Dear Ms. Yam,
The Design and Development Department has reviewed your request to change
architectural elevations of an existing two-story commercial building located at
46805 Dune Palms Road. It has been determined that said plan modifications meet
the qualifications of a Modification by Applicant, as the exterior changes shall not
result in a significant change in the original project as approved by the decision-
making authority as approved under Site Development Permit 2002-756. The
proposal includes adjustments, substitutions, and additions to architectural features
that do not result in a significant effect on the overall aesthetic or architectural style
of the buildings. Therefore, the modification is approved as shown on the attached
exhibits, subject to the following conditions of approval:
1. The applicant shall conform to all other corresponding Conditions of Approval
for Specific Plan 99-036 Amendment, Site Development Permit 2002-756,
and Environmental Assessment 99-383.
2. The applicant shall submit grading and construction plans as may be required
to the City’s Design and Development Department.
3. Mechanical screening shall be provided so that the highest point of the
equipment is below the surrounding parapet wall or other screening enclosure
such that the equipment is not visible from a horizontal line of sight.

ELECTRICAL, ETC.,) IN ORDER TO CONFIRM EXACT EXTENT OF WORK TO BE PERFORMED. IF THERE ARE

FOR BUILDING PERMIT PURPOSE ONLY.
11. ALL NEW CONCRETE FLATWORK AND CURBS SHALL CONFORM TO CITY STANDARDS.
12. PRIOR TO SUBMITTAL OF ANY BIDS, GENERAL CONTRACTOR AND SUBCONTRACTOR SHALL VISIT THE
PROJECT SITE TO BECOME FULLY AWARE OF THE SITE CONDITIONS AND EXTENT OF THEIR WORK.
13. THE GENERAL CONTRACTOR SHALL BE RESPONSIBLE FOR THE COORDINATION OF THE MECHANICAL,
ELECTRICAL AND PLUMBING DRAWINGS WITH THE PERTINENT SUBCONTRACTORS PRIOR TO ANY

PROVIDED BY THE EQUIPMENT VENDOR AND COMPLY WITH ALL REQUIREMENTS FOR THE AREA OF
WORK. COORDINATE WITH THE EQUIPMENT VENDOR TO ENSURE THE DOCUMENT(S) PROVIDED BY THE
VENDOR IS CURRENT AND APPLICABLE TO THIS SPECIFIC PROJECT. THE CONTRACTOR SHALL BE
RESPONSIBLE FOR COORDINATING WITH THE VENDOR TO DETERMINE FINAL SCOPE OF WORK TO BE
PERFORMED BY GENERAL CONTRACTOR.
16. AUTOMATIC FIRE SPRINKLER SYSTEM AND UNDERGROUND FIRE SERVICE: CONTRACTOR SHALL DESIGN
AND INSTALL THE SYSTEM AS REQUIRED FOR THE SHELL BUILDING INCLUDING BUT NOT LIMITED TO
HEADS IN ALL AREAS WHICH WILL BE ABOVE THE FUTURE FINISHED CEILING, IN ALL REQUIRED
CONCEALED SPACES INCLUDING BUT NOT LIMITED TO CAVITIES, ALL EXTERIOR SPACES AND AS
OTHERWISE REQUIRED. THE SPACE DIRECTLY ABOVE THE FUTURE SUSPENDED CEILING LEVEL SHALL
NOT BE CONSIDERED A NON-COMBUSTIBLE PLENUM SPACE. ALL PIPING LOCATIONS SHALL BE
COORDINATED WITH ALL SUBCONTRACTORS AND SHALL ACCOUNT FOR FUTURE WORK WHICH WILL BE
INSTALLED UNDER THE TENANT IMPROVEMENT CONTRACT. IN GENERAL, ALL HORIZONTAL PIPING RUNS
BELOW THE FIRE RATED ROOF ASSEMBLY SHALL BE HELD AS HIGH AS POSSIBLE. PIPING WHICH IS
PROPOSED TO BE 9" OR MORE BELOW THE FIRE ASSEMBLY SHALL BE IDENTIFIED AND BROUGHT TO THE
ATTENTION OF THE ARCHITECT FOR REVIEW AND COMMENT PRIOR TO SUBMITTING PLANS TO THE
AUTHORITY HAVING JURISDICTION.
