verify lot areas against traverse.
• Check for correct mathematics.
• Clarity of drafting.
• Proper delineation and identification of record data.
• All appropriate data in the title report is shown on the map.
• Proper reference to adjacent recorded maps and ties thereto.
• Proper reference and ties to found/set monumentation.
• Minimum lot sizes meeting the requirements of zoning of the Tentative Map.
• Conditions of approval identified by the subdivision resolution are properly satisfied.
• Boundary tied to the California Coordinate System.
• Verify ownership shown on the map against the title report.
• Verify easements and completeness of easement call outs.
In addition to reviewing subdivision Tract and Parcel Maps, Interwest can provide the following services:

LAND SURVEYING AND MAPPING REVIEW
Interwest has the collective, diverse team of people and experience to
perform a full range of map check services. More importantly, we possess
the knowledge and skills necessary to effectively integrate the necessary
engineering services with the client’s staff to create a map check process that
is coordinated, consistent, and predictable.
We view our role and mission as facilitating the efficient delivery of high-
quality design map check projects by:
• Taking a partnering versus regulatory approach.
• Balancing the need to ensure conformance to standards and regulations
with the need for predictability, uniformity, and efficiency.
• Having a goal of “no surprises” for the applicant and the client.
• Creating an internal team, which provides a seamless design map
review process to prevent unintentional “games of gotcha” for project
applicants.
All map reviews will be evaluated by the project manager for quality control
of the map review, the level and quality of comments from the review,
consistency with similar reviews, the avoidance of late hits or “gotcha”
comments, the evaluation of the design professional’s submittal and whether
they are addressing prior comments or have justifiable reasoning in their designs that may allow deviations from standards,
with City approval. The project manager will meet with the design professional and their client if prior comments are not
being addressed. We have found this will get the process back on track or provide the project owner/client with a more
realistic schedule based on their design professionals’ actions.
The discussion above describes Interwest’s philosophy and approach of “how” we do our work. A typical scenario for
“what” we do related to the review and processing of maps is as follows:
• Visit the site to determine field conditions are consistent with the maps submitted.
• Each map review will be accompanied with a letter summarizing the red-line comments, addressed directly to the
applicant’s Land Surveyor with a copy to City staff and the applicant.
Provide map reviews for:
• Completeness of Application and Submittals - Review development applications for adequacy and compliance with
the City Municipal Code, City Engineering Standards, and other applicable codes and standards used by the City.
• Tract and Parcel Maps - Review tract and parcel maps for the procedure of survey review, mathematical closure, and
compliance with Subdivision Map Act, the Land Surveyor’s Act, the approved tentative map, the approved conditions
of approval and a current title report.
• Lot Line Adjustment - Review lot line adjustment documents as needed.
• Legal Descriptions - Oversee the preparation of legal descriptions and plats for the City for easements or rights-of-
way.
• Surveying and Maps, Title Review - Oversee land surveying and map/easement or legal description preparation. We
will perform research and gather other title-related documents and instruments as necessary and requested.
• Map Check Guidelines - Assist with development of engineering design standards and guidelines to help with the
map checking process.
• Planned Developments - Review maps for consistency with other planned developments.

DELIVERABLES
Interwest will provide the following deliverables as stated in the RFP:
1st Submittal:
Upon completing the 1st review, Interwest will submit the “red lined” map and a copy of the applicable Map Check List to
the applicant.
2nd and Subsequent Submittals:
Upon receipt of the 2nd round map check submittal from the applicant and upon completing the 2nd review, Interwest will
submit “red lined” map and a copy of the applicable 2nd review Map Check List to the applicant. The process of applicant
correction, Consultant review and “red lined” map return to applicant shall continue until approvable maps are generated
and a map approval letter is submitted to the City by Interwest.
If necessary, Interwest will be available to meet in La Quinta with City staff and/or the applicant to review the map check
comments. Interwest will communicate directly with the applicant regarding map check issues and clarifications. Interwest
will provide an average of no more than 3 map check rounds before Interwest map approval.
Interwest will use the City’s TRAKiT software in the map check process. Interwest will also use the Bluebeam Revu software
to allow electronic review and commenting of map, as this is our preferred software for electronic review.
Interwest will maintain all files for a period of three years. Copies of requested files will be furnished to the City upon request.
PERFORMANCE STANDARDS
Interwest is able to meet the following map check schedule as stated in the RFP:
Map Submittal Map Check Turn-Around (From Receipt from City Staff)
1st Map Check 15 Working Days
2nd Map Check 10 Working Days
3rd Map Check 10 Working Days
For larger, more complex projects such as golf course developments, one (1) additional week for the 1st and 2nd map check
shall be provided, if necessary to complete a thorough map check. Interwest will advise the Contract Officer, in writing, if
additional time is needed.
AT NO ADDITIONAL COST TO THE CITY
• Interwest will provide a hand held (type) cellular telephone for each map checker assigned to the City Project(s) to
assure rapid availability by telephone.
• Interwest will provide its own transportation to and from the designated work site. Interwest will not be compensated
for travel time to and from designated work site.
• Interwest will respond to requests for map check within twenty-four (24) hours.
• Interwest will supply all necessary tools and materials to perform the work.
• Interwest has Blubeam Revu Standard software, which our staff currently uses for the electronic review of maps.

