2021-04-13 Riverside County Request 1 April 13, 2021 Sent via email Jay Olivas, Regional Planner Riverside County Planning Department 77588 El Duna Court, Suite H Palm Desert, CA 92211 SUBJECT: TRAVERTINE SPECIFIC PLAN PROJECT GENERAL PLAN AMENDMENT 2017-0002, ZONE CHANGE 2017-0002, SPECIFIC PLAN AMENDMENT 2017-0004, TENTATIVE TRACT MAP 2017-0008, ENVIRONMENTAL ASSESSMENT 2017-0008 Dear Jay: We are currently working on a project along the City of La Quinta and County boundaries called the Travertine Specific Plan Project (Project). The Project is generally bounded by the westerly extension of Avenue 60 on the north; the westerly extension of Avenue 64 to the south; the southerly extension of Madison Street on the east; and the southerly extension of Jefferson Street on the west (see attached Site Location Map). The Project proposes development of 1,200 residential units and 100 hotel units on approximately 870 acres. The Project’s two major access points are from the westerly extension of Avenue 62 over the Coachella Valley Water District (CVWD)/Bureau of Reclamation (BOR) Dike 4 and the southerly extension of Jefferson Street south of Avenue 58. Both access points traverse lands within the County’s municipal boundary and will require approval from the BOR in order to cross Dike 4. The southerly extension of Jefferson Street is also proposed to traverse Bureau of Land Management (BLM) land and will need approval from the BLM. We are asking the applicant to gain approval from the County regarding the south side cross-section of Ave 62 and also to gain consent from the County to be a party to the agreements necessary for Avenue 62 to cross Dike 4, east of the property, and for Jefferson Street to traverse the BLM property, prior to the City approving any entitlements. We have previously gotten comments from Kevin Tsang on the traffic study for this project but none of the comments addressed the south side cross-section of Avenue 62 or the Jefferson Street extension through the BLM property. It would be helpful to understand what the County wishes to see as a cross-section on Avenue 62 so we can 2 give that information to the applicant to prepare their plans.
