Administrative Citation LQ16‐0295 was issued to Mr. Scott Morrow on 05/15/2019 for unpermitted construction on
the main dwelling. I also issued Administrative Citation LQ16‐0291, on 05/10/2019, against APN 767‐580‐014 for the
unpermitted trailer. During a telephone conversation with Mr. Morrow on 5/17/2019, I advised him that progress must
be made toward compliance. He has since provided activity updates but has fallen short of submitting plans or a permit
application to satisfy the violations. The appeal period has expired for both citations and a second citation action is
pending.

Hello all,
Just to add to your comments Carlos, we still have not received a permit application or plans
from the Morrows on the unpermitted work to the main dwelling, the conversions at the barn or
the trailer set-ups. The last I communicated with Mr. Morrow, which was about a week ago, I
was informed that he had parted ways with the original designer and/or contractor but that they
have a new designer and are proceeding with all permits, plans and approvals for all outstanding
issues there. Mr. Morrow was not specific on a timeline, but my best guess is that it will take
them several more months to prepare plans and obtain permits from HCD (state) for the trailers
and then another month or so for us to process the application for set-up once they have HCD
insignias.
Perhaps Wayne and/or Kevin can entertain a revisit of this case and provide Mr. Morrow with a
deadline for which to obtain all necessary permits.. Just a thought…

As you can see from correspondence below, I’ve continued to receive correspondence from
neighbors regarding Morrow ranch trailers. I just wanted to let you know of the continued
complaints and to see where we are at and to move forward. It seems as if Mr. Morrow hasn’t
progressed towards bringing the trailer into compliance. What I am communicating to the
neighbors is that we have an open code case and will continue to move forward with
violations/citations until the issue is fixed. I just wanted to make everyone aware so that we
make sure to continue monitoring. Thanks,

Thank you for your update on this Carlos. When you say that the Morrows are going through the process of getting a
State certification for the trailers /sheds and then have to go through the process of getting permits from the city,
shouldn’t that have taken place prior to them placing the trailers/sheds on the property? Also are they trying to get the
trailers/sheds approved for permanent placement?

I apologize in the delay in getting back to you. City staff here, including building
and code compliance staff, needed some time to review the situation and get
updates from the owners as far as status of the trailers and sheds. Where we are
at with the trailers is that prior to any City permitting and review of the trailers, the
Morrows have to go through a permitting procedure with the State in order to use
the trailers. They are not allowed to use the trailers until they receive certain State
certifications first, and then they move on to getting City permits/inspections. We,
including our code compliance team, will continue to monitor the situation with the
Morrows and our code compliance team will take further action if progress towards
permitting halts for an unreasonable amount of time.
