SUBJECT: COMPLETENESS AND DESIGN REVIEW FOR TRAVERTINE SPECIFIC
PLAN PROJECT AND TRUST ACCOUNT STATUS
GENERAL PLAN AMENDMENT 2017-0002, ZONE CHANGE 2017-0002,
SPECIFIC PLAN AMENDMENT 2017-0004, TENTATIVE TRACT MAP
2017-0008, ENVIRONMENTAL ASSESSMENT 2017-0008
Dear Mr. Miramontes:
On August 18, 2020, we provided you with a letter indicating that the above-mentioned
applications were incomplete and gave an update of what was still missing from the
application package. The following items are still pending:
• Administrative Draft Environmental Impact Report (EIR)
Since the pending items above have not been received, your applications are deemed
incomplete. Once these items have been received, the applications can be deemed
complete. Additionally, a Development Agreement application was determined to be
required per the Preapplication Review letter dated June 22, 2017. This application has
not been submitted to date. Please work with City staff to submit the
application.
TRAVERTINE CORPORATION TRUST ACCOUNT STATUS
When applications were first submitted, in September 2017, $61,223 was deposited into
the Travertine Corporation trust account with the City. Fees for the above-mentioned
applications amounted to $30,881 and was withdrawn from the trust account. To date,
$15,697.50 has been expended for the peer review, leaving a remaining balance of
$14,644.50 in the trust account, which is to be applied to the peer review and the
Development Agreement application and associated City Attorney deposit.
When the applications were submitted, a bank of 198.15 hours was created for staff to
review the project. At this time, that bank has eight (8) hours remaining which will not be
2
enough to cover the next set of reviews. Once the bank has been depleted, staff can no
longer review the project applications until another deposit is received. Staff estimates
that another 100 hours will be necessary to continue the review of applications,
which would amount to $16,100. This amount needs to be deposited as soon as
possible to avoid any delays in application processing. If staff does not use the
entire amount, the difference will be refunded to you.
GENERAL PLAN AMENDMENT 2017-0002 AND ZONE CHANGE 2017-0002
Staff completed the first review of the General Plan Amendment (GPA) and Zone Change
(ZC) application materials, including the GPA and ZC justification and maps, and provided
comments on November 28, 2017. To date, we have not received a second submittal of
the materials addressing staff’s comments. Please review the GPA and ZC
justification and maps and update them per staff’s comments and changes in the
project and resubmit.
Fiscal Impact Study
Staff met with TRG Land and Roger Dale to review the last iteration of the fiscal analysis
and had the comments listed below. Please revise the report accordingly and resubmit.
• Consider 20/21 budget in study-sent 9/8/20 to applicant
• Revise study to remove previously approved project
• Revise land use assumptions based on project changes
• Consider conservative home price analysis
TENTATIVE TRACT MAP 2017-0008
On October 26, 2020 staff received several revised documents in relation to the tentative
tract map case including:
• Tentative Tract Map
• Preliminary Precise Grading Plan
• Hydrology/Drainage Study
• Water Quality Management Plan
• Updated Geotechnical Report
• Sewer and Water Exhibits
The Preliminary Landscape Plan is still pending. Please submit as it becomes
available. Staff is unable to review the current submittal at this time since there are not
enough hours in the project bank. Once the subsequent deposit is submitted, reviews will
be scheduled.
