CONDITIONS OF APPROVAL
Completion/confirmation prior to start of the event:
1. The indoor/outdoor event is approved for the following dates/hours:
April 10 – April 12: 12:00 p.m. – 2:00 a.m.
All outdoor entertainment shall be moved indoors and all outdoor music shall be
turned off by 12:00 a.m. each night. The total number of event participants,
including staff, security and guests, shall not exceed 450 on-site at any given time.
The applicant is required to maintain a count of all event participants on-site at all
times during the event. The event count shall be maintained by event staff at the
main entrance and made available upon request by the Police Department or City
staff.
2. The applicant shall provide the City a deposit, in the amount of $25,000, returnable
to the applicant at the conclusion of the event should no issues arise that result in
the revocation of this permit. The deposit should be made out to the City of La
Quinta and received by the City no later than April 3, 2015.
3. The applicant shall contract with the Riverside County Sheriff’s Department for
traffic and crowd control, and internal/external security in conjunction with private
security for public safety, as determined by their agency through contractual
arrangements. The City shall have no responsibility, financial or otherwise, in
establishment or implementation of such contractual obligations.
4. Notice shall be given to the Griffin Ranch Estate’s Homeowner’s Association and
residents surrounding the event areas no less than 5 days prior to the event,
informing them of the provisions, restrictions and event conditions. The notice shall
also include an event contact person and phone number. Proof of said notice shall
be provided to City staff
5. The applicant shall obtain an encroachment permit for any off-site signs and traffic
controls placed within the City’s right-of-way. Traffic control plans shall be
submitted along with the permit application for City approval. Please contact Ms.
Amy Yu, Assistant Engineer II at (760) 777-7047 for assistance on obtaining an
encroachment permit.
Completion/confirmation during the event:
6. The perimeter of the event shall be secured at all times to insure controlled ingress
and egress from the event grounds.
7. Security personnel shall be easily identifiable to the public by the provision of
uniformed personnel. All designated private security personnel must be licensed by
the State of California and possess a valid private security license. Security
personnel shall be provided at a rate no less than one staff member for every 25
guests.
8. Certain areas providing access to the event area are public and, as such, general
public access may not be denied or restricted in any manner that extends beyond
the limits of this event as approved.
9. The applicant shall obtain all other applicable permits, if required, from the
appropriate agencies (i.e. Fire Department, Sheriffs Department, etc.)
10. A building permit shall be obtained if temporary electric facilities or stages are
proposed. The Building Division can be reached at (760) 777-7125.
11. Portable generators shall be shielded to prevent accidental contact with guests.
Extension cords shall be ground-secured to prevent tripping. Any lighting shall be
directed away from surrounding roadways and surrounding residential properties.
No spot or searchlights are permitted.
12. The applicant shall conform to the City’s Noise Ordinance and specifically the
following noise limitations during the event:
Sixty decibels (60 dB(A)) 10:00 a.m. to 10:00 p.m.; and
Forty-five decibels (45 dB(A)) 10:00 p.m. to 2:00 a.m.
13. The applicant shall hire a third-party noise consultant to monitor the event at all
times. The noise consultant is subject to approval by the City’s Community
Development Director. Noise measurements shall be taken outside the rear property
line of the nearest receiving property, 54180 Alysheba Dr, La Quinta, CA ( 240’
(+/- 5’) due west of the Griffin Estate’s western property line) for the duration of
the event.
14. All vendors shall obtain a City Business License. The serving of food and alcoholic
beverages during the event shall be subject to the rules and requirements of the
Riverside County Health Department and State of California Alcoholic Beverage
Control, respectively. The applicant shall provide the City with proof of ABC
approval prior to the event.
15. All guest parking for the event shall be contained within the Griffin Estate property.
There shall be no queuing of vehicles along Avenue 54 for the purpose of dropping
off for, picking up for, or entering the event. No on-street parking outside the
approved event area may be utilized for any parking service including valet parking
services. No on-street parking is permitted along Avenue 54 or the surrounding
public streets.
16. Roadways/traffic aisles to structures and activities in and around the event will be
maintained accessible to emergency vehicles at all times. Parking monitors shall
wear light-colored clothing and reflective vests as needed. Flashlights shall be used
after dusk.
17. The event is subject to spot inspections by the Police Department and/or City staff
to ensure compliance with the conditions of this letter.
18. Fire extinguishers shall be placed in locations that are visible and readily accessible
for public and vendor use.
19. Smoking shall not be permitted in any tent or canopy or in any adjacent area where
hay, sawdust or any other combustible materials are stored or used unless approved
by the fire inspector.
20. No fireworks, or open flame, or any other device emitting flame or fire or creating a
glow capable of igniting combustibles shall be permitted.
Completion/confirmation after the conclusion of the event (if necessary):
21. The event sites used shall be left clean and in its original manner after the event.
Temporary trash receptacles shall be provided in and around the event areas. All
event areas shall be left free of debris at the end of each day’s activities, and after
the event concludes.
22. Any damage to public hardscape caused by this event shall be repaired as directed
by the City Engineer. This includes but is not limited to sidewalks, curb and gutter,
landscaping, and pavement especially within the surrounding public streets.
COMPLIANCE WITH CONDITIONS OF APPROVAL
1. The applicant shall schedule a pre-event site walk-through with Community
Development staff prior to the event to ensure compliance with the Conditions of
Approval.
2. Should the event, its promoters, staff, guests, or activities fail to comply with any
of these conditions of approval, the approval of this temporary event permit shall
immediately become null and void and all associated activities shall immediately
cease and desist.
FINAL ACKNOWLEDGEMENT/CONTACT INFORMATION
By holding this outdoor event, the applicant agrees to indemnify, defend and hold harmless
the City of La Quinta (“the City”), its agents, officers and employees from any claim,
action or proceeding to attack, set aside, void, or annul the approval of this temporary use
permit. The City of La Quinta shall have sole discretion in selecting its defense counsel.
The City shall promptly notify the applicant of any claim, action or preceding and shall
cooperate fully in the defense.
The City may elect to add Conditions to this application request to mitigate any problems
that arise not previously addressed herein.
This decision may be appealed to the Planning Commission, provided the written appeal
and filing fee of $1,573.00 are submitted to this Department within 15 calendar days.