THE SYSTEM SHALL BE SIZED AND PREPPED INCLUDED THREADED AND PLUGGED CONNECTIONS AS
REQUIRED BY FOR FUTURE TENANT IMPROVEMENTS AND APPLICABLE CODES. CONTRACTOR SHALL
DESIGN AND INSTALL A COMPLETE TURNKEY SPRINKLER SYSTEM (LESS DROPS AND HEADS IN TENANT'S
SPACE) THAT MEETS ALL LOCAL BUILDING AND NFPA LIFE SAFETY CODES CURRENTLY ADOPTED
EDITION. THIS SYSTEM SHALL BE ON A DEDICATED WATER LINE INDEPENDENT OF FUTURE TENANT'S
WATER LINE REQUIREMENTS, INCLUDING MUNICIPAL APPROVED SHOP DRAWINGS, SERVICE DROPS AND
SPRINKLER HEADS AT HEIGHTS PER THE SHELL AND TENANT IMPROVEMENT REFLECTIVE CEILING PLAN
(AVAILABLE ON REQUEST FROM THE ARCHITECT), FLOW CONTROL SWITCHES WIRED AND TESTED,
ALARMS INCLUDING WIRING AND AN ELECTRICALLY/TELEPHONICALLY CONTROLLED FIRE ALARM
CONTROL PANEL CONNECTED TO A MONITORING SYSTEMS FOR EMERGENCY DISPATCH.
CONTRACTOR SHALL PROVIDE MAIN FIRE ALARM PANEL THAT SERVES THE TENANT SPACE AND WILL
HAVE THE CAPACITY TO ACCOMMODATE DEVICES IN TENANT SPACE BASED ON FINAL APPROVED FIRE
ALARM SYSTEM APPROVED BY LOCAL BUILDING OR FIRE DEPARTMENT. IF LEASE SPACE IS IN A MULTI
TENANT BUILDING THEN CONTRACTOR SHALL PROVIDE FIRE ALARM PANEL TO ACCOMMODATE ALL
TENANTS AND LOCATE PANEL IN A COMMON ROOM WITH CONDUIT STUB INTO EACH TENANT SPACE.
CONTRACTOR SHALL PROVIDE DESIGN AND INSTALL ALL UNDERGROUND SERVICE WORK COMPLETE
AND AS REQUIRED TO SERVICE THE BUILDING FIRE SPRINKLER SYSTEM. CONTRACTOR SHALL SUBMIT
ENGINEERED SHOP DRAWINGS TO THE AUTHORITY HAVING JURISDICTION AND OBTAIN AND PAY FOR ALL
REQUIRED PERMITS. WORK SHALL INCLUDE BUT IS NOT LIMITED TO TRENCHING, STREET TAPS, PIPING,
THRUST BLOCKS, BACKFILL AND PATCHING, POST INDICATOR VALVE, BACK FLOW PREVENTERS AND
OTHER APPURTENANCES AS MAY BE REQUIRED BY THE AUTHORITY HAVING JURISDICTION AND TO
CONFORM ALL CODES AND REGULATIONS.
1. FINISH FLOOR ELEVATIONS ARE FROM TOP OF CONCRETE SLAB, U.O.N. CEILING HEIGHT
DIMENSIONS ARE THE FINISHED CEILING SURFACE . U.O.N.
2. GENERAL CONTRACTOR SHALL COORDINATE WALL TYPES TO ENSURE THAT WALLS ARE
ALIGNED AFTER THE FINISHED TREATMENT IS APPLIED.
3. METAL FRAMING SHALL BE INSTALLED TO ALLOW INSTALLATION OF ALL PIPES, CONDUIT,
DUCTWORK AND APPURTENANCES WITH A MINIMUM AMOUNT OF CUTTING. CONTRACTOR
SHALL PROVIDE & INSTALL ALL REINFORCING STIFFENERS, BACKING PLATES AND
SUPPORT BRACKETS REQUIRED FOR THE COMPLETE INSTALLATION OF WALL MOUNTED OR
SUSPENDED CASEWORK, TOILET ACCESSORIES, MECHANICAL, ELECTRICAL, PLUMBING AND
MISCELLANEOUS EQUIPMENT.
