2018-11-06 Brooks, Garry - Morrow Ranch Sp Event Permit1 From:Garry Brooks <garry@gbrooksins.com> Sent:Tuesday, November 6, 2018 12:47 PM To:Carlos Flores Subject:FW: MORROW RANCH SPECIAL EVENTS MINOR TEMPORARY USE PERMIT "MORROW ISSUE" Good afternoon Mr. Flores. By way of introduction, we have been property owners in La Quinta since 1985. We moved here full time in 2015 and bought in Griffin Ranch where, for the past two years, I have served as its H.O.A. President. I will address our families and those of many HO’s concerns voiced to me in my capacity as President on the “Morrow Issue” permit request. My understanding is that a sole event was approved/ recently held for 2018. Morrow Ranch will be obligated to resubmit for a 2019 permit. Believe approval for 11 events in 2019? The 2018 permit was approved “administratively”. I hope and trust the 2019 request would require a public hearing with Planning Commission/City Council . It is an understatement that with the increasing attendance and consecutive 3 weeks allocated for Coachella and Stagecoach Concerts, yearlong events at Griffin Estates, Fantasy Springs, and Augustine’s two miles away, that our community is being well served with concert/ entertainment opportunities. Indio has approved a large complex with rooms and entertainment venues to begin construction soon. In addition, numerous events are held each year in the surrounding desert communities including our first class Mccallum Theatre at our disposal. I, and many other voices, consider this “Morrow Issue”…. “pop-up entertainment”. I realize they own the property; but now want to add concert/entertainment opportunities/ Revenue. This property is situated contiguous to Griffin Ranch. Major concerns: noise, traffic, additional security costs to Griffin Ranch (proved mandatory during other concerts/events outlined above), reality that the event hours listed do not include the set-up or take down of equipment/ patron service/ venues etc…thus potentially becoming an all-day++ time line issue. Our concerns, and those from many other voices that our property values decrease, cause HO’s to move from this area as we are already an earshot from existing events listed above. Lennar Homes, the builder of Griffin Ranch and the United States largest Home Builder, has similar grave concerns that they are addressing. PGA West is also in contact with Griffin Ranch and is currently mobilizing their professional response/objection to this permit. Griffin Ranch HO’s are also voicing their concerns directly to your attention. 2 Bottomline, this specific area of La Quinta is predominately comprised of families and middle to retirement age owners. As direct result of Coachella/Stagecoach many HO’s leave from the desert early to their main residences and or leave the area to avoid these events and return. This reality causes real loss of income for local stores, restaurants, golf and tennis venues etc. Yes, supermarkets enjoy upswing of Revenue I strongly urge the City to take these issues into account and come to the consensus this is NOT GOOD for our Community and in fact have yields negative aggregate financial impact. We appreciate the work and due diligence you and others at the City perform. I plan to attend as scheduled the public hearing on “Morrow Issue”. I may be reached via this email/cell 949-466-0938.
