SUBJECT: COMPLETENESS REVIEW FOR TRAVERTINE SPECIFIC PLAN PROJECT
AND TRUST ACCOUNT STATUS
GENERAL PLAN AMENDMENT 2017-0002, ZONE CHANGE 2017-0002,
SPECIFIC PLAN AMENDMENT 2017-0004, TENTATIVE TRACT MAP
2017-0008, ENVIRONMENTAL ASSESSMENT 2017-0008
Dear Mr. Miramontes:
On March 20, 2020, we provided you with a letter indicating that the above-mentioned
applications were incomplete and gave an update of what was still missing from the
application package. The following items are still pending:
• A copy of the USFWS approved Biological Opinion and Concurrence Letter
• Administrative Draft Environmental Impact Report (EIR)
Since the pending items above have not been received, your applications are deemed
incomplete. Once these items have been received, the applications can be deemed
complete. Additionally, a Development Agreement application was determined to be
required per the Preapplication Review letter dated June 22, 2017. This application has
not been submitted to date. Please work with City staff to submit the
application.
As stated in the March 20, 2020 letter, there have been several changes in the project
and changes in the project team that have contributed to delays in application processing.
As such, please provide us with updated owner information and contact information for
the Hofmann trust and engineer of record so that we may update the application records.
Additionally, please provide us with an authorization letter allowing TRG Land to
process the applications on your behalf, so that staff can continue the processing
of the applications.

TRAVERTINE CORPORATION TRUST ACCOUNT STATUS
When applications were first submitted, in September 2017, $61,223 was deposited into
the Travertine Corporation trust account with the City. Fees for the above-mentioned
applications amounted to $30,881 and was withdrawn from the trust account. To date,
$15,307.50 has been expended for the peer review, leaving a remaining balance of
$15,034.50 in the trust account, which can be used for the Development Agreement
application and City Attorney deposit.
When the applications were submitted, a bank of 198.15 hours was created for staff to
review the project. At this time, that bank has 30 hours remaining and staff anticipates
this to be quickly depleted with the next set of submittals. Once the bank has been
depleted, staff can no longer review the project applications until another deposit is
received. Staff estimates that another 100 hours will be necessary to continue
the review of applications, which would amount to $16,100. This amount needs
to be deposited as soon as possible to avoid any delays in application processing.
GENERAL PLAN AMENDMENT 2017-0002 AND ZONE CHANGE 2017-0002
Staff completed the first review of the General Plan Amendment (GPA) and Zone Change
(ZC) application materials, including the GPA and ZC justification and maps, and provided
comments on November 28, 2017. To date, we have not received a second submittal of
the materials addressing staff’s comments. Please review the GPA and ZC
justification and maps and update them per staff’s comments and changes in the
project and resubmit.
Fiscal Impact Study
A fiscal impact study was submitted in January 2018 and staff had some correspondence
with Roger Dale, who prepared the study, regarding this. Please update the land use
assumptions in the study according to the changes made to the Planning Areas
and update the basis for projected home values with more recent data. Once this
is updated, it will be sent to Finance staff for review.
TENTATIVE TRACT MAP 2017-0008
Previously, staff had completed their review of the Tentative Tract Map and had no further
comments, except for comments on the Traffic Impact Analysis. Because of changes in
the project, the Tentative Tract Map will need to be reviewed again. Please submit a
revised copy of the following:
• Tentative Tract Map
• Preliminary Precise Grading Plan
• Preliminary Landscape Plan
• Hydrology/Drainage Study

• Water Quality Management Plan
• Updated Geotechnical Report
ENVIRONMENTAL ASSESSMENT 2017-0008
The Notice of Preparation (NOP) has been circulated for public review. Comments have
been received and forwarded to the environmental consultant for consideration in the
Draft EIR.
Portions of the Draft EIR were submitted in May 2018 as listed below:
• Chapter 1-Executive Summary
• Chapter 2-Introduction
• Chapter 3-Project Description
• Sections of Chapter 4-Environmental Impact Analysis
The remaining portions, as listed below, were not submitted.
• Sections of Chapter 4-Environmental Impact Analysis
o Aesthetics
o Biological Resources
o Public Services
o Utilities and Service Systems
• Chapter 5-Other CEQA Required Sections
• Chapter 6-Alternatives to the Proposed Project
• Chapter 7-EIR Preparation
Due to project changes as noted above and changes in the CEQA guidelines since
2018, all portions of the Draft EIR need to be updated and resubmitted.
Several technical studies were submitted to the City in May 2018 with the portions of the
Draft EIR as listed below:
• Land Evaluation and Site Assessment (LESA)
• Air Quality Impact Analysis
• Jurisdictional Delineation
• Supplemental Cultural Resources Technical Report
• Class III Cultural Resources Inventory and Evaluation
• Geotechnical Report
• Soils Report
• Greenhouse Gas Analysis
• Travertine Radius Map Report
• Hydrology Reports
• Hydrology and Debris Production Report

• Existing Off-Site Flood Risk Assessment Report
• Flood Hazard Analysis for Devil Canyon
• Travertine Development Drainage Master Plan
• Preliminary Drainage Study
• Preliminary Water Quality Management Plan
• Noise Impact Analysis

• Water Supply Assessment
These studies will need to be updated based on changes that have been made to the
project as noted above, incorporate the revised tentative tract map and changes in CEQA
guidelines since 2018, with the exception of the Class III Cultural Resources Inventory
and Evaluation. Staff is happy to discuss how extensive the changes would need to be for
each report.