Approach to Project Management
Our project management approach begins with applying our
Plan, Execute, Control, Optimize (PECO) philosophy. The PECO
framework, illustrated to the right, is based on our team’s experience
and industry best practices endorsed by the Project Management
Institute. We identify, prioritize, allocate, manage, and control the
work requirements through this singular, integrated method.
Using the PECO framework, the Interwest team delivers a project
management approach that combines the right people, processes,
and tools to perform the Scope of Services requirements. Our support
for the City of La Quinta requires a methodology to operate and
maintain all areas of service efficiently. The Interwest team’s process
is structured to streamline our resources and provide responsive
services. Successful execution of building support services starts with
a responsive team structure that can anticipate and address resource
needs. Our team works on multiple tasks simultaneously, and our
organizational structure supports the staff to oversee this process
effectively. Our Project Manager, Joe Indrawan, will ensure overall
project performance and completion.
Approach to Quality Assurance/Quality
Control (QA/QC)
Interwest prides itself in meeting clients’ needs while maintaining a
high level of quality control. Our approach is proactive—we prevent
quality issues to the greatest extent possible and prepare for other
situations in advance by mitigating risk.
To ensure quality and meeting the City of La Quinta’s objectives,
Interwest has implemented a Quality Control (QC) program where
our Project Manager performs random quality evaluations of our staff
throughout the year. Interwest’s QC activities include:
• Standardized processes for intake, completion of returned
work, email correspondence, review comment letters, and other
items to ensure consistency and client satisfaction (e.g., logging
review data into each municipality’s system).
• Our Project Manager conducts periodic reviews to ensure
completeness, accuracy, and consistency of work performed.
• Periodic peer review of others’ map reviews.
• Staff feedback as necessary for any discrepancies or improvements needed.
• Staff is paid to attend both internal and external training to grow professionally and improve skill sets.
• Account Manager conducts periodic check-ins with clients for feedback on satisfaction with work performed and
services provided.
• Sending periodic customer satisfaction surveys for feedback on work performed and services provided.
• Interwest uses both check-ins and surveys to find possible opportunities to improve client satisfaction, work performed,
and services provided, as necessary.
Given Interwest’s comprehensive approach to management and map review, the probability of risk is low. As part of our QA/
QC process, we ensure that Interwest standards are met. We involve the City in the entire process to maintain transparency.

Interwest is providing complete project management services for the 1-215/Harley Knox Boulevard Interchange including:
cooperative agreement with Caltrans for the Project Approval and Environmental Document stage (PA&ED), design,
and right of way; seeking financial contributions from local, regional, state, and federal agencies; preparing Request for
Proposal (RFP) for Project Approval and Environmental Document (PA/ED), and selection of preferred alternative; and
manage the work of consultants for PA/ED through CEQA/NEPA certification.
To improve traffic flow and safety within the I-215/Harley Knox Boulevard interchange, the City of Perris in cooperation with
the California Department of Transportation (Caltrans), is proposing to upgrade and reconfigure the interchange. There are
three interchange alternatives under study and include a Tight Diamond Interchange (TDI), Diverging Diamond Interchange
(DDI), Single Point Intersection, and No Build. The purpose of the project is to plan for the projected regional population
growth and increase in travel demand at the existing I-215/Harley Knox Boulevard interchange for the year 2045.
Currently, high traffic volumes create severe congestion throughout the interchange area during peak hours. The
interchange requires capacity enhancements to alleviate congestion and accommodate future travel demands.
On June 5, 2018, City of Perris requested Caltrans to initiate and prepare a Project Initiation Document (PID) aka
Project Study Report - Project Development Support (PSR-PDS). On May 8, 2019, Caltrans accepted to initiate
the PSR-PDS under agreement with the City. The PSR-PDS is a pre-requisite for state highway projects prior to
start the PA&ED phase. The Project Study Report-Project Development Support is underway; the draft PSR-PDS
is under review by the City Perris, Riverside County, and RCTC. The PSR-PDS includes the following components:

The Interwest Contract and Legal team have carefully reviewed the contract terms presented in the Sample
Professional Services Agreement in the RFP. We respectfully request the following modifications to the agreement terms:

resolutions, statutes, rules, regulations, and laws of the City and any Federal, State, or local governmental
agency of competent jurisdiction. Nothing in this Section 1.2 shall be understood to modify the standard of care
applicable to the Services.

