Good morning Chris,
I believe we do have the Minor Use Permit on file however this was only an entitlement
approval and we have no record of an actual building permit for the installation of the mobile
home, so no review or inspection of things like the foundation or utility connections. As far as
re-certifying the mobile home I would think this is most likely not an option due to the
severity of the alterations to the coach. I don’t have all of the info in terms of what work was
done out there but for example if I understand correctly the roof framing and assembly may
have been removed and replaced, the exterior walls of the coach altered to create openings,
patio covers added, extensive interior remodel may have occurred, etc. With all these items
in consideration I think that any HCD insignia would no longer be valid and since everything
was site built would require application of Title 24 of the CCR and permitting and inspection
by the local building department.
We can look at the original inspection record and approved plans from HCD to assist us in
determining what the state of the original coach was, but I would recommend working
toward permitting all of the changes in accordance with Title 24 by drafting construction
drawings and obtaining the appropriate building permits for all of the unpermitted work that
occurred.

Hi Jake,
Scott Morrow and I have been unraveling this over the last few weeks and have some questions as we
commence to prepare a submittal for the non-permitted items.
MUP2006-763 (March 2006) is essentially the permit from the City of LQ for the Manufactured Home
(MH) that was placed on this Site in 2006. Prior to that the MH was permitted by the Dept. of Housing
and Community Development 03-10-05 as evidenced by the last sheet of the MUP (copy attached).
That Plan expired 10-12-06 and therefore was placed between March and October 2006. As you know
MH manufacturers self-certify. Would you agree that this installation was initially permitted?
We are in the process of validating the MH and getting as-builts (copy attached) of the existing
structures. Sht 7 of the as-builts has helped us to identify the foundation system used for this MH. We
are wondering what specific concerns you have with the mobile home as we proceed forward and
possibly pursue re-certifying that Unit. Do you have a list of concerns, would it be helpful to meet on
site so that we can capture all the items in a single pass?
We were able to confirm GRES-07-2796 issued in 2007 for the 6 Car garage plans, Scott was able to
find a full set of plans (Sht A2-Flr. Plan) is attached. We have enough info from that set to determine
how it was integrated into the non-permitted expansions. That said, we were able to access the City
Database for Building permits that was granted from one of our Public Search requests in 2019 and
cannot find permit GRES-06-3100 associated with this project, w will pursue a public records search
for that to see if it answers any lingering questions.