4. GYPSUM WALL BOARD AT FIRE RATED ASSEMBLIES SHALL EXTEND TO THE UNDERSIDE OF
THE ROOF SHEATHING OR FIRE PROOFING MATERIAL.
5. CONTRACTOR TO INSTALL CORNER BEADS AT ALL EXPOSED WALLBOARD EDGE
CONDITIONS. INSTALL METAL CASING BEADS WHEN WALLBOARD TERMINATES TO A
DISSIMILAR MATERIAL AND APPLY SEALANT IN GAP BETWEEN CASING BEAD AND ADJACENT
MATERIAL WHERE REQUIRED. COORDINATE WITH FIRE ASSEMBLIES FOR FIRE RESISTIVE
CAULKING LOCATIONS.
6. EQUIPMENT IN RATED WALLS SHALL BE PROVIDED WITH GYPSUM BACKING BOARD OF THE
SAME RATING AND THICKNESS AS THE FACE LAYERS IN ORDER TO MAINTAIN THE FIRE
RATING OF THAT WALL ASSEMBLY.
7. CONTRACTOR SHALL BE RESPONSIBLE FOR VERIFYING AND COORDINATING THE SIZES &
LOCATIONS OF ALL MECHANICAL EQUIPMENT PADS, BASES; CURB, CURB LEVELERS, AS
WELL AS THE ELECTRICAL POWER, WATER SUPPLY AND DRAIN INSTALLATION WITH ALL
EQUIPMENT MANUFACTURERS BEFORE PROCEEDING WITH THE WORK. ANY CHANGES TO
THE WORK TO ACCOMMODATE FIELD CONDITIONS OR SUBSTITUTIONS DURING
CONSTRUCTION SHALL BE MADE WITH NO ADDITIONAL COST TO THE OWNER OR ARCHITECT.
8. FIRE DAMPERS SHALL BE INSTALLED AT LOCATIONS WHERE DUCTS PENETRATE FIRE
ASSEMBLIES IN WALLS OR CEILINGS AS REQUIRED BY CODE AND PER THE SPECIFIC
RATING OF THAT WALL.
9. ALL WORK REQUIRED TO REPAIR DAMAGES TO PUBLIC PROPERTY AS A RESULT OF THE
NEW WORK SHALL BE IN ACCORDANCE WITH STANDARDS OF THE GOVERNING AUTHORITY
HAVING JURISDICTION. REPAIRED WORK SHALL MATCH EXISTING BUILDING UNLESS
OTHERWISE NOTED OR DIRECTED BY GOVERNING AUTHORITY.
10. ALL WELDING SHALL BE PERFORMED BY A CERTIFIED WELDER IN ACCORDANCE WITH CITY
REQUIREMENTS.
11. MANUFACTURER'S DATA RELATED TO SMOKE DETECTION SYSTEMS SHALL BE SUBMITTED
TO THE BUILDING OFFICIAL FOR REVIEW AND APPROVAL PRIOR TO INSTALLATION.
12. UNLESS OTHERWISE NOTED, LANDLORD SHALL BE RESPONSIBLE FOR DEMOLITION OF ANY
INTERIOR PARTITIONS, PLUMBING, ELECTRICAL, MECHANICAL AND FINISHES OF THE EXISTING
BUILDING, INCLUDING THE EXISTING EXTERIOR WALL SEPARATING THE EXISTING AND NEW
STRUCTURES AS REQUIRED FOR NEW WORK.
