To address your concerns on Exhibits 10 and 11, I believe that blue line is supposed to indicate the extension of Jefferson Street to meet Avenue 62; however it is confusing on these exhibits. We will revise the exhibits to clarify that in the Environmental Impact Report. The project is proposing to have Avenue 62 and the Jefferson Street extension as the two main roads to the project. The extension of Jefferson Street will not go through PGA West at all, but will join up to Avenue 58 near Lake Cahuilla. No roadways will be constructed through PGA West. The current Circulation Plan for the City shows Madison Street as being extended down from Avenue 60 to Avenue 62. This designation is to be removed from the City's Circulation Plan. Madison Street will only be used as 20 ft. wide emergency access road, only if necessary. The Environmental Impact Report for the project will review the impacts of placing the roadway in between two housing developments. The City's Circulation Plan shows were major roadways are located and assigns designations to them based on the amount of traffic they could carry. When a project comes in, the developer is responsible for improving roadways that the project would impact per the City's Circulation Plan. The Environmental Impact Report is prepared by a third-party consultant and experts in various fields such as biology, traffic, etc., and street construction is analyzed as a part of the proposed project. At this time, the City's Circulation Plan shows Jefferson Street and Madison Street being extended south and connecting with Avenue 62, and the Circulation Plan has been approved by the City Council in 2012. I would like clarification on the exhibits in the Travertine Specific Plan. Exhibit #10 - Blue line (road) is 62nd Street. Key indicates blue line (road) as Jefferson which is incorrect. Exhibit #11 - Same error as #10 - Also labeled incorrectly. Exhibit #12 - Key indicates blue road as Jefferson which is correct. Travertine is proposing Jefferson as their main road to project, and their #1 choice. I would like to know how this roadway would be constructed through PGA homes. Travertine #2 choice of roads is Madison which would be constructed very close to homes in the Trilogy community. I would like more information on the process that the city follows to okay or allow contractors to build or not build new streets. If it is in the environmental impact report, who does the homework and report for street construction to see what it will entail?
