Feedback from surrounding residents is an important part of our review process when analyzing potential noise, traffic, and safety impacts. Through our review process of the permit, City staff makes sure to analyze potential impacts relating to noise, traffic, safety, and disturbances to adjoining neighbors. The permit is still currently under review by staff and the applicant has items that need to be addressed before we can continue. We are also keeping track of all correspondence we receive from surrounding residents to keep on file through our review process to make sure all concerns are appropriately addressed and to keep in mind as we move forward. This could include changes in event scope, conditions relating to traffic flow, parking plans, noise monitors, orientation of music, etc. I have received a lot of e-mails/phone calls from surrounding residents with concerns about the event permit, and these concerns will need to be addressed by the applicant before moving forward. I have also been in communication with members of the PGA West Fairways Association board, to make sure members of the association are appropriately listened to. Regards, Carlos Flores | Associate Planner  City of La Quinta  78495 Calle Tampico ◦ La Quinta, CA 92253  Ph. 760.777.7069  cflores@laquintaca.gov  From: Barbara Anderson <swamibarbara@gmail.com>   Sent: Monday, October 01, 2018 3:15 PM  To: Carlos Flores <cflores@laquintaca.gov>  Subject: Morrow Ranch  Hi Carlos~  I am the Homeowner of 55120 Spring Creek Court, La Quinta, CA.   My home is located in the Greg  Norman Gate of PGA West in the Monterra Community.  My whole community backs up to the Morrow  Ranch which was zoned as Residential property when I purchased my home.  2 Since Scott Morrow purchase this property, he has continually had many commercial events on this  property, some of which were very loud with music, DJ’s and sporting events.  I have never understood  why this was allowed on a Residential Property, so I am guessing that he is now requesting a Permit for  these activities because someone has finally complained and brought it to the attention of the City of La  Quinta.  His permit is requesting up to 3 events per year but he has already had more than 3 events and  it is barely October.  He is already adverting for Coachella on his website and I can only imagine the  noise and the traffic that will come from these upcoming concert visits.  His Facebook page calls his  property a Concert Venue and I can only imagine what that really means.  Have no doubt, this request is  really to condone his use as a full time commercial venue.  He did not make this investment to only have  3 events per year.     I am concerned about the noise and the traffic that this kind of venue will bring to our quiet  neighborhood.  We have a very quiet neighborhood and we all purchased here so we could enjoy our  retirement years in a beautiful and peaceful surrounding.  None of us anticipated having to put up with  cars, car alarms, music and other noise from a commercial use neighbor.   A venue that allows up to 500  people at one time is not going to be a quiet venue.  Even though his request is for a time frame ending  at 10:00 PM, we all know that a crowd of people will not end their party at 10:00 PM because a Permit  says they should.  The Monterra Homeowners deserve to enjoy the peace and quiet that we all thought  we were purchasing.     I would also like to add that I have been a licensed Realtor for 37 years and this commercial venue will  not help the value of our community.  For most of us, this is the last home we hope to purchase and we  did not anticipate it being a purchase that would be devalued because of the surrounding piece of  property.  If the City of La Quinta approves this venue/rezoning, they could be responsible for our  property values declining due to high noise and traffic congestion.  Local Real Estate Brokers would  avoid showing homes in our community because they know that backing to a commercial venue would  not be a good investment.      I am hoping there will be a hearing on this Permit Request so that all of the surrounding neighbors will  get a chance to vocalize their objection to this venue.  I would appreciate hearing any upcoming plans  on this issue.     Thanks,     Barbara Anderson  55120 Spring Creek Court  La Quinta,  CA  92253  714‐815‐4846  swamibarbara@gmail.com
