Good morning Mr. Brohard,
First, thank you for reaching out regarding your comments and concerns about this
permit. Feedback from surrounding residents is an important part of our review process
when analyzing potential noise, traffic, and safety impacts. I have attached the event
application submittals. They have applied for a special event permit to allow up to a
maximum of 3 special events in this calendar year. Through our review process of the
permit, City staff makes sure to analyze potential impacts relating to noise, traffic,
safety, and disturbances to adjoining neighbors. The permit is still currently under
review by staff and the applicant has items that need to be addressed before we can
continue. We are also keeping track of all correspondence we receive from surrounding
residents to keep on file through our review process to make sure all concerns are
appropriately addressed and to keep in mind as we move forward. This could include
changes in event scope, conditions relating to traffic flow, parking plans, noise monitors,
orientation of music, etc. I have received a lot of e-mails/phone calls from surrounding
residents with concerns about the event permit, and these concerns will need to be
addressed by the applicant before moving forward.
The process for this permit is that currently it is back with the applicant to make
revisions to the proposal to address different comments from staff, including the
concerns from surrounding residents. We will not be able to move forward until these
concerns are addressed. This permit is a staff level approval, however it is capable of
being called up to a Director’s decision and/or Planning commission.

This request is way over the top in comparison to prior “events” at this location. Prior events have included limited
daytime gatherings ending by 5 PM, but nothing of the scope and magnitude being requested here.
We at the Estates at La Quinta strenuously object to the open ended Special Events Permit being requested and ask for
the opportunity to review and comment on conditions of approval as they are developed for this application.
Please provide us with the complete application as well as an outline of the process so we can voice our objections to
this disruptive and incompatible land use application.

I learned yesterday that the new owner of 'Morrow Ranch' is seeking
permission from the City of La Quinta to operate an 'Event' facility
adjacent to Monterra. If you aren't familiar with 'Morrow Ranch', it is the
large parcel that abuts Monterra and runs along the entire northern and
western parameters of our community.
I've attached materials sent by Morrow Ranch to the City of La Quinta
that provides details, but to summarize:
Planned Activities: Weddings, Corporate gatherings, Coachella corporate
event(s), 'Glamping' and Family Retreats
Maximum Attendance: 500 (+ 25 employees and 3 full-time ground
keepers)
Parking: Approximately 2.5 acres (original plan for this portion of the
property was 10 new home sites); 500 attendees could result in up to 250+
cars onsite
Wedding events are planned to be 3 day weekend activities and, like the
other activities, will include portable toilets, trash/dumpsters and
amplified music
In order to move forward, on September 4th Morrow Ranch submitted a Special Event
'Minor' Temporary Use Permit Application to the City of La Quinta. The City's staff is
currently reviewing the application and is expected to take action within the next week or
two.
I personally object to the proposed use of the land that abuts our properties. I believe
the Morrow Ranch plans will result in:
Noise - Both at the event(s) with amplified music, human voices, car alarms &
engine noise when party-goers leave the facility at 10:00 PM. Most of us can
hear Coachella which is blocks away. Can you image what additional noise will
be generated 'right next door'? Coachella is once a year. This facility is
planned to operate year round!
Traffic - 250+ cars entering and existing the facility will be lined up either coming
in from Monroe or in line to leave at the end of each day.
Lights - There will undoubtedly be the need for either permanent or temporary
event lighting that I assume will be noticeable (and annoying) from our homes in
Monterra.
Short-Terms Rentals - We can expect an increase in short-term rentals in
surrounding PGA West properties that use the entrance to the Greg Norman
course. Short-term rentals typically bring more traffic inside the Norman (and
long lines entering the Norman gate), on-street parking issues, parties and, of
course, more noise.
If after you review the attached materials provided by Morrow Ranch to the City of La
Quinta, you also believe that unpleasant issues will result in significant annoyances as
well as the potential to decrease our property values, your HOA and I suggest that you
write an individual letter to Carlos Flores ( cflores@laquintaca.gov ), Associate Planner
and the La Quinta City Council to express your concerns. We need to protect our
community life style and our property values!