4.4 Independent Contractor. Neither City nor any of its employees shall have any control over the manner, mode,
or means by which Contracting Party, its agents, or its employees, perform the Services required herein, except
as otherwise set forth herein. City shall have no voice in the selection, discharge, supervision, or control of
Contracting Party’s employees, servants, representatives, or agents, or in fixing their number or hours of service.
Contracting Party shall perform all Services required herein as an independent contractor of City and shall remain
at all times as to City a wholly independent contractor with only such obligations as are consistent with that role.
Contracting Party shall not at any time or in any manner represent that it or any of its agents or employees are
agents or employees of City. City shall not in any way or for any purpose become or be deemed to be a partner
of Contracting Party in its business or otherwise or a joint venture or a member of any joint enterprise with
Contracting Party. Contracting Party shall have no power to incur any debt, obligation, or liability on behalf of
City. Contracting Party shall not at any time or in any manner represent that it or any of its agents or employees
are agents or employees of City. Except for the Contract Sum paid to Contracting Party as provided in this
Agreement, City shall not pay salaries, wages, or other compensation to Contracting Party for performing the
Services hereunder for City. City shall not be liable for compensation or indemnification to Contracting Party
for injury or sickness arising out of performing the Services hereunder. Notwithstanding any other City, state,

or federal policy, rule, regulation, law, or ordinance to the contrary, Contracting Party and any of its employees,
agents, and subcontractors providing services under this Agreement shall not qualify for or become entitled to
any compensation, benefit, or any incident of employment by City, including but not limited to eligibility to enroll
in the California Public Employees Retirement System (“PERS”) as an employee of City and entitlement to any
contribution to be paid by City for employer contributions and/or employee contributions for PERS benefits.
Contracting Party agrees to pay all required taxes on amounts paid to Contracting Party under this Agreement
except to the extent arising from requirements imposed by City, and to indemnify and hold City harmless from any
and all taxes, assessments, penalties, and interest asserted against City by reason of the independent contractor
relationship created by this Agreement. Contracting Party shall fully comply with the workers’ compensation laws
regarding Contracting Party and Contracting Party’s employees. Contracting Party further agrees to indemnify
and hold City harmless from any failure of Contracting Party to comply with applicable workers’ compensation
laws. City shall have the right to offset against the amount of any payment due to Contracting Party under this
Agreement any amount due to City from Contracting Party as a result of Contracting Party’s failure to promptly
pay to City any reimbursement or indemnification arising under this Section.

7.3 Ownership of Documents. All drawings, specifications, maps, designs, photographs, studies, surveys, data,
notes, computer files, reports, records, documents, and other materials plans, drawings, estimates, test data,
survey results, models, renderings, and other documents or works of authorship fixed in any tangible medium of
expression, including but not limited to, physical drawings, digital renderings, or data stored digitally, magnetically,
or in any other medium prepared or caused to be prepared by Contracting Party, its employees, subcontractors,
and agents in the performance of this Agreement (the “Documents and Materials”) shall be the property of City
and shall be delivered to City upon request of the Contract Officer, or assigned designee, or upon the expiration
or termination of this Agreement, and Contracting Party shall have no claim for further employment or additional
compensation as a result of the exercise by City of its full rights of ownership use, reuse, or assignment of the
Documents and Materials hereunder. Any use, reuse or assignment of such completed Documents and Materials
for other projects and/or use of uncompleted documents without specific written authorization by Contracting
Party will be at City’s sole risk and without liability to Contracting Party, and Contracting Party’s guarantee and
warranties shall not extend to such use, revise, or assignment. Contracting Party may retain copies of such
Documents and Materials for its own use. Contracting Party shall have an unrestricted right to use the concepts
embodied therein. All subcontractors shall provide for assignment to City of any Documents and Materials
prepared by them, and in the event Contracting Party fails to secure such assignment, Contracting Party shall
indemnify City for all damages resulting therefrom. For the avoidance of doubt, nothing in this Agreement shall
be understood to grant City rights to pre-existing intellectual property of Consultant or to any improvements
thereto and such intellectual property shall not be deemed within the scope of Documents and Materials. City
represents and warrants that it has sufficient rights in any materials provided by it, or on its behalf, to Consultant
for Consultant to perform its obligations under this Agreement and City hereby grants Consultant a fully paid
up, temporary and non-transferrable license to use such materials solely as necessary for Consultant and its
subcontractors, if any, to perform services pursuant to this Agreement.

