Subject:Morrow Ranch Special Event Permit Application
My name is James Stark. My wife Anne and I reside at 81‐665 Tiburon Drive in PGA West. Our property is
located very close to the area where the Morrow Ranch property is located. I understand that the owners of
the property have applied for a special event permit to allow a maximum of 500 people to attend weddings,
corporate events and or family retreats.
We strongly object to the special event permit for this property for the following reasons:
Noise: Events of the type proposed for this property generate too much noise to be located in close proximity
to residential property. We already experience the noise from the Coachella and Stagecoach festivals, and I
can testify from personal experience that at times the noise from the base drums is unbearable – they are
located 4.0 miles from our property.
Short Term Rentals: Special events such as the type being proposed for the Morrow Ranch Property create
the need for an increase in the number of short term rentals in the surrounding neighborhoods. Short term
rentals bring with them their own set of problems including loud music, late night parties, security violations,
parking issues, etc.
Traffic : The local street infrastructure was not designed to handle large influxes of traffic going to and exiting
special events. Unfortunately traffic problems created by cars and trucks coming to and exiting special events
is not limited to the attendees. Local residents are tied up by these traffic problems as well.
Declining Property Values: PGA West is a residential area. People who purchase houses at PGA West do not
expect problems of the type mentioned above. Creating this type of environment will result in current owners
moving out and potential owners going to alternative locations where they can enjoy their surroundings in a

peaceful setting. Property values will decline creating an economic penalty for people who do not benefit
from the activities being proposed for Morrow Ranch.
For these reasons, we strongly urge the City to reject the current Morrow Ranch Special Events Application as
being inappropriate for property located in close proximity to a residential neighborhood.