13. ALL WORK TO BE PERFORMED BY BUILDING OWNER SHALL BE IN FULL COMPLIANCE WITH
ADA AND TITLE 24 CA ACCESSIBILITY REQUIREMENTS TO INCLUDE, BUT NOT LIMITED TO, NEW
ACCESSIBLE PARKING, CURBS, I OCCUPANCY ACCESSIBLE REQUIREMENTS SUCH AS
ADDITIONAL PARKING, VAN DROP OFF. (IF APPLICABLE). WALKWAYS, SIGNAGE, EXTERIOR
LIGHTING, EXTERIOR DOOR, DOOR HARDWARE AND THRESHOLDS, AND PATH OF TRAVEL
TO THE PUBLIC RIGHT OF WAY. LANDLORD'S CONTRACTORS SHALL CLOSELY COORDINATE
ALL REQUIRED WORK WITH TENANT GENERAL CONTRACTOR FOR COMPLETE AND UNIFORM
CONSTRUCTION INTERFACE.
14. IT IS RECOMMENDED THAT THE GENERAL CONTRACTOR, SUBCONTRACTOR OR OTHER
RESPONSIBLE PARTIES IN CHARGE OF REMOVAL OF EXISTING FLOORING COMPOUND, TO
USE APPROPRIATE REMOVAL CHEMICALS OR AGENTS THAT ARE COMPATIBLE WITH NEW
FLOORING, ADHESIVE AND APPLICATIONS. PRODUCTS SUCH AS D-LIMONENE MAY RESULT IN
THE FAILURE OF ADHESION OF THE FLOORING TO THE SUBSTRATE OR APPLICATION OF THE
FLOORING. FLOORING REPLACEMENT, PREPARATION AND OR REPAIR RESULTING FROM
ANY ADHESION OR APPLICATION ISSUES RESULTING FROM USE OF NON-COMPATIBLE
FLOORING COMPOUND REMOVAL CHEMICAL OR AGENT WILL BE THE RESPONSIBILITY OF
THE CONTRACTOR, SUBCONTRACTOR OR OTHER RESPONSIBLE PARTY IN CHARGE OF THE

15. FIRE DEPARTMENT NOTES AND INFORMATION:
A. CONTRACTOR TO SCHEDULE THE FINAL INSPECTION IN ADVANCE WITH THE FIRE
INSPECTOR TO ENSURE SCHEDULED COMPLETION OF THE PROJECT.
B. CONTRACTOR SHALL INSTALL PORTABLE FIRE EXTINGUISHERS (FIRE EXTINGUISHER
CABINETS) PER IFC STANDARD 10.1. PROVIDE 2A-10: B-C FIRE EXTINGUISHERS
MOUNTED 3'-6" ABOVE THE FINISHED FLOOR. ASSURE 75 FOOT MAXIMUM TRAVEL
DISTANCE IS MAINTAINED WITHIN EACH INDIVIDUAL SPACE. PORTABLE FIRE
EXTINGUISHERS WITH A RATING NOT LESS THAN 20BC SHALL BE INSTALLED IN ALL
MECHANICAL & ELECTRICAL ROOMS OR AS DIRECTED BY THE FIRE MARSHAL. FIRE
EXTINGUISHER SHALL BE SEMI-RECESSED U.O.N.
C. A NEW FIRE SPRINKLER SYSTEM SHALL BE INSTALLED PER NFPA STANDARD #13,
2016 EDITION, AS AMENDED IN SECTIONS 903.3.1.1 OF THE 2019 CALIFORNIA
BUILDING CODE TO PROTECT THE NEW TENANT SPACE. FIRE SPRINKLER PLANS
SHALL BE SUBMITTED TO CITY FIRE DEPARTMENT/ FIRE MARSHALL FOR APPROVAL
PRIOR TO INSTALLATION. ANY CHANGES AFTER INITIAL SUBMITTAL TO
ACCOMMODATE EXISTING CONDITIONS SHALL BE RESUBMITTED FOR REVIEW AND

16. THE DESIGN-BUILD SUBCONTRACTOR SHALL OBTAIN ALL REQUIRED LICENSES, PERMITS AND
PAY ALL NECESSARY FEES ASSOCIATED WITH THEIR WORK. THE DESIGN-BUILD
CONTRACTOR SHALL NOT ENTER INTO ANY UNDERSTANDINGS, CODE INTERPRETATIONS OR
