2019-02-03 Morrow, Scott - Morrow Ranch Event Permit1 From:Scott Morrow <scott@morrowmgmt.com> Sent:Sunday, February 3, 2019 11:35 AM To:Carlos Flores Cc:Danielle Morrow Subject:RE: Morrow - 2019 Event Permit Attachments:Morrow Ranch Complaint Photo - Light.jpg Hi Carlos,  I hope you had a nice weekend.  A couple updates on our end.  Danielle submitted the as‐built plans for both the barn  and main house last Thursday (1/31) for City review.  Once reviewed this should remove the violations for all  unpermitted structures.  As it relates to the trailers, we found some insignia serial numbers beneath on each axel which I  sent to JW and AJ for review.  I’m not sure if that information is what they needed, and if not I have the paperwork filled  out to submit to the Department of Housing and Community Development next Tuesday.  With regards to the complaints from the surrounding community I feel this is going to be a never‐ending battle.  I’m sure  this is a common occurrence throughout the City especially provided the demographics of the residents and what is very  frustrating on our end (probably as well as for the City) is they are making false allegations and in some cases really don’t  even know what or who they are complaining about.  This past year we had 2 events;  1. Wedding 9/9/18, 2. Wedding  10/20/18.  Furthermore, when my wife was at the City last week they showed her the photo below submitted from a  neighbor in Griffin Ranch complaining there was an unauthorized event at our property.  There was no event, we have  15 cameras around the property to prove that and in fact there is no light on our property capable of producing that  bright of a light.  In fact, the photo is awfully suspicious of the moon we had 2 weeks ago.  The PC meetings minutes also make reference to equestrian activities which is even more frustrating.  Our property is an  equestrian facility and has been used that way for well before we purchased the property.  Our horses are often  boarded at the property and my wife, daughter and friends ride horses around the property.  The sod arena that was  recently installed adjacent to our driveway is intended to ride and train horses.  Also all landscape irrigation including  our pool is connected directly to our private well and only the home and barn are being serviced by CVWD.  2     We are continuing to repair and improve items around the property which includes an extensive landscape overhaul  that as items grow will help with light and noise nuisances.  Also as you know we are only requesting the medium level  event permit which is to not exceed 11 event per year.  Our intent is not to make this a commercial enterprise, but  rather have the opportunity to hold a select number of events throughout the year.     Please let me know if you have any questions or need any additional information.    Thanks,  Scott     Scott Morrow  Morrow Management  1130 Via Callejon  San Clemente, CA 92673  949/218‐8400 direct  949/533‐5050 cell    CONFIDENTIALITY NOTICE: This email including any attachments may contain confidential and/or privileged information. Condition #18 stated “A building permit application shall be submitted for the unpermitted structures that are located at the event site. This shall be submitted to the satisfaction of the City of La Quinta Building Official and Design and Development Director within 90 days of this letter. Failure to comply with this may lead to denial of future use permits for this property.” The 90th day was on January 15th, and although our building division had some communication on what these plans would entail, we did not receive any building permit applications for these structures. It is my understanding from our code compliance division that 3 we should be expecting these soon, but I want to stress the importance of these being submitted in a timely manner. Also, a group of residents who reside in properties around the event property attended a Planning Commission and City Council meeting to voice concerns regarding possible future events at Morrow Ranch. As we’ve discussed before, we’ve received numerous correspondence from surrounding residents who are concerned and it remains our recommendation to attempt to do outreach to surrounding neighbors and/or HOA’s. For timing purposes, we really would need plenty of time (min. 60 days) prior to proposed first event for Staff to review, comment, have revisions, schedule hearing, and leave enough room for appeal periods. As mentioned earlier, it’s important to have the information in a timely manner to allow for proper review and process to play out. The 4-11 event permits requires minimum 90 days of review per our code. Although we received the application months ago, we still don’t have a complete application as far as details and event dates that gives us proper time to review and process. As for horses, here is the restriction on number: Up to two horses shall be allowed on a minimum one acre parcel. For parcels in excess of one acre, up to three horses per additional acre or portion thereof, shall be allowed. We have only received an application for the 2019 permit and do not have any additional information as far as tentative dates, proposed number of events, proposed scope(s), etc. As a reminder, since it is a Major event permit, it would require a Director’s hearing prior to the first event so we’re looking to get things going in a timely manner to give enough time for review and the hearing.