Agreement, Commercial General Liability insurance against all claims for injuries against persons or damages

policy shall contain a severability of interest clause providing that the coverage shall be primary for losses arising
out of Contracting Party’s performance hereunder and neither City nor its insurers shall be required to contribute
to any such loss. An endorsement evidencing the foregoing and naming the City and its officers and employees
as additional insured (on the Commercial General Liability policy only) must be submitted concurrently with the
execution of this Agreement and approved by City prior to commencement of the services hereunder.

City and any and all of its officials, employees, and agents (“Indemnified Parties”) from and against any and all
third party claims, losses, liabilities of every kind, nature, and description, damages, injury (including, without
limitation, injury to or death of an employee of Contracting Party or of any subcontractor), costs and expenses
of any kind, whether actual, alleged or threatened, including, without limitation, incidental and consequential
direct damages, court costs, attorneys’ fees, litigation expenses, and fees of expert consultants or expert
witnesses incurred in connection therewith and costs of investigation, to the extent same are caused in whole or
in part by any negligent or wrongful act, error or omission of Contracting Party, its officers, agents, employees
or subcontractors (or any entity or individual that Contracting Party shall bear the legal liability thereof) in the
performance of professional services under this agreement. With respect to the design of public improvements,
the Contracting Party shall not be liable for any injuries or property damage resulting from the reuse of the design
at a location other than that specified in Exhibit A without the written consent of the Contracting Party.
b. Indemnification for Other Than Professional Liability. Other than in the performance of professional services
and to the full extent permitted by law, Contracting Party shall indemnify, defend (with counsel selected by City
and from Consultant’s insurance carrier’s panel counsel), and hold harmless the Indemnified Parties from and
against any third party liability (including liability for claims, suits, actions, arbitration proceedings, administrative
proceedings, regulatory proceedings, losses, expenses or costs of any kind, whether actual, alleged or threatened,
including, without limitation, incidental and consequential direct damages, court costs, attorneys’ fees, litigation
expenses, and fees of expert consultants or expert witnesses) incurred in connection therewith and costs of
investigation, where to the extent the same arise out of, are a consequence of, or are in any way attributable
to, in whole or in part, the negligent performance of this Agreement by Contracting Party or by any individual
or entity for which Contracting Party is legally liable, including but not limited to officers, agents, employees, or
subcontractors of Contracting Party.
d. Indemnification Provision for Design Professionals.
1. Applicability of this Section F.1(d). Notwithstanding Section F.1 (a) hereinabove, the following indemnification
provision shall apply to a Contracting Party who constitutes a “design professional” as the term is defined in
paragraph 3 below.
2. Scope of Indemnification. When the law establishes a professional standard of care for Contracting Party’s
Services, to the fullest extent permitted by law, Contracting Party shall indemnify and hold harmless City and
any and all of its officials, employees, and agents (“Indemnified Parties”) from and against any and all third party
losses, liabilities of every kind, nature, and description, damages, injury (including, without limitation, injury to
or death of an employee of Contracting Party or of any subcontractor), costs and expenses, including, without

limitation, incidental and consequential direct damages, court costs, reimbursement of attorneys’ fees, litigation
expenses, and fees of expert consultants or expert witnesses incurred in connection therewith and costs of
investigation, to the extent same are caused by any negligent or wrongful act, error or omission of Contracting
Party, its officers, agents, employees or subcontractors (or any entity or individual that Contracting Party shall
bear the legal liability thereof) in the performance of professional services under this agreement. With respect to
the design of public improvements, the Contracting Party shall not be liable for any injuries or property damage
resulting from the reuse of the design at a location other than that specified in Exhibit A without the written
consent of the Contracting Party.
3. Design Professional Defined. As used in this Section F.1(d), the term “design professional” shall be limited
to licensed architects, registered professional engineers, licensed professional land surveyors and landscape
architects, all as defined under current law, and as may be amended from time to time by Civil Code § 2782.8.
e. Notwithstanding any provision of law, Consultant shall have the right to defend any action for which
indemnification is sought under this Section F.1. City Indemnitees shall promptly report any claim for which
indemnification is sought so that defense of the claim is not compromised.
