Hi Jake,
I can provide additional information regarding #3. Debbie Lewis from Desert Iron Gates will be stopping at the City today
to submit for a permit for the new gate. It took longer than expected for Desert Iron to obtain the requested wind load
calculations however they are now in.

I think we can do both of the inspections at the same time. I would remove the top course
where it exceeds 9 courses, dig the footing and install the steel at the last section of wall,
and call for inspection. We can look at this section of footing as well as the rebar within the
remainder of the wall on the same visit.
Attached is the detailing for the city standard garden wall which was utilized according to
the permit notes. One thing to think about when removing the top course is to ensure that
the new top course has (1) #4 bar as required by the design (see below).

Continuation of latest comments ‐‐‐‐‐‐
We have pot‐holed the wall in eight (8) locations – four (4) on the street side and four (4) on the
property side. At each location you can see the depth and width of the footing. The primary one being
the area where the transition or stepping takes place.
Most of the wall appears to be nine (9) block high, except for the area at the transition – where we have
10‐blocks high for a short section. These additional blocks could easily be taken off, if required.
I believe Danielle has called for an inspection to take place on Monday (10/28). You should be able to
see in the block cells where rebar has been placed. Please let me know if there are any issues.
Assuming all is acceptable, I believe our next step would be to form the footing at the opening for your
initial inspection of this last section of wall.

Thanks for the update. It looks like the wall is in the right location so that’s a good thing.
The next step is to excavate at the base of the transition area where the wall steps up and
verify whether the footing was stepped and how many total courses were constructed. I
don’t remember a step in the footing during the inspection, but that can be easily verified
by digging down and exposing the footing and measuring the height from top of the footing
(or counting the courses of CMU). The following step would be getting the wall inspected,
however if the wall was constructed to over 9 courses it will not be approvable by our
inspector.
I am assuming the wall is not grouted. I see a couple options if the wall is in fact too high
(i.e. 6’8” or 10 courses from top of footing):
-You can remove the top course and finish the wall at 72” from T.O.F.
-You can work with a licensed engineer to provide structural calculations to show
that the current wall as constructed is compliant with the applicable structural code
requirements
-You can have a licensed engineer provide a design to either widen/deepen the
footing and/or provide additional reinforcement in the wall to make it compliant with the
applicable structural code requirements
Regardless of what method you take from here, the next action by the city would be to
come out and inspect the work, but we need to get the wall height/structural design figured
out first.

Property / permit update.
1. IID completed the electric service cutover to the pedestal on Monday (10/21) – new pedestal is
now operational and the old ones removed
2. Next step will be the wall – I have attached the following:
City permit dated 8/15/18

3. On pg. 8 of the permit there is a site plan with dimensions. From my measurements I came up
with the following
Face of curb to the southern part of the wall 31’6”
Face of curb to the northern section of the wall 42’
Section of wall connecting to the Woodbridge Pacific wall (Monterra) is 87’6” long (south to
north)
4. The photos show
The connection of the wall to the Woodbridge wall
The number of blocks above the footing appears to be 9 in the parallel sections to the curb
face
The number of blocks in the transition appears to be 10 – will need to pot‐hole to verify
depth of footing – was the footing strpped?
We would like to move to the next step – need your direction
1. Can you inspect the newly constructed wall in it’s current state?
2. I have asked the Ranch foreman (Julio) to pot‐hole in three (3) other locations to expose the
footings
3. As I understand to fill in the opening we need to
Have our block wall contractor form the footing with vertical rebar in place for your
inspection
Construct remaining block in opening – call for inspection before pre‐grout
Once cell grout is in place call for final inspection prior to cap placement
Lastly, you mentioned the need to paint or stucco the outside of the wall, fronting Monroe
before we can receive final inspection – is that correct.
Please comment on the above and let me know if I understand the next series of events. As always –

I just spoke with Danielle and she indicated the block wall fronting Monroe was never inspected during
construction. I was not aware of that issue.
I will be at the site Monday morning (10/21) – we have IID cutting over the pedestal that morning.
Can we meet at the site to discuss what needs to be done to receive final inspection on the wall? Do I
need to call the request desk on Friday? Or, can we just set up a time?

Thanks for reaching out. Now that the items below have been completed, once the
outstanding permit fees of $240.05 have been paid we should be able to conduct the
inspection in order to energize the meter pedestal at the front parcel. Like we spoke about,
this would be to energize the pedestal only, and any branch circuitry installed after that
time would require inspection prior to them being connected to the system and energized
(i.e. the gate motor, RV parking pedestal, trailer feeders, etc).
I wasn’t heavily involved with some of the other issues at this property (i.e. unpermitted
remodels and additions) so I would like to gather other staff members as necessary to
answer your questions. My supervisor, AJ Ortega will be able to provide more information
about those items, so I would like to shoot for a meeting between the three of us to lay out
all the requested information to you. AJ will be off this Friday when you will be in town but
let me know whenever else works for you and I will see if we can swing a time that works
for all of us.

Thanks for the meeting this past Monday and provided tasks needed to clear the inspection for the
meter pedestal. From my notes I had the following items to be taken care of ‐‐‐‐‐
1. Disconnect the branch circuits to the trailer – this work was completed by our electrician
2. Blank off open breaker spaces – our electrician said he completed yesterday (9/19)
3. Address to the pedestal – per Carlos Partida at IID he indicated his records show the address to
be 55‐075 B, Monroe Street – see attached
Since we have an issue with the gate – I would like to treat the inspection for the pedestal
separately. Assuming the above 3‐items are the only outstanding to obtain your inspection – we would
like to proceed in getting that finalized.
I plan to be at the property next Friday (9/27) and was wondering if you would be available to go over
the other outstanding items as we discussed. If you are, can we meet at 1:00pm at your office?
