2018-10-08 Babij, Mark - Morrow Ranch Sp Event Permit1 From:Mark Babij <mbabij@msn.com> Sent:Monday, October 8, 2018 2:20 PM To:Carlos Flores Subject:Fw: Morrow Ranch Special Event Permit Application Mr. Flores, My name is Mark Babij and I'm writing with feedback regarding the pending application for special events at the Morrow Ranch 55075 Monroe. I live at the Estates at La Quinta which is north and immediately adjacent to the Morrow Ranch. It is my understanding that the Morrow Ranch property owners are applying to hold an undefined number of undefined events running into the nighttime hours involving over 500 participants and amplified music. I think approving this permit application would be an exceedingly bad idea. First, despite its name, this Morrow Ranch is anything but remote. It is surrounded by The Estates at La Quinta on the north, Monterra on the south and PGA West on the west. Homes in all these developments are immediately adjacent to where Morrow Ranch will be playing their amplified music at night...homes right over the wall. Noise complaints are inevitable. Second, traffic is an issue. Monroe St has a 55 mph speed limit. Virtually all of Morrow's 500 departing partiers will be leaving at the same time and trying to turn left (north on Monroe) back to the freeway and Valley cities. To safely manage this the city would need to install a stoplight. A stopgap measure would be a right turn only sign with concrete barrier, but I'm sure people would make dangerous u-turns at their earliest convenience rather than circle to Madison Street. The City would need to make a substantial investment or risk a traffic disaster. I don't have a problem with the general idea of outdoor party venues but really feel they should be restricted to more remote areas...not creating a noise and traffic nightmare smack in the middle of three quiet and peaceful developments of longtime La Quinta homeowners.
